This document provides a template and guidance for conducting a service delivery review. The template outlines the key sections of a review, including: (1) describing the current service arrangements; (2) rationale for reviewing the service; and (3) analyzing governance, funding, and delivery options. The guidance document recommends collecting evidence on the feasibility, community views, effectiveness, and costs of different options to determine the most cost-effective arrangement. A working paper is also provided to systematically document the analysis supporting each option considered in the review. The goal of the review is to evaluate the status quo delivery model and identify opportunities to improve cost-effectiveness through alternative governance, funding, or delivery mechanisms.
