Cyberinfrastructures are a layer of shared information, expertise, standards, policies, tools, and services developed for specific scholarly purposes beyond just the network itself. Infrastructures are a mix of hardware and software that are highly connected and built upon existing infrastructures like those for railways, power, telecommunications, science, and more in countries. In France, pillars of cyberinfrastructures include HAL for open archives, and issues around their appropriation, whether development is top-down or bottom-up, and changing policies and laws have impacted infrastructures over time, with examples like Persée and CRNs (digital resource centers). Very large research infrastructures are also being developed in France as part of the ESFRI road
