Advanced EC seminar on decentralisation and local governance

The seminar reviewed the country context and the evolving international development framework and considered how to manage the political dimensions of decentralisation. It also looked at using decentralisation as a trigger to foster better development outcomes and governance and what all this means for future EU engagement in decentralisation and local governance. Jean Bossuyt, ECDPM, was the lead facilitator of this meeting. Alisa Herrero, ECDPM, was also one of the experts facilitating this seminar.

It is increasingly being recognised internationally that integrated catchment management (ICM) is a useful organising framework for tackling the ongoing challenge of balancing sustainable use and development of our natural resource, against achieving environmental goals. The basic principles of ICM (Williams, 2012) are to:
• Take a holistic and integrated approach to the management of land, biodiversity, water and community resources at the water catchment scale;
• Involve communities in planning and managing their landscapes; and
• Find a balance between resource use and resource conservation
ICM is now well established in Australia, New Zealand, and the United States. In Europe the ICM approach has been proposed as being required to achieve effective water and catchment management, and is the approach being promoted by DEFRA for the UK, where it is called the “Catchment Based Approach” (CaBA). The principles and methodologies behind ICM sit well within the context of the Water Framework Directive with its aims and objectives for good water quality, sustainable development and public participation in water resource management. In Ireland it is proposed that the ICM approach will underlie the work and philosophy in developing and implementing future River Basin Management Plans.

My Rates is an online tool developed for use alongside New Plymouth’s LTP consultation document. It was designed to show an individual ratepayer how the proposals in the plan affected the rates on ‘their property’. Nick will explain how the council developed the tool, how it fitted with the engagement New Plymouth did on the CD, and how it helped influence the overall results.
Judy Campbell, Chief Executive, Gisborne District Council
Gisborne District was an entrant in the Gigatown competition – eventually finishing second to Dunedin. The relationships built through this competition have enabled the community to gain momentum in areas such as economic development and education.
Judy will describe how Gisborne mobilised a community to the extent that they almost surpassed a competitor several times their size. Gisborne was able to reach out to the young, the elderly, Maori, and even those without online access.

Anarchist group ANA Regensburg hosted my online-presentation on 16th of May 2024, in which I discussed tactics of anti-war activism in Russia, and reasons why the anti-war movement has not been able to make an impact to change the course of events yet. Cases of anarchists repressed for anti-war activities are presented, as well as strategies of support for political prisoners, and modest successes in supporting their struggles.
