Population/Economic Assessment Chesterfield County, Virginia has a population of about 328,000
as of January 1, 2014 with 752 people per square mile. There was a 3.6% increase in the population
from April 1, 2010 to July 1, 2013. 65.4% of the population is white non–Hispanic, 21.6% are black
non–Hispanic, 7.2% are Hispanic, 3.2% are Asian and 2.1% are two or more races. In 2012 there
were 3657 births and 1654 deaths in Chesterfield County. They are rated as being safer than 50% of

Due to the large bodies of water in the county, there is a high risk for drowning. Water quality
pollutants in the county come from fertilizers, bacteria from animal feces, sediment from land that
are being cleared and stream channel erosion. When the rain falls into farms, parking lots,
construction sites, and lawns the water collects pollutants and they get carried to the stream and then
eventually end up in the Chesapeake Bay. In 2010 10 out of 15 streams sampled were rated far to
poor, E–Coli, dissolved oxygen, fecal coliform, Chlorophyll–A and Polychlorinated Biphenyls were

An effort to centralize federal emergency functions was instituted in 1979 where many separate
disaster–related responsibilities were merged into the Federal Emergency Management Agency
(FEMA). FEMA developed an integrated emergency management system, realigning its mission
from civil defense into disaster relief, recovery and mitigation programs using an all–hazards
approach. Following the terrorist attacks of 2001, FEMA coordinated its activities with the newly
formed Office of Homeland Security by joining 22 other federal agencies, programs and offices
which became the Department of Homeland Security (DHS) in 2003 (Federal Emergency
Management Agency, 2010).
Despite efforts to better organize federal response programs, "expectations regarding improved
federal response to natural disasters were shattered by FEMA's poor performance in dealing with
hurricanes (Waugh & Tierney, 2007, p.33). While integrating FEMA into DHS was intended to the
federal response capability, DHS was found to be plagued by high employee turnover and low
morale to the degree Homeland Security had the lowest job–satisfaction rating out of 36 government
agencies surveyed; DHS instituted an ineffective and oft misunderstood color–coded threat warning
system; DHS' response to Hurricane Katrina exposed a lack of coordination and leadership; and, the

The Disaster

In preparation for a disaster, the community in Joplin embraced the Whole Community approach. In
doing so, the community responded in large numbers. While a positive, there were some negative
aspects to this level of response as well. On the positive side, the response of first responders
quickly met the needs of survivors. Medical personnel and emergency medical services quickly
established a field center for triage and treatment for those needing medical assistance after the
tornado. Because FEMA's Whole Community approach asks a community to look beyond what is
considered traditional disaster management models, "the City of Joplin used social media to
communicate emergency information to the public and conduct outreach to support long–term
recovery" (FEMA, 2011). Because of the full commitment to the Whole Community approach,
responding to this disaster in a positive manner was possible. That is not to say there were no

mission in the helicopter when a mudslide struck Oso, Washington. The helicopter was on scene
