Dear Colleague,
It is with great pleasure that I invite you to participate in the 5th annual
Maritime Reconnaissance and Surveillance Technology Conference taking place
between the 5th and 6th February 2020 in Rome.
I have long maintained that the essential precursor for any effective action at
sea is comprehensive understanding, not just positional date and information,
but what is going on and what intent those using the sea have. This has always
been a challenge, but in this increasingly interconnected World, coupled with
advancements in technology, the potential increasingly exists to understand
the maritime domain more comprehensively and in near real time as never
before. Moreover, this is not simply a military challenge but one for all users of
the sea, be they militaries, commercial operators and other organisations. When
commanding counter-piracy operations in the Indian Ocean I saw at first-hand
what could be achieved when the military, commercial operators, international
organisations and regional governments can come together to share information.
this event, featuring speakers from a wide variety of countries and international
organisations, brings together experts involved in the development and
management of multiple reconnaissance and surveillance platforms, including
unmanned maritime systems, airborne isr and satellite technology. The need to
bring together senior military and maritime leaders with other key decision makers
and industry leaders and project managers for a high level meeting like this is
a great opportunity to share thinking, open minds to new possibilities, and seek
opportunities to collaborate and share ideas for common benefit. My career at
sea has taught me this is best achieved when people work together.
Consequently, I am delighted for the first time to lend my support as Chairman
for the Maritime Reconnaissance and Surveillance Technology Conference. i
believe the event will provide an excellent forum for productive international
discussion and partnership.

About Guy Thomas:
Guy is the former US Science & Technology
Advisor for Maritime Domain Awareness
(2003-2012) and creator of both space-
based AIS & C-SIGMA. He has been involved
in reconnaissance operations and systems
in the Navy, Air Force, Coast Guard, and
Johns Hopkins/APL. He also served as the US
DHS S&T SME for Space. He is the academic
advisor (technology) to the Multinational
Maritime Security Center of Excellence
He was awarded the Distinguished Career
Service Award, and the US Geospatial
Intelligence Foundation’s Individual
Achievement Award in 2015. He has been
nominated for the Space Technology Hall
of Fame.

distribution rights by speakers. Please note that some presentations may not be available

Payment: If payment is not made at the time of booking, then an invoice will be issued and must
be paid immediately and prior to the start of the event. If payment has not been received then
credit card details will be requested and payment taken before entry to the event. Bookings within
7 days of event require payment on booking. Access to the Document Portal will not be given
until payment has been received.
Substitutions/Name Changes: If you are unable to attend you may nominate, in writing, another
delegate to take your place at any time prior to the start of the event. Two or more delegates may
not ‘share’ a place at an event. Please make separate bookings for each delegate.
Cancellation: If you wish to cancel your attendance at an event and you are unable to send
a substitute, then we will refund/credit 50% of the due fee less a £50 administration charge,
providing that cancellation is made in writing and received at least 28 days prior to the start of
the event. Regretfully cancellation after this time cannot be accepted. We will however provide
the conferences documentation via the Document Portal to any delegate who has paid but is
unable to attend for any reason. Due to the interactive nature of the Briefings we are not normally
able to provide documentation in these circumstances. We cannot accept cancellations of
orders placed for Documentation or the Document Portal as these are reproduced specifically to
order. If we have to cancel the event for any reason, then we will make a full refund immediately,
but disclaim any further liability.
Alterations: It may become necessary for us to make alterations to the content, speakers, timing,
venue or date of the event compared to the advertised programme.

I have long maintained that the essential precursor for any effective action at sea is comprehensive understanding, not just positional date and information, but what is going on and what intent those using the sea have. This has always been a challenge, but in this increasingly interconnected World, coupled with advancements in technology, the potential increasingly exists to understand the maritime domain more comprehensively and in near real time as never before. Moreover, this is not simply a military challenge but one for all users of the sea, be they militaries, commercial operators and other organisations. When commanding counter-piracy operations in the Indian Ocean I saw at first-hand what could be achieved when the military, commercial operators, international organisations and regional governments can come together to share information. this event, featuring speakers from a wide variety of countries and international organisations, brings together experts involved in the development and management of multiple reconnaissance and surveillance platforms, including unmanned maritime systems, airborne isr and satellite technology. The need to bring together senior military and maritime leaders with other key decision makers and industry leaders and project managers for a high level meeting like this is a great opportunity to share thinking, open minds to new possibilities, and seek opportunities to collaborate and share ideas for common benefit. About Guy Thomas: Guy is the former US Science & Technology Advisor for Maritime Domain Awareness (2003-2012) and creator of both space- based AIS & C-SIGMA. He has been involved in reconnaissance operations and systems in the Navy, Air Force, Coast Guard, and Johns Hopkins/APL. He also served as the US DHS S&T SME for Space. He is the academic advisor (technology) to the Multinational Maritime Security Center of Excellence He was awarded the Distinguished Career Service Award, and the US Geospatial Intelligence Foundation’s Individual Achievement Award in 2015.
