The Assembly of First Nations’ Chiefs in New Brunswick are continuing the fight against the implementation of changes to the Social Assistance program on-reserve. Artificial Intelligence (AI) technologies such as Generative AI, Image Generators and Large Language Models have had a dramatic impact on teaching, learning and assessment over the past 18 months. The most immediate threat AI posed was to Academic Integrity with Higher Education Institutes (HEIs) focusing their efforts on combating the use of GenAI in assessment. Guidelines were developed for staff and students, policies put in place too. Innovative educators have forged paths in the use of Generative AI for teaching, learning and assessments leading to pockets of transformation springing up across HEIs, often with little or no top-down guidance, support or direction.
This Gasta posits a strategic approach to integrating AI into HEIs to prepare staff, students and the curriculum for an evolving world and workplace. We will highlight the advantages of working with these technologies beyond the realm of teaching, learning and assessment by considering prompt engineering skills, industry impact, curriculum changes, and the need for staff upskilling. 3. What is DGS?
The DC Department of General Services:
Manages the capital improvement and construction program
for District government facilities;
Acquires real property, by purchase or lease, for use by the
District government;
Manages space in buildings and adjacent areas operated and
leased by the District government;
Disposes of District real and personal property through sales,
leases or other authorized methods.
4. What is DGS?
The DC Department of General Services:
Provides building services for facilities owned and occupied by
the District government, including custodial services, security
services, energy conservation, utilities management,
maintenance, inspection and planning, repairs and non-structural
improvements.
DGS does NOT make decisions regarding school closures. Those
decisions are made by the DC Public Schools. The DCPS

7. Why is the Young School Surplus?
Young School is being surpluses because:
The building is inadequate for District Use
Substantial capitol investment is needed for
redevelopment
ADA compliance, systems and structural repair
School closed by DCPS in 2008.
8. Surplus Statutory Requirements
According to the DC Code there are legal requirements associated with
surplus properties, including the following:
Requirement of a public hearing prior to submission to Council for
approval of the surplus designation.
A surplus resolution must be submitted to Council for 90 day
review (excluding weekends, federal holidays and days of Council
recess).
In general, applies to long-term leases (greater than 20-years) or
the sale of public property.
9. Disposition Statuary Requirements
§ 38-1802.09. (Landrieu Act ) District of Columbia
public school services to public charter schools
Requires that public charter schools have a right of
first offer on any surplus District public school
property
10. Solicitation History
The District issued a Request for Offers (RFO) on the Young School
to all charter schools pursuant to Landrieu Act.
RFO’s were issued by DGS in September 2008, March 2012 and
September 2012 for the Young School.
There was no charter school awarded for the site.
The Deputy Mayor for Planning and Economic Development
(DMPED) issued a solicitation for the Young School. There has not
been a possible development identified by DMPED.
11. Next Steps
DGS will release a Request for Offers (RFO) on July 15th open only
to charter schools.
Comment and requests collected from this hearing will be included
in the RFO.
After the conclusion of the RFO charter schools will have the ability
to present their offer to the community at a follow-up hearing
(meeting) .
Awards for the charter school selected will be announced by
October 2013.
