2. Realizing need to accelerate the growth in the
coastal municipalities of Maconacon, Divilacan, Palanan, and
Dinapigue to even the development in the entire province
and recognizing the imperative of harnessing the potentials
of the Coastal Areas of Isabela, the Honorable Faustino
“Bojie” Dy III, Provincial Governor, issued on August 11, 2011,
Executive Order No. 11, creating the:

3. The Special Project Committee is a collegial body
under the Office of the Provincial Governor mandated
to make recommendations on matters related to the
formulation of policies and the crafting of a
comprehensive and integrated development plan for
the Isabela Coastal Areas including the packaging and
implementation of the same

Hour land travel from Santiago City via the Provinces of Quirino
and Aurora, Maconacon, Divilican, and Palanan can be reached by
air and sea travel which proved to be unreliable even at the
slightest weather disturbance, not to mention their being costly

6. An 82.004 – Kilometer stretch of an all weather road
rehabilitation and improvement from the Abuan River
Bridge in Cabisera 10, Ilagan to Barangay Dimapula, Divilacan
28-Kilometer portion of which will pass through the
Northern Sierra Madre Natural Park

8. Roundscud Corporation, a private entity, signified intention of
developing a 1300-Hectare area (within the Multiple Use Zone of
the Protected Area of the NSMNP) in Barangays Bicobian and
Dimasalansan including Honeymoon (Stagno) Island in Divilacan
for Eco-Tourism (Ocean and Mountain Adventures)
Preparation of their CMDP and obtaining necessary permits in
progress

9. Potentials for hydro power generation specially on
the Blues River of Maconacon, Sapinit River of
Divilacan, Dibulo Falls of Dinapigue are being
explored and studied by private investors
Windmills are also being proposed along the coastline
of Maconacon

10. In partnership with several concerned NGAs and
NGOs/POs, updating of the inventory of marine
resources in our coastal municipalities is being started

Reports and Related Literatures are available at the SPCICD
Office. The latest among which are:
Identification of Development Projects For the Coastal, an
enumeration of potential investment projects and its
parameters
Preliminary Draft of the EIA Report, a copy of which was
submitted with the Review Committee of the EMB-DENR
in relation to the Province’s application for the Issuance
of ECC for the Road Project.
