Introduction
 Education and Libraries are inseparable
and indivisible institutions working for
promotion and evaluation of teaching,
learning, and research.
 Education and libraries had incorporated
Information Technology and its related
aspects to provide better services to the
seekers of knowledge and Information.
 Due to impact of ICT, E-Publishing has
emerged in libraries leading to electronic
information sources.
11/23/2017 4
 The Libraries and Information Centres, with
their diminishing (or at best static) financial
allocations, have to consider new ways to
consolidate global resources in order to
maximize their limited financial resources.
 These developments gave impetus to the
formation of “shared subscriptions” or
“consortia based subscriptions” to journals
worldwide
 Library Consortium facilitates end users
with benefits of more resources that would
be available through one library and library
staff can customize the system to meet
their individual library’s needs.
11/23/2017 5
 Library consortium creates an
opportunity to provide enhanced library
services by making use of e-resources.
 UGC-Infonet Digital Library Consortium
emerged as a super gateway for
university academic community in India
providing access to expensive scholarly
resources both primary and secondary
resources in electronic form since 2004.
11/23/2017 6
 The success and popularity of any
information system would depend on its
proper utilization by its end users.
 Today there has been tremendous
growth of information sources especially
in the electronic format due to the
impact of information and
communication technology.
 To carry out research and
developmental activities, information is11/23/2017 7

Need of the study
 UGC - Infonet provides large pool e
journal, databases from publishers
aggregators and societies with free of
cost to member universities since 2003,
universities using these resources of the
consortium for teaching and research
purposes.
 There is a need to conduct a study in the
form of survey to find out to what extent
UGC Infonet consortium is being utilized
by the five universities and to what extent
11/23/2017 9
 INFLIBNET centre has been making
considerable efforts to create awareness
about the UGC-INFONET digital library
consortium among teachers and
researchers since from the inception
through workshops training programmes
seminars etc.
 All universities and colleges who are under
the purview of UGC have been provided

11/23/2017 10
Question is Utilization ?
 How much are the users benefiting from it?
 Are all of them aware of it? If so what is the
contest of use?
 Problems faced while using consortium,
impact of consortium on their academics, e
resources of consortium needed to
increased or deleted, quality of information
being provided by consortium.
 Hence there is a need to know through
systematic survey, what is the extent of
influence of UGC-INFONET on teaching
and research community in universities.11/23/2017 11
History of UGC-INFONET Digital
Library Consortium
 The UGC-Infonet Digital Library Consortium
was launched by Dr. A.P.J. Abdul Kalam, the
president of India during December 2003.
 The UGC-Infonet Digital Library Consortium
provides current as well as archival access
to more than 8500+ core and peer-reviewed
journals
 bibliographic database from 28 publishers,
scholarly societies, university presses and
aggregators in different disciplines.
 The programme was implemented in a
phased manner. In the first phase that began11/23/2017 12
 Access to e-resources was provided to
50 universities who had Internet
connectivity under the UGC-Infonet
Connectivity programme.
 In the second phase, 50 more
universities were added to the
programme in the year 2005 as
additional universities got Internet
Connectivity through UGC-Infonet
Connectivity Programme.
 So far, 212 member institutions including
14 National Law schools/Universities
and 5 IUCs of the UGC, are being
provided differential access to11/23/2017 13

 The null hypotheses framed is “There is
no association between Designation of
respondents and Sources of Awareness
about UGC Infonet Consortia has been
tested using Chi-Square Test (X2) at 0.05
level of significance and as the calculated
`p’ value is less than 0.05 level of
significance for various sources except
Internet and thus the null hypotheses is11/23/2017 41
 Irrespective of universities, designation
and disciplines, Library website and
Librarian forms major source of
information to the respondents in creating
awareness about UGC Infonet Consortia
resources..
 Knowledge in accessing E-resources from
the UGC Infonet consortium e-resources
is found to be excellent and good by
29.2% of respondents. However 13.2
percent of respondent’s knowledge in
accessing E-resources from the
consortium is found to be average and11/23/2017 42
 Teaching and Research has been the main
purpose of seeking Information from UGC
Infonet E-Journals and Databases among
teaching faculty and research scholars
(43.5%).
 Curriculum/ assignment (28%) and to
Update Knowledge (27.4%) are other
purposes of seeking Information from UGC
11/23/2017 43
 35.9% and 52.9% of teaching faculty use
UGC Infonet E-Journals and Databases
for the purpose of Teaching/ Research
and Update Knowledge whereas 24.1%
and 39.9% of research scholars use for
the purpose of Teaching/ Research and
Update Knowledge.
 Hence the null hypotheses “There is no
association between Designation of
respondents and purpose of seeking
Information from UGC Infonet E-Journals
and Databases” is rejected, as the `p’
value is less than 0.05 level of
significance except Conference/ seminar11/23/2017 44
 61.8% of teaching faculty access e-
resources in their departments and only
one fourth of teaching faculty and
research scholar’s access in the library.
 Similarly more than forty percent of
respondents belonging to Arts and Social
Sciences and Science and Technology
access in the departments whereas one
third (33.8%) of respondents from Law,
Commerce and Management indicated of
accessing e-resources from library.
11/23/2017 45
 More than one third of respondents use
UGC Infonet Consortia Resources everyday
(34.7%) and 21.7% once a week. However
27% of respondents are not sure of using
quite often and 7/8 percent indicated of
using twice a week.
 27% of them spend less than one hour and
34.7 percent spend one to two hours in
accessing UGC Infonet E-Resources. 21.7
percent spend 3-4 hours on accessing UGC
Infonet E-Resources whereas very less
percent spend more than 5 hours on using11/23/2017 46
 More than sixty percent of teaching
faculty and research scholars spend one
hour on accessing UGC Infonet e-
resources and there is not much
difference in their attitude towards Time
spent on accessing UGC Infonet E-
Resources by Faculty and Research
Scholars.
 Hence the null hypotheses “There is no
association between Designation of
respondents and time spent on
accessing UGC Infonet E-Resources by
Faculty and Research Scholars” is11/23/2017 47
 Majority of the are found to possess 3-4
years of experience in using UGC
Infonet Consortium (46.7%) and 26.9%
have experience of just 1-2 years in
using UGC Infonet Consortium.
 16.8% of respondents of five universities
indicated of using 5-6 hours on UGC
Infonet Consortium resources.
11/23/2017 48
 Majority of teaching faculty priority (First and
Second) for usage of e-journals under UGC
Infonet consortia is Springer Link (I=82, II=75),
followed by Blackwell Publishing (I=65,II=76),
Taylor and Francis (I=53, II=81), Economic &
Political Weekly (I=54, II=41), Science Direct
(I=42, II=82), American Chemical Society (I=45,
II=62) and others.
 For research scholars, first and second priority
and preference for usage of e-journals under UGC
Infonet consortia is Springer Link (I=286, II=205),
followed by Blackwell Publishing (I=242,II=167),
Taylor and Francis (I=216, II=105), JSTOR (I=202,
II=151), Economic & Political Weekly (I=201,
II=92), Science Direct (I=206, II=195), Oxford
11/23/2017 49
 First priority for teaching faculty is Web of
Science (I=131, II=39) followed by J-Gate
Plus (I=95, II=76), whereas for research
scholars, it is J-Gate Plus as first priority
(I=295, II=251) and then Web of Science
(I=215, II=121).
 One third of respondents in different
universities adopt subject as Search
Access Points for searching information
from E-Journals and Databases followed
by title of the document (30.8%) and then
keywords (27/2%). 11/23/2017 50
 Boolean operators are the important
options for finding refined information and
as such 34.5 percent of respondents
indicated of using Logical Operators as a
Search strategy for E-Journals and
Databases and 20.2 percent use Boolean
operators and 29.8% use advanced
search options. Statistical results indicate
association between discipline of the
respondents and advanced search
options and no relation for Boolean
Operators and Logical Operators.
11/23/2017 51
 Almost all the respondents covered in the
study use pen drive for storing data and
92.1 percent use hard disc of their
systems. However, only 22.4% use
CD/DVD’s as a storage media used for
storing data.
 Majority of the respondents (95.9%) save
and store articles from store e-journals and
databases under UGC Infonet consortia.
However, less than half of the respondents
prefer to take print out of such articles and11/23/2017 52
 Almost all the respondents both
teaching and research scholars prefer
both Print and Electronic versions of
information sources to support their
curriculum, research and teaching. As
compared to print, definitely majority of
respondents prefer to use electronic
version of information resources (77.6%)
against print formats (47%).
11/23/2017 53
 Regarding Usefulness of UGC Infonet
Consortium E-Resources, 29.2 percent
have rated these E-Resources as highly
useful at scale five and useful at scale 4
each.
 40.6 percent of teaching faculty opines
UGC Infonet Consortium E-Resources
as highly useful in scale five against
24.8 percent of research scholars.
11/23/2017 54
 Only 26.9 percent of respondents are fully
satisfied with the availability of e-resources
under UGC Infonet Consortium and 37.1
percent are satisfied indicating in scale 4.
This can be inferred that level of satisfaction
is not that satisfactory, still 28% are
uncertain about it.
 About 60 percent of the respondents have
indicated sufficiency of E-Journals and
Databases under National Consortia and
the rest are not that positive as far as E-11/23/2017 55
 Nearly thirty percent of respondents
indicated Challenges of using UGC Infonet
E-Resources is speed of accessibility and
hence, efforts be made to ensure better
bandwidth to the users.
 While 21% of them mentioned difficulty in
finding information which indicates the need
for regular training to the users for better
utilization of e-resources in the universities.
 One fourth of respondents also indicate that
lack of awareness about its usefulness is
also one of the reasons in optimizing usage
11/23/2017 56
 45.4 percent of respondents indicated the
impact of UGC Infonet e-resources on
contributing improved research quality. Chi-
Square Test is applied to test the null
hypothesis “There is no significant
difference between five universities under
study and Impact of UGC Infonet
Consortium E-Resources on
Improved research quality”.
 Results found that there is significant
difference between five universities and
Impact of UGC Infonet Consortium E-
Resources on Improved research quality;
hence the null hypothesis is rejected.11/23/2017 57
 Less than one fourth of respondents
indicated low impact of UGC Infonet
Consortium E-Resources on
Increase research publications, which is a
serious alarm to libraries and INFLIBNET
centre.
 38.1% of the respondents indicated that
E-
Resources available in UGC Infonet cons
ortium are more useful than print resource
11/23/2017 58
 More than one third of respondents
agree that there is a need for more e-
Journals and databases from publishers
& also Indian content
for its proper usage.
 38.6% of respondents agree that
UGC Infonet had Great impact on r
esearch and teaching in universities and

SUGGESTIONS
 Developing Technology Culture
Use of Information and Communication
Technology is a basic foundation for optimization
of E-resources. Hence, it is recommended to
incorporate technology based education for class
related research to familiarize with the
significance of technology and overcome
inhibitions.
 Creating awareness about the worthiness of
Internet & E-RESOURCES as an Information
Source.
11/23/2017 61
 There is a need to create a sense of
integrity and acceptance to the Internet
technology for the user community as a
valuable information resource to build
strong information base.
 Availability of Strong Technological
Infrastructure - Campus network facility
with strong infrastructure facilities of
Internet connectivity will boost the better
use of UGC INFONET DIGITAL LIBRARY
E-RESOURCES. 11/23/2017 62
 Education and Training Program - There is
an urgent need to educate and organize
training program as a regular feature to train
and explore the various options of UGC
Infonet resources, services and tools.
 Ensuring the speed of Internet - As the
user community has expressed their
dissatisfaction towards the speed of Internet
connectivity due to low bandwidth, it is
recommended to establish campus
Internetworking with dedicated leased line
facility or VSAT technology for speedy
access to Internet facility and availability of
number of nodes to the users.11/23/2017 63
 The study reveals lack of sufficiency of e-
journals and databases under UGC Infonet
relevant for their research and calls for
Indian content and hence, the research
reporting be made to the INFLIBNET for
evaluating and including more of Indian
content resources in the consortia.
 Develop skills and expertise among LIS
Professionals

Conclusion
 Knowingly or unknowingly, intentionally or unintentionally, Internet
has had impact on Library and information centers to such an extent
that, it has become integral part of library activities and services. In
this environment, UGC has taken a giant step to subscribe to full text
and abstracting information resources for the academic and
research community under UGC INFONET consortia available on
the net, the functioning of library system has to be redefined.
 Based on the findings that, results are not that satisfactory for
optimum utilization of e-journals and databases under UGC Infonet
consortia. Similar to the dictum, survival of the fittest, until and
unless, the library professionals show their competence in
developing technology based products and implementing information
technology.
 It is therefore, up-to the Information and knowledge managers to
conduct regular workshops/ short training programs to the faculty
and students to optimize the usefulness of e-resources under UGC
Infonet consortia and build proper ICT facilities with better bandwidth
is the need of the hour. 11/23/2017 65
FOR FUTURE STUDIES
 The present study is confined to five
universities in Telangana and Andhra
Pradesh.
 The study can be extended to all the
universities in other states of India.

No.10470 Prof. D. PRABHAVATHI Research Supervisor Sri Padmavathi Mahila Viswa Vidyalayam (Women's University) Tirupathi- AP 3
  • 4. Introduction  Education and Libraries are inseparable and indivisible institutions working for promotion and evaluation of teaching, learning, and research.  Education and libraries had incorporated Information Technology and its related aspects to provide better services to the seekers of knowledge and Information.  Due to impact of ICT, E-Publishing has emerged in libraries leading to electronic information sources. 11/23/2017 4
  • 5.  The Libraries and Information Centres, with their diminishing (or at best static) financial allocations, have to consider new ways to consolidate global resources in order to maximize their limited financial resources.  These developments gave impetus to the formation of “shared subscriptions” or “consortia based subscriptions” to journals worldwide  Library Consortium facilitates end users with benefits of more resources that would be available through one library and library staff can customize the system to meet their individual library’s needs. 11/23/2017 5
  • 6.  Library consortium creates an opportunity to provide enhanced library services by making use of e-resources.  UGC-Infonet Digital Library Consortium emerged as a super gateway for university academic community in India providing access to expensive scholarly resources both primary and secondary resources in electronic form since 2004. 11/23/2017 6
  • 7.  The success and popularity of any information system would depend on its proper utilization by its end users.  Today there has been tremendous growth of information sources especially in the electronic format due to the impact of information and communication technology.  To carry out research and developmental activities, information is11/23/2017 7
  • 8. Statement of the Problem  Usage of UGC-INFONET Digital Library Consortium in Selected University Libraries in Andhra Pradesh and Telangana  UGC-INFONET Consortium E- Resources (Now part of e-Shodh Sindhu)11/23/2017 8
  • 9. Need of the study  UGC - Infonet provides large pool e journal, databases from publishers aggregators and societies with free of cost to member universities since 2003, universities using these resources of the consortium for teaching and research purposes.  There is a need to conduct a study in the form of survey to find out to what extent UGC Infonet consortium is being utilized by the five universities and to what extent 11/23/2017 9
  • 10.  INFLIBNET centre has been making considerable efforts to create awareness about the UGC-INFONET digital library consortium among teachers and researchers since from the inception through workshops training programmes seminars etc.  All universities and colleges who are under the purview of UGC have been provided UGC- INFONET Connectivity and access to 11/23/2017 10
  • 11. Question is Utilization ?  How much are the users benefiting from it?  Are all of them aware of it? If so what is the contest of use?  Problems faced while using consortium, impact of consortium on their academics, e resources of consortium needed to increased or deleted, quality of information being provided by consortium.  Hence there is a need to know through systematic survey, what is the extent of influence of UGC-INFONET on teaching and research community in universities.11/23/2017 11
