It is observed that power relations, which form political, economic, social and cultural environment, hinder women’s full participation in all these fields. Politics is one of those fields where gender inequality has gained global attention. From voters to elected members, women are under-represented and this occurred not due to lack of abilities, but the prevailing environment of political discrimination and cultural barriers denied women right of equal participation even in democratic governments.

Women in Bangladesh live in such social system where socialization process plays an influential role to push them in an inferior and a subordinate position in society. This socialization process starts almost with the birth of a child. Through differential treatment in their everyday lives which vary by sex, a sex identity is acquired. This socialization process associates girls with the immediate environment inside home, and boys with wider environment. And this results in future with an unfavorable attitude of women towards politics. Women’s equal participation in political life plays a pivotal role in the general process of the advancement of women. It is not only a demand for simple justice or democracy but can also be seen as a necessary condition for women’s interests to be taken into account. Without the active participation of women and the incorporation of women’s perspective at all levels of decision-making, the goals of equality, development and peace cannot be achieved.
In the first part of this assignment (Part-A) I discussed the conceptual issues about union parishad including definition, evolution , functions etc, . In Part –B , I discussed briefly about Gundhar union parishad , it’s composition and women participation based on the opinions of women members in Gundhar union parishad and in the final part (Part-C) the problems and recommendations were mentioned .

Dalits are the legitimately called scheduled castes, form the leading discriminated group in
India. Their discrimination is based on their birth into specific „untouchable‟ group or caste,
and also traditional „polluting‟ work. There are about 250 million Dalits in India. There is
meager improvement in the economic condition of Dalits in the past 50 years. Which is not
enough when compared to non-Dalit.. Every fourth Indian is a Dalit. The effort to review and
appraise the stage and size of political participation of Dalit become extremely much
applicable as to the nature and implementation of the political system a whole. It is
particularly more beneficial to political parties and political leaders to the natural qualities as
honesty, affection and a sense of duty. The mobilization of SCs in large numbers weakened
the bondage of tradition and encouraged them to develop a perspective on the wider sociopolitical
problems. Reservation in the local governance helped the Dalits to take active part
in the local governance, but attempts have not made by any individuals/organizations to
understand the level of participation and contributions made by the Dalit members in local
governance, hence the present study. Objectives of the study are to study the participation of
Dalits in local governance, to understand the level of participation, and contribution made by
the Dalit members as members of local governance and to suggest suitable measure to
strengthen the political participation among Dalit members in local governance. The present
study has been carried out in Tumkur district of Karnataka State, the data has been collected
from 107Dalit local governance members, and descriptive research design has been adopted
to conduct this study. Majority of the Dalit members were elected in reserve constituencies,
majority of them were not fully aware about the different developmental programmes of
Dalits in local governance and Dalit women members were actively involving in all activities
of local governance.
This Presentation illustrates the status of women's participation in national & local level politics in Bangladesh. it also shows why women are lagging behind in politics. Hope this presentation will help readers to know about the condition of women in politics in Bangladesh.

National Identity Card (NIC) is issued to the citizens of Pakistan. The unique 13 digit identification number is recognized all over the country. It is the first requirement of individuals as it is mandatory for getting your right to vote and; to obtain documents like license, NTN, bank account, passport, cellular connection etc. Every citizen of Pakistan, 18 years and above, is eligible for NIC.

2. INTRODUCTION
It is observed that power relations, which form political, economic, social and cultural environment, hinder
women’s full participation in all these fields. Politics is one of those fields where gender inequality has gained
global attention. From voters to elected members, women are under-represented and this occurred not due to
lack of abilities, but the prevailing environment of political discrimination and cultural barriers denied women
right of equal participation even in democratic governments.
3. CONSTITUTIONAL RIGHTS OF WOMEN
The Constitution of the Islamic Republic of Pakistan provides protection for the rights of its citizens among which
is equality of political rights for men and women in terms of voting and contesting all elective offices. Constitution
guarantees equality of all citizens before the law and forbids discrimination on the basis of sex alone, yet provides
space for affirmative action by the State for women. Article 34 of the constitution of Pakistan states that steps will be
taken to ensure the full participation of women in all spheres of national life.
4. LOCAL GOVERNMENT SYSTEM
In year 2000, a remarkable development took place, when the Devolution Plan 2000 redesigned the political
landscape of Pakistan, especially at the grass root level through a reformatory policy intervention under Local
Government Order (LGO). This reorientation of Local government politics provided 33% reservation of seats for
women through a combination of direct and indirect elections.
5. LOCAL GOVERNMENT SYSTEM
After the 18th Constitutional amendment, provincial governments were responsible to establish a local
government system and devolve political, administrative, and financial responsibility and authority to the elected
representatives of the local governments. The current local government laws in each province hold provisions
related to women participation in grass root level.
