The Interagency Electric Vehicle Coordinating Council (IEVCC) coordinates the state's transportation
electrification efforts to ensure the state is leveraging state and federal resources to the best extent possible
and to ensure zero emissions incentives, infrastructure, and opportunities are available and accessible to all.

e) Creation of an industry EV advisory committee;
f) Ensuring the statewide transportation electrification strategy, grant

HB 1287 Zero-Emission Vehicles - Preparedness for a Zero Emissions Transportation Future
WSDOT, in consultation with Ecology, Commerce, and the office of Equity, must develop and maintain a publicly-available mapping
and forecasting tool that provides locations and essential information of charging and refueling infrastructure to support forecasted
levels of EV adoption, travel, and usage across Washington.
Funded at $8.5 million through the Commerce Operating Budget.
WSDOT’s IT/GIS team is securing an IT business analyst to develop the detailed vendor specifications and data management plan.

New Programs Under Development
The Washington State Department of Commerce (Commerce) is publishing a Request for Information (RFI)
to gather input from all interested individuals and organizations on program design for two new clean
transportation programs. Responses due by October 21, 2022.

Electric Vehicle Charging Infrastructure
• $69 million for EV charging infrastructure in rural areas, office buildings, multifamily housing, ports,
schools and school districts, and state and local government offices.
• Level 2 or DC fast charging equipment
• Eligible recipients: local governments, federally recognized tribal governments, or electric utilities.
Alternative Fuel Vehicle Incentives
• $25 million for programs or incentives that promote the purchase of alternative fuel vehicles.
• Commerce must prioritize: individuals living in overburdened communities; individuals with greatest need
of assistance; and communities of color, communities with the greatest health disparities, and low-
income communities.

Another significant component of the plan is equity considerations.
We will identify disadvantaged communities in our state. The US DOT interim definition includes data for 22 indicators at census tract levels. The indicators fall into the following categories:
Transportation access disadvantage: Communities that spend more and take longer to get where they need to go
Health disadvantage: communities that have worse health outcomes and higher rates of environmental exposure
Environmental disadvantage: communities that are exposed to higher levels of air pollutants and toxins
Economic disadvantage: populations with high poverty, low wealth, lack of job access, and other factors
Resilience disadvantage: communities vulnerable to climate impacts
AND Equity disadvantage: Communities with high percentages of limited English proficiency
We will use the Justice 40 mapping tool, which you can see on the screen, as well as other tools such as the DOH environmental health disparities map. We will also look at how the state’s approach to equity will complement this work.
When we convene the Interagency EV Coordinated Council, this map will be part of their effort to prioritize project implementation.
