Consistent Growth and Steady Governance
For Maharashtra, Economic & Industrial Growth is a known phenomenon. Maharashtra
grew since the 1960s’, but in the last 12 – 15 years, has failed to grow on a consistent basis
due to many factors; including but not restricted to: inefficiency, corruption, vested political
interests, misuse of State Treasury and a unprecedented inwards migration of people;
Indians & foreigners with the largest influx being Bangladeshis.
Growth cannot be achieved without a long-term State Policy and control over various
aspects of social governance. The challenge before us is to force a marathon & time-bound
pace of development & progress to achieve world standards as seen in developed countries.
Our objectives are based on the
Three Principles of Governance:
A) RAKSHA: (= Security).
B) PALANA: ( = Maintaining Law & Order And Fiscal Discipline)
C) YOGAKSHEMA: (= Welfare of the People)
A) RAKSHA Our perspective of ‘Total’ Security involves & includes:
a) Physical security-
 From criminal elements & terrorism, enforced law & order, 5-minute
response time by Emergency services (Police, Ambulance, Fire-brigade &
Social services).
 On-the-ground visible & non-visible police patrols to prevent crime.
 Info-technology enabled monitoring of public areas, suspicious people &
vehicles, active response in every situation.
b) Food security- Easy & abundant availability of basic food items at
reasonable prices
c) Health Security- Immediate access to emergency medical care within
each suburb in urban areas & each district of rural
areas, as part of a comprehensive Primary Health Care
center(s) & Cottage hospitals network.
d) Education Security- Assuring the ‘Right to Educational Facilities’ to all; by
ensuring adequate availability of Primary Schools,
Secondary schools and / or Trade craft schools.

B) PALANA: Maintaining ‘Law & Order’ and ‘Fiscal Discipline’.
a) Well-trained Police Force:
Any Police force / department are only as good as the training that is
received. Police reforms are stagnating on paper with no initiative by the
current Government(s). This has resulted in stagnation within the Police
towards crime fighting procedures & ideas. The Police are mostly mute
spectators to crime or they react like untrained wild beasts when provoked to
take action by popular / citizens demands. We-the-People will bring in a
drastic change in Police methodology & practice with upgraded tactics,
technology & training (the 3-T method) to ensure a Police force that is well-
trained, instantly responsive and highly efficient.
b) Upgraded and real-time Intelligence Network
The back-bone of any effective Police organization is the Intelligence network
that gathers information through social observation, surveillance and
informants. We will ensure that this back-bone is made strong &
flexible by additions of the following technologies:
(i) Computerized networking of the Police department from grass-roots
upwards; by use of wireless cameras mounted on police vehicles that
transmit the live feed to Police station / control room/ head-quarters, the
usage of MMS & E-scanners by Beat-Patrol officers, integrated face-
recognization software in all Police computer systems & a real-time
information sharing between all divisions of the Police.
c) Regular & Time-bound Training Programs for all Police personnel
Police personnel are only as efficient as their training: Physical, mental,
psychological & emotional. Police persons are human beings that are
required to undertake super-human responsibilities. Their all-round
training is most important & will be the focus of our administration.
aa) Fiscal discipline in all Government Departments
(i) With the use of technology, Fiscal discipline will be ruthlessly enforced in
all government departments; from the highest levels to the grass-roots with
full & constant monitoring of the usage of equipment (fixed & mobile),
communications, infrastructure and personnel. Wastage will be identified &
reduced so as to make the Administration “lean, mean fighting machine”.

C) YOGAKSHEMA Welfare of the People
a) Freedom of Thought, Speech & Action: ‘Equal Freedom to All”
There will be complete freedom of expression to all People, but subject to
each person being legally accountable for his/ her actions; with strong
defamation laws for protection of individual and institutional reputations.
b) Equality of Opportunity
(i) Efficient delivery of primary, secondary & technical courses education
to all, without restrictions of caste, creed or religion.
(ii) Efficient delivery of basic food necessities to all People across all
financial sections of Society.
(iii) The elimination of the “Quota” system; with total emphasis on ‘merit &
capability’ and not on political expediency. (Principal of Deserve & Desire:
Qualify by merit & talent and enjoy the benefits).
(iv) Zero tolerance to discrimination based on caste, creed, religion or any
other bias; including any discrimination towards ‘upper’ castes.
c) Strong, Pro-active and an enabled government
(i) Government offices will be technologically enabled with the latest stable
devices to enable E-governance procedures. This includes full
computerization, extensive internet presence and remote response to
address citizen issues in any area of governance.
(ii) Increase in trained government staff to enable a ‘24 X 7 X 365’
response time and service timing to the citizens. In effect, Government
offices will function around-the-clock to ensure timely delivery of services
across every department to every citizen who is a resident of the State.
(iii) Computerization & E-governance will lead to 200% increase in
employment in Government sector to enable round-the-clock services.
This in turn will lead to internal prosperity in the State and job security
for talented youngsters who want to pursue government careers.
(iv) State will refuse to use any technology that is not 100% Indian, and
debar all companies that are foreign owned or have contacts with foreign
companies; to ensure full integrity and security of Government data and
the data of our Nationals.

d) One Society of Equals is One Strong Nation
(i) Our focus is to create a strong society based on the Democratic Principles
of “Freedom, Equality and Harmony”. We will focus on total removal of
biased ideas that divide society along religion, caste, creed and language;
and focus on uniting the citizens under one Constitution, one Flag, and
one united Nation.
(ii) There will be a heavy stress on Social Education. We firmly believe that
a socially educated citizen is an empowered citizen.
(iii) Education is not only the prescribed format of school, high school and
college; but also the research and sharing of knowledge in every subject
known to mankind.
(iv) We believe in a well disciplined society, where each citizen has rights
and responsibilities. We stress the need for a progressive society to adopt
and embrace social & fiscal discipline, acceptance of the Rule-of-Law,
respect to the Constitution of India and towards the National Flag.
(v) We firmly believe that “All People are fully Equal”; and are liable for
prosecution if found violating the Law. In the spirit of this belief, we will
vigorously prosecute all pending cases against Politicians & Bureaucrats,
and the various groups of organized crime; securing convictions in a
comprehensive manner to uphold the sanctity and honor of the Judicial
Process.
(vi) To achieve all of the above; we fully believe and prescribe to the removal
of the “quota system”. This will enable citizens to focus on self-
improvement in an atmosphere of competitiveness and install pride in
each person’s activity and success. Only “meritocracy” succeeds.
2) Efficient & Transparent Administration:
We fully believe in a transparent administration that is efficient in providing
governance, safety & security, fiscal discipline, rule-of-law for all citizens regardless
of an individual’s position and / or proximity to Power, ensuring the delivery of
basic and life-support services and assuring a stable society.
In this effort, we will utilize all available technologies to ensure the smooth
transaction of government activities; and also review and modify all ancient
outdated laws, policies and procedures that are the legacy of the colonial past of
our State and replace that with policies & procedures for the 21st & 22nd century(s).

3) E-Governance and usage of Info-Tech for efficient
Government:
a) Complete upgrade of all government offices to enable them to be
computer literate and net-work connected to allow the Government to
deploy all policies on an instant and continuous basis. It is envisioned
that this activity can be done in 3-phases to connect all government
offices in one large network from the Mantralay down to Zilla Parishad in a
time-frame of 36 months from date of assuming office.
b) Allow the almost immediate feed-back of citizen complaints, criticism and
opinions towards the government policies and their implementation.
c) Utilize this connectivity to ensure and assure at least two referendums of
citizens per year on policy and administrative issues.
d) All domiciled residents of the State will be required to be registered into a
biometric State Resident’s Data-Base (SRDB); to enable the Government to
maximize the efficiency of deliverable services such as education, health
care & hospital services, security & safety, emergency response to
calamities; as well utilize this data to create forward planning of policies
and services. This will be over & above UID (Adhar) card system.
e) All visitors to the State, regardless of the length of visit; will also be
required to register into the SRDB. This will allow the State to take into
account service deliverables to the extra people who will inhabit the state
as visitors.
f) The entire State’s road network will be upgraded with “Electronic Road
Toll and Transport of Goods Monitoring System”, (Tentatively called
‘Peshwa’). This system will allow for free flow of traffic on the State Roads,
without toll-booths, barriers or gates, allowing traffic to move freely and
without hindrance at allowed highway speeds. The heart of the system is
an E-Tag attached to the vehicle windshield that utilizes Radio Frequency
Identification (RFID) technology to positively identify the vehicle as it
passes through Peshwa tolling points. The system will be used to centrally
collect all toll taxes (for road usage), all sales/excise/VAT or its replacement
taxes, as well record & monitor the movement of all vehicles to assure safety,
security and smooth transportation of people, material goods & services.
RFID E-tags will be mandatory on all vehicles that are registered within the
State as well as any other vehicles that want to enter the State for any
reason or any length of time whatsoever. Non-compliance will be punished
with heavy fines, imprisonment of drivers and in extreme circumstances- the
offending vehicle will be confisticated by the Government.

4) Bio-metrics Technology usage for E-governance &
Security:
a) Bio-metric technology is presently the most cutting-edge technology
available to ensure proper administration, transparent governance,
efficient delivery of services to the citizens and a comprehensive security
system that protects all citizens.
b) The foremost important aspect of bringing all the residents (domiciled or
otherwise) of the State and also the visitors to the State (short or long
term); onto a State’s bio-metric database is for the State administration to
understand the scope and delivery of services to each and every person in
the State; thereby allowing immediate planning and defining long term
goals for every development project and upgrade services and projects as
needed.
c) The State Resident’s Data-Base (SRDB) will assist the State Government
to:
(i) Keep track of the entire population within the State on a day-to-
day basis.
(ii) Plan every deliverable policy in the areas of Health, Hospitalization,
Security & Safety, Education, Court system & delivery of Justice,
Infrastructure planning, Drought & Famine management,
Business & Industrial growth opportunities, employment schemes,
accident insurance coverage and proper Educational facilities from
pre-school to post- graduate levels.
(iii) SRDB will be the back-bone of ‘Protection from Terrorism’ plans that
will allow police & their intelligence wings to track known criminal
elements and profile their friends, associates & connections to
ensure zero terror attacks inside the State. Vigilance is always the
core of Law enforcement, and SRD will allow the Law Enforcement
Officers (LEO) to do their work fast & efficiently.
d) As the road and highway’s network in the State is extended to cover every
remote village in every corner, the “Peshwa” RFID system will allow
tracking of every vehicle to ensure its adherence to the legal system of the
State in all aspects; transportation, road – discipline, collection of Taxes &
Levies, tracking stolen vehicles, tracking criminals and most important,
assuring a disciplined policy towards governance that benefits the People.
e) SRDB will be based on local Indian technology only. Companies with any
foreign connection will be debarred from the process.

5) All Inclusive Development:
“Inclusive development” by its very definition implies an equitable allocation of
resources with benefits incurred to every section of the society. But the allocation
of resources must be focused on the intended short and long term benefits of the
society such as availability of consumer goods, people access, employment,
standard of living and delivery of services.
It will create an environment of ‘equality in opportunity’ in all dimensions of
livelihood; such as employment creation, market consumption, production, and
create a platform for people who are poor, enabling them to access higher and
better standard of living.
Inclusive development can only be achieved by usage to latest technology
platforms to identify each and every resident of the State and determining policies
that assist those sections who are financially or educationally weaker; and assist
them comprehensively with the full support of the other sections of our society.
For this we will have to remove from our Society all quotas that divide our State
and Nation on the basis of Religion, Caste, Creed and Language; and focus on the
following:
a) One language for all Government work. (Which will be Marathi for all
Maharashtra)
b) One alternate International language. (Which shall be English)
c) Zero discrimination, zero quotas.
d) All jobs in all sectors will be based on merit & qualifications only.
e) Special environments for the physically & mentally disabled.
f) Special environments for the elderly and those afflicted by age related medical
issues.
g) A complete government system to adopt, nourish and educate the street
orphans and abandoned children; under the principal that “all residents have
equal rights, regardless of circumstances”.
h) Delivery of opportunities for Education, Healthcare, Job security and equal
opportunities for income growth across the entire State to every resident.
i) Increase in Research Institutions to enable the freedom of thought and
expression without boundaries; that enable increased growth in farming &
agriculture, industrial growth, infrastructure growth and other technologies
that will benefit the person, the society and the country.
For all of the above to be achieved, we need to act as one society under one
Constitution and enforce discipline in every aspect of our life.

6) Police, Intelligence & Security Network Upgrade:
Changing times require pro-active approach to Law enforcement and ensuring safety
and security of all residents of the State. Over the last 11 – 15 years the State’s law
enforcement machinery has broken down totally. There is a sizeable presence of
criminals from out-of-state as well as from countries such as Bangladesh, Pakistan,
Afghanistan, Nigeria, Ethiopia, Eritrea, former USSR countries and also home grown
criminals from the slums of the cities. This menace has grown to unmanageable
proportions and will be tackled with the following methods:
a) The Police departments will be bifurcated into 5 separate organizations: State
Police, City Police, Rural / Village Police, Court Police and State Intelligence.
b) Each organization will be a separate organization with only vertical promotions to
deserving officers. IPS officers and other cadres will have to choose one
organization for a lifetime service. Those who fail to do so will be shipped out of
the State. Deserving local cadre officers will be promoted to fill all IPS positions on
a permanent basis.
c) The reporting mechanism of each organization will be as follows: State Police
reporting to the Chief Minister, City / Rural / Village to the Home Minister, Court
Police to the Chief Justice of the High Court and State Intelligence to the Revenue
Minister, respectively. Devolution of power will lead to drastic decrease in corrupt
practices within the police and law-enforcement organizations.
d) Provisions of the current Pay Commission will be employed immediately. All police
personnel will be secured under Life & Medical Insurance during their service
years and will also be guaranteed a full pension after retirement. We will reward
the hard work of those who endanger themselves to protect us citizens on a daily
basis and stand by them at all times.
e) All fire brigade personnel will also be entitled to all the provisions as detailed in
clause (d) above.
f) Intelligence agencies will be empowered with the latest technology to enable
them to fulfill their responsibilities with highest efficiency. This will include
surveillance devices, electronic counter measures, and remote controlled drones
for aerial surveillance.
g) Rural/ village police will be fully equipped and upgraded with training, weapons
and communications equipment to tackle Maoist, Naxals and other assorted
armed criminals and militants.
h) City Police will be trained in urban law enforcement, anti-terror training and will
be equipped with re-designed vehicles, first response non-lethal force apparatus as
also with lethal force weapons to be used as a 3rd resort. Emphatic training will be
given in clear command & control parameters and the use of deadly force.
i) The Court police will ensure the custody of all accused, including their
transportation and also hunting down of those who jump bail or escape from
confinement. (from police lockups, jails, bail jumpers). Court police will have
National jurisdiction under authorization of the State government.

7) Upgrade of Courts system & delivery of Justice
without delay:
“Justice delayed is Justice Denied”
The State will implement the following:
1) Launch the ‘Maharashtra State Judicial Service” (MSJS) - which will enable
the young and bright minds in the State’s legal profession to qualify for being
Judges; based on their talent & capabilities. This system will be quota free and
based exclusively on merit. Only those lawyers who are born in Maharashtra
and are fluent in Marathi will be eligible to qualify and serve in the MSJS.
2) Ensure that the entire requirement of Judges, Court premises and Court Staff
is fulfilled to enable a strong and affirmative legal structure to ensure delivery
of justice in an acceptable time- frame.
3) Ensure financial autonomy for the Judiciary. The budget required by the
Judiciary will be clearly defined and collected in the form of separate funds
from the citizens; thereby assuring the separation of judicial budget from the
effect of the State legislature’s budgets.
4) The Chief Justice of the State High Court will be required to form a
Permanent committee of ‘High Court Justices’ to decide upon the appointment
of all Magistrates and Judges within the State. The role of the politicians and
the bureaucracy will be reduced to that of monitors and advisors. The
decisions of this Permanent committee shall be final in all respects.
5) Lawyers intending to practice Law within the State will be required to take the
‘Maharashtra State’s Bar Qualification Test’. The MSBQT will be based on the
IIT – JEE format to ensure that only the most capable lawyers are licensed to
practice within the State. Judges & Lawyers who are licensed to practice in the
State will be required to successfully complete ‘re-certification exams’ every five
years if they wish to stay in the profession.
6) Introduction of the “Jury System”: In a true democracy, every person’s actions
are judged by a panel of their peers or equals. The Jury system that is exists in
every strong democratic nation is required in India and will be re-introduced
into the State’s legal system.

7) Upgrade of Courts system & delivery of Justice without delay….. (Continued)
“The current state of confusion in ‘Law & Order and Legislative Practices’
is due to the imposition of the Indian Penal Code (IPC) that was written in 1860 by the
British masters for the Indian colonial slaves; which is followed today in letter and spirit
even after 67 years of Independence from British rule and 64 years since the acceptance
of the Constitution of India. The use of the colonial IPC in today’s times is used by
political parties to stay as masters of India at the cost of ‘We the People of India’ who the
political masters still consider as slaves and purchasable commodity”.
Therefore, We-the-People will consider a new “Maharashtra State Legal Code” and
frame such laws that are based wholly on the Constitution of India and will assure
speedy justice to the People.
The following Policies will be initiated within the framework of the Constitution of India:
AA) Maharashtra State International Task Force: For investigations of crime involving
State domiciled persons staying in foreign countries, whether as accused or as
victims.
AB) Maharashtra State Overseas Residents Protection Force: To assist all State
domiciled persons & families with legal, social and humanitarian assistance where
ever required in foreign countries.
AC) Maharashtra International Health care service: To provide medical services and
humanitarian assistance to victims of natural calamities and those in need of such
assistance in non-conflict environments; within the State, the Nation and
Internationally as needed.
AD) Maharashtra State Agricultural Service: To fully implement the 5th & 9th schedule
of the Constitution of India.

The State will take special cognizance of controversial laws such as ‘Section 66A of the
Information Technology Act’ enacted by the Govt. of India and will either pressure the
Central Govt. to revoke such sections in the Laws that are against the principle of
democracy & free speech or will declare such laws as non-prosecutable inside the State of
Maharashtra by declaring ‘special status’ for the State; such status being similar to
Article 370 with reference to Kashmir. We believe that Central Govt. policies that are
applied to such “special states” are equally applicable to our Maharashtra.
This Non – financial Special Status will be acquired by use of non-violent, non-
cooperation with the Central Government of India.

8) Rural Infrastructure Development:
While the State of Maharashtra leads in its effort to be the most progressive State in India;
this effort has been slowed down due to various reasons that can be attributed to the
political policy decisions of the Central Government and the State Government working
more towards political survival rather than State development.
We-the-People will undertake the following tasks on a war-effort policy:
1) Separation of the electric supply grid to have two distinct grids – one for the un-
interrupted supply of electricity to residences, schools and every park, road & street
of every town and village of Maharashtra. The second grid will exclusively provide
electric power to the farming, agriculture and industrial sector.
2) Construction of four-lane highways to interconnect every district to its neighboring
district and 80 feet roads of International standards to interconnect every village; to
enable the fast trucking of fresh food items from farm to customer in the shortest
time with minimal loss.
3) Construction of the canal system to interconnect rivers and dams. While the State
has planned such a system for a long time, the system is still non-existent and is
needed without delay. Such a canal system can also be used as local water
transport system to relieve the stress on the road system to whatever extent
possible.
4) Development of arid land into farming land, using the latest technology.
5) Development of Vidharbha & Marathwada regions as Industrial hubs of the State.
These regions are surplus in electricity generation and a planned industrial policy is
needed and necessary on an immediate basis to enable growth.
6) Farmer’s suicides are of extreme concern to We-the-People. As a Govt. of the State,
we will formulate an ordinance that will allow the Maharashtra State’s Agricultural
Service (MSAS) to partner or Joint- venture with the financially destitute farmers to
assist them with technical and administrative assistance to succeed; whereby the
proceeds from farm sales will be divided into (3) sections: Income to the farmer,
income to the MSAS and repayment of farmer’s financial loan obligations. We believe
that such an arrangement is more suited for the development of the farmer, the
farming sector and the State; rather than current policy of farm loan waivers that
drain the public treasury.
7) We as the State Govt. will formulate farm policy to enable farmers to receive
justified prices for their labor. Policies will be tailored to remove the agent / middle-
man from between the farmer and the retail customer by encouraging locally owned
grocery super-markets and implementing a ‘farm – retail – customer’ policy for the
farm produce.
8) Development of Food Preservation Facilities that will reduce the loss of food, fruit
and perishable farm products to the minimum. (Ideally this should be less than 2%
of the total annual produce for that year/ crop/ item).

9) Urban Infrastructure Redesign & Management:
Overcrowding in the city areas of Maharashtra is a major problem that has to be tackled
immediately. For various reasons, there is an influx of humanity into the metro areas
which due to its very nature of non-planned activity; puts a heavy strain on the facilities of
the urban infrastructure. The situation is already out of control in terms of administrative
issues but has not been curtailed because of ‘vote bank politics’ of the current
administrations.
We will implement the following policies to reverse the migration out from the cities into
the rural areas.
1) The Government will declare the Metro areas of Mumbai- Navi Mumbai, Thane –
Mumbra- Kalyan, Pimpri- Chinchwad – Pune, Nashik and Nagpur city(s); as “Zero
subsidy zones” (ZSZ). Effectively, every facility available in the ZSZ area will be at
market price with profitability to the traders, be it private traders or Govt.
companies.
2) Slum rehabilitation norms will be modified. We will reverse the decisions to
allocate free houses on ownership to the rehabilitated and instead make these
houses available on rent payable to the Govt. Rents will be at commercial market
rates without subsidy.
3) Slum rehabilitation will be undertaken in a comprehensive manner by reversing
the earlier policy of ‘regularizing the slums’. Earlier ‘regularized’ slums will be de-
regularized and will be subject to demolition and rebuilding per Housing standards
as defined for private housing. All slums built after 01 May 1960 will be subject to
re-organization, demolition & rebuilding. Such rebuilt structures will be the
property of the Govt. of Maharashtra through its various agencies such as the
Housing Board. The structures / apartments will be available for rent to those who
are willing to pay market rent. For others that are displaced through this policy,
subsidized housing will be made available in the rural parts of Maharashtra. We
understand that this will lead to an upheaval in society, especially amongst the
illegal migrants from Bangladesh, Pakistan, and other neighboring countries;
however it is necessary that the State be in control of the social situation and not
the slum dwellers.
4) We will introduce an additional ZSZ tax on the following items: Petrol, Diesel, Beer,
all Alcoholic products, Meat products, and franchised product shops. ZSZ tax will
not be applied on CNG, LPG, Cigarettes, Chicken, Eggs or any processed food
products, clothing, accessories or any items not included in the ZSZ tax list.
5) We will upgrade the public transport service to enable citizens to have access to
safe & convenient system to include metro- rail, buses and share-a-taxi; under one
single point – to – point ticket or pass. Such transport will be constantly monitored
with electronic devices to ensure the safety of citizens at all times. Special facilities
will be designed for the convenience and safety of children, women, the elderly and
the handicapped. Taxis service will be available as usual; however with strict
monitoring by the LEOs for the safety of passengers.

10) Guaranteed Basic Food & drinking water supply
for every resident:
It is the duty and responsibility of the Government that every citizen must have
easy access to basic food and drinking water supply.
1) We as Govt. will ensure the easy and tax - free availability of the following food
items: Non- basmati rice, wheat or barley, salt, jiggery, yellow dal, black dal,
dried pulses and vegetable cooking oil.
2) The above items will be fully exempt from tax for all citizens; however they will
not be subsidized in any manner.
3) We as Govt. will ensure the availability of processed food, packaged in hygienic
conditions by Govt. canteens and / or food manufacturing plants to ensure at
least (2) healthy meals every day for children under the age of 12. These meals
will be available at designated Govt. approved outlets and schools. Meals will be
free for all children, but will be available upon presentation of SRDB Identity
card.
4) We will ensure that those citizens who are unable to reach the food outlets are
located, identified and enrolled into a data-base. This will enable Govt. Social
services to reach out to such citizens and ensure that basic food, drinking water,
medical treatment and medications reach the beneficiary on time.
5) The Govt. will not discriminate against illegal foreigners within the State in the
matter of humanitarian relief and associated efforts. However, State reserves the
right to enroll such persons into the State’s Residents Data Base (SRDB) as an
illegal immigrant and take action as recommended by Law, including deportation
to home country.
6) Many out-of-state Indian nationals migrate to the State in search of livelihood
and a better life. The State welcomes these persons; provided that they enroll
themselves into the SRDB and follow the rules & laws of the State. Such enrolled
persons will be fully eligible for basic food and drinking water on an immediate
basis.
7) In order to enable the proper supply of safe drinking water in public places and
outdoors, the State will install Industrial RO equipped water taps. Technology
will be used to ensure that there is proper utilization of this scarce resource and
wastage is eliminated to the minimum possible.
8) To overcome the issue that at times people may not have money to even
purchase basic food items, the SRDB card can be used to obtain these food
items in specified quantities on a 180 days credit basis. Credit can be paid off in
interest free payment or by way of Volunteered Labor towards State’s activities.
(Effectively in the latter circumstances the citizens will trade labor for food).
9) The Govt. will ensure that through its SRDB data-base; food, water &
medications are delivered to the sick, the hospitalized and others in dire need of
such assistance. This service is totally without cost to the recipient and is an
acknowledged duty and responsibility of the State Govt.

11) Education:
It is the duty of the State Government to ensure that adequate educational
facilities are available to the residents of the State – from Primary school education to
specialized technical colleges in Medicines, Sciences, Engineering, Law and Technical
Courses. With this focus, we will ensure the following:
1) Current schools facilities are repaired, built-up and upgraded to enable large
and adequate class-rooms, clean bathrooms for students and teachers,
adequate open spaces for out-door activities and all required teaching tools for
the classes. Each school will have a properly equipped library.
2) With the perspective of imparting Indian National Values to the children and
students, it will be compulsory for schools to ensure the following:
a) Hoisting the National Flag on the School Premises every morning.
b) Singing of the National Anthem by all those present. (Pre-recorded audio
of the National Anthem will be prohibited).
c) Saluting the National Flag when National Anthem concludes.
d) Lowering of the National Flag before sunset, again with the recitation of
the National Anthem by all those present.
3) Students will be required to wear school uniforms that instill and display
National identity, pride and honor of being an Indian citizen. The design, color,
shape and quality of school uniforms for students and tutors will be specified
by the Govt. Educational department and will be mandatory for all school;
public and private.
4) Schools belonging to privately owned and managed by educational business
companies are required to follow all regulations as prescribed by the State.
Non-compliance and violations of the rules & regulations will be deemed as
anti-national activity and the offenders (school trustees, owners, managers, etc)
shall be subject to imprisonment, hard labor and confistication of personal
property of the offenders.
5) School curriculum will be amended and upgraded to state actual facts as they
exist in reality and not as they are stated presently for political benefit by the
various political parties.
6) The subjects of Civics and Social Responsibility will be made compulsory in all
schools at all levels from primary to HSC.
7) Colleges are facilities of higher learning. Political activity inside educational
Institutes and Universities will be prohibited and banned. The Government of
Maharashtra will not accept any compromise in this area and offenders will be
severely punished. Political activity is defined as any attempt to “elect”
representatives of students, connections to any political parties, attempting to
pursue any political agenda within campus premises or any attempts to
organize students under political and/or social / religious groups.
8) Scholastic debates and discussions on politics, as part of the curriculum are
permitted without any restrictions by the State Government.

12) Health Services:
The current status of Health Services in our State and Country are pathetic. Citizens
dying on road-side and children being affected by ill-health due to various reasons is a
reality that everyone tends to ignore and almost have accepted it as part of our society.
A health service does not include only medicines & medical treatment. It starts with a
garbage free city and efficient drainage systems that remove the filth that are breeding
grounds of germs, bacteria and disease. We-the-People will ensure the best possible
healthy and nourishing environment by implementing the following:
1) Removal of garbage on a daily basis and disposing it off in a proper fashion.
2) Residents will be required by Law to package their garbage in proper
containers. Government regulations will define a correct system for garbage
bags, containers and transport of same; and this will have to be strictly
followed by all residents, businesses, factories and other establishments. Non-
compliance will be punished with heavy fines and imprisonment of the
offenders.
3) Ensuring a functional drainage system in every city, town and village.
4) Provision of clean urinals and toilets to cater to the demand of the
population.
5) Reduction of air pollution by enforcement of air quality requirements for
vehicles, industry and ancillary areas of production.
6) Improve the quality of air by planting trees, shrubs and grass as
recommended by the State Horticulture Dept.
7) Reduction of Noise pollution by enforcing noise reduction laws. Loud-
speakers will be banned. There is no requirement of loudspeakers for prayers,
public functions or political activity. The only exceptions are use of
loudspeakers by Police Dept(s), to ensure law & order and by Army units when
needed for public announcements and public safety enforcement.
8) Vehicle horns of more than 5db will be prohibited. Multiple horns of one
vehicle will be prohibited. Offenders will be subject to heavy fines and
imprisonment.
9) Food pollution is a major factor for diseases and infections; especially among
the poor sections of society. Road-side food stalls use unapproved and
sometimes prohibited varieties of oil, spices and condiments that are
dangerous to health. The consumption of spoiled or improperly cooked meat
adds to these dangers to health. The Govt. will enforced high quality
standards in all eating establishments to ensure that the risk of food pollution
is reduced to the minimum.
10)Water pollution is the major cause of infections among the poor and the
children. Govt. will assure clean and safe drinking water supply to all
residents to ensure that water borne diseases are removed completely.
11)Beyond all of the above the network of hospitals and hospices will ensure that
facilities for good health are available to every resident of our great State of
Maharashtra.

13) Irrigation & Agriculture:
The Great State of Maharashtra has always been blessed with rich soil and large
agricultural land tracts; though it also has land banks that are victim to low-rainfall and
drought.
Many areas of the State are subject to Rain-fed crop pattern, heavy soil erosion, scarcity
of drinking water, non-availability of cattle fodder and non-availability of fuel wood. The
focus on cash crops such as sugarcane and banana has resulted in lowering of water
tables; which increase the drought conditions and lead to seasonal famine(s).
We-the-People will implement an Agricultural and Animal Husbandry Farm Policy that
will emphasize:
a) Water conservation at Village levels with the utilization of check-dams,
percolation tanks, earth bunds, contour trenching of hill slopes and open
water wells.
b) Total ban on bore-wells in rural areas.
c) Completion of the planned canal system with linkage to the rivers and dams
to ensure year-round supply of water to the fields.
d) Organic farming procedures that will lower the use of chemical fertilizers,
thus lowering the cost of farming to the farmer.
e) State Agriculture Development Dept. will work closely with farmers to ensure
that proper crops are sowed in proper fashion to get the best yield. Cash crops
will be restricted to the minimum and there will be emphasis on nutritional
crops that are required as food by the population of State and Country.
f) There will be a strict evaluation of GM (genetically modified) seeds. Foreign
companies selling GM seeds will be banned from the State. Licensing of GM
seeds to the farmers and / or patenting of such seeds will be banned in the
State. Only those GM seeds developed by local agricultural institutes will be
permitted, depending on their scientific appraisal and community acceptance.
g) Any attempt by foreign companies or their Indian partners to force GM crop
seeds onto the farmers will be considered as ‘anti-national activity’ and
punished harshly with financial penalties & imprisonments.
h) Animal husbandry and dairy product development will be encouraged with
the help of latest technology, small – scale processing units of International
standards, availability of fast transport of perishable produce from farm to
market and development of localized profit centers to benefit the farmer and
the village.
i) We recognize the ‘talent bank’ of the village women. The State Govt. will
ensure that latest technologies in the agriculture & animal farming sector are
taught to the locals on a regular basis, to ensure that the State is always
ahead in farming.
j) The State will implement bio-gas plant(s), along with solar energy systems to
ensure that villages are self sufficient in basic power for homes, school,
hospital - clinics and water-pumps.

14) Agro Industry and Food Processing:
With the proper implementation of constant Electric power supply, Potable water
supply and a Comprehensive Agricultural & Farm policy; it is expected that the State
will grow a huge surplus of food and dairy produce, whereby supply will be higher than
the demand. Keeping in view that no grain of food or drop of milk should go waste; the
State will focus on developing a ‘state-of-the-art’ agro industry and food – processing
industry that will equal and surpass International standards in food preservation and
its packaging for consumer usage, with emphasis on lowest usage of chemical
preservatives and longer shelf life of the produce & its products.
The State will make it legally mandatory for each farm to have:
1) Grain silos that are technically designed to preserve and fumigate grain items
to reduce wastage drastically. If the farmer is financially unable to build such
grain silos, the Govt. will assist the farmer by installing such grain silos at
Govt. cost and then charging the farmer annual rent for the storage of grain.
Storage of grain in Govt. approved silos will be mandatory by Law.
2) Govt. will expand the Rural Agriculture Cooperative Societies to enable
advance structuring and networking for efficient collection of Milk and it’s
preservation, transport in raw form and / or processing into milk products
such as Milk powder, Cheese, Butter, Butter-milk, etc; in modern plants
located at District levels. While many such plants exist, it’s necessary that
they be modernized with latest technology, equipment and expanded capacity.
3) Cattle population with its various breeds will be monitored with each animal
entered into a data-base and its health and milk output monitored. Required
veterinarian services will be made available on a precautionary basis with
regular medical checks of the cattle towards nutrition, disease & treatment.
4) The preservation of Fruits & Vegetables is an ignored area at this time. The
Govt. will initiate programs towards fruit & vegetable preservation in its raw
form as well as in form of various products. State-of-Art-Technology will
provide for natural preservation of fruit pulp, fruit juices, vegetable juices &
extracts, etc.
5) One special focus will be on the growth & development of various roots,
herbs and plants that have medicinal value. Ayurvedic plants are not only
required for alternate forms of medical treatment but also have high
commercial value in international markets.
6) In areas of non-agricultural or rocky soil that is unsuitable for regular
farming, the Govt. will make all efforts to stimulate Green- house projects
towards growth of flower crops such as Roses and Orchids, in controlled
environments to cater to National urban markets and International markets.
7) In the coastal areas of Konkan and in similar climatic conditions in other
areas of the State; the Govt. will ensure and support farming of water
products such as shrimps, crabs, and other sweet water fish. An all round
development of Agricultural produce will enhance the resources of the State,
to unprecedented levels.

15) Business and Industrial Growth Opportunities:
The current business growth has been haphazard and un-controlled. Whether in the
area of Industrial products and manufacturing or the areas of Distribution & Retail
Sales; almost 50% of such businesses operate without proper licensing, registration or
permissions of the State Authorities. The Exchequer(s) of the State and Municipal
Corporations lose potential revenues of minimum (estimated) amounts of Rs. 5,000 to
8,000 Crores per year.
In order to enable the total recovery of all taxes that are due to the Govt. Treasury, We-
The-People will enforce a strict system of Trade licenses for all industries; in the following
manner:
1) All companies will necessary have to register with the State Registrar of
Companies before commencing any business activity in the State.
2) Trade Licenses will be issued on an ‘annual basis’ valid for 365 days from
date of issue and must be renewed at least 30 days before expiry, every year.
3) Annual Trade License Fees will be charged as follows: Rs: 1,00,001 for each
‘Proprietary Business’ that employs less than 5 people; Rs: 5,00,001 for each
Proprietary Business that employs 6 to 50 people, as also ‘Partnership
Business’ that employs up-to 50 people; Rs: 7,00,001 for each ‘Private Limited
Company’ that employs up-to 100 people; Rs: 11,00,001 for each ‘Limited
Company’ not listed on any stock exchange and Rs: 21,00,001 for each
‘Limited Company’ that is listed on any Stock exchange in the Country or
Internationally.
4) Every individual working inside the State will be required to register his / her
occupation with ESIS (Employee State Insurance Scheme) and must have a
“Worker Permit”. Worker permits will be valid for 36 months from date of issue
and will be charged a fee of Rs: 5,001 per every three years.
5) Worker Permit will ensure that every person working in the State will be
entitled to: (a) Minimum wage per 8 hour work day, (b) Worker’s compensation
and accident Insurance, (c) Medical Insurance and (d) Access to Industrial
training programs and Industrial capability certifications from State
Government’s Industrial Department(s).
6) Worker Permits will be required for all those who wish to “work” and will cover
every individual from Company owner / Director to lowest ranked worker, as
also professionals in every industry, including Medical, Engineering,
Accounting, Entertainment (Film /TV serials) and Agriculture & Farming.
7) Simple Rule will be: If any person is working in the State and receives a
financial benefit from such work; that person is required to possess a valid
Worker Permit.
8) The Government will also take radical steps to authorize and issue ‘Worker
Permit’ to the following professions: Prostitution, Touts & Pimps, Rag /
Garbage pickers and Drain / Sewage cleaners. Special medical diagnosis and
treatment facilities will be extended to workers of these professions.

15) Business and Industrial Growth Opportunities: (Continued)
9) Trade Licenses will ensure that the Government has complete records of the
various Industries that are registered within the State and this will enable
the Govt. to calculate the following infrastructure parameters that will be
needed for the efficient performance of the businesses:
(a) Requirement of Power & Electricity.
(b) Requirement of Potable Water.
(c) Requirement of Effluent drainage & garbage collection systems.
(d) Requirement of Industrial scrap disposal systems.
10) Government will be able to plan and contain various industries in specific
zones to enable their proper functioning as well as enable the Govt. to build
the needed infrastructure around specific industrial areas; enabling it to
contain waste & pollution and assuring highest standards of Industrial
safety, pollution control, and safe disposal of industrial effluent, industrial
garbage and environmental safety.
11) Planned Industrial zones, Retail business areas and specified ‘light
industrial areas’ for businesses such as vehicle repair & maintenance
shops, vehicle accessory shops, and similar businesses will ensure that
residential areas are not subject to industrial pollution and raises the
safety standards of the State’s residents.
12) This policy will immediately finish the road-side / footpath shops that are a
hazard to the Society, remove all illegal migration and most important, it
will bring into the State treasury all the excess money that the Treasury is
being cheated out of today.
13) It is necessary & required that Industrial areas policy should be designated
and enforced; to enable smooth transition of raw material into finished
products as well as proper delivery of services that enable industrial growth.
16) Increased Employment Opportunities:
With the Policy of Industrial Licensing and Worker Permits in place; the currently
unorganized labor sector will be organized on the basis of talent banks, age-groups,
physical capability, and future learning opportunities with assured minimum wages and
all facilities towards an honorable work culture. This will draw out the best talent that
exists within the State and the Nation; resulting in higher standards of work quality,
higher work efficiency, decline in loss of man-days that affect economy and will result in
higher profits for business owners, correct wages & benefits for laborers and increase in
revenues for the State Treasury. This model can be found in all advanced countries and
will benefit our State in every manner.

17) Equality for Women:
In every discussions, mostly amongst the elite ‘opinion makers’, there is the discussion of
the “glass ceiling” that supposedly stops women progressing professionally beyond a certain
level of advancement. This entire thought process is wrong and is a false idea. In India;
women has long held the top positions of responsibility in almost every field known to
humanity, though the same cannot be said to be part of the Nation’s ethos. Women’s
empowerment is still in its lowest stages of development and unless there is a radical policy
that empowers women, the cultural thought process will not change. This empowerment
can only succeed if many old myths based on culture and religion is destroyed and the
thinking of our citizens it radically changed. This can be achieved in two ways:
(a) Education is made a compulsory mandate in our Society, and
(b) The Govt. ensures that women play a more dominant role in the social,
cultural and administrative areas of governance.
In this reference, We-the-People will ensure the following Govt. Administrative policies to
empower women:
1) All cases of rape, assault on women and children and murder of women will be tried
by an all ladies court. This ‘All Ladies Court’ will be permanent in nature from
Sessions court to High Court and will have only women staff. The Judge, Jury,
Lawyers, Administrative Staff, Bailiff, Security Police, Court Police will all be women.
This will enable the speedy delivery of Justice in all cases of crime against women.
2) Social Welfare Dept. will be empowered to seek out and take into custody beggar-
women and street children; whether such children are with beggar parents or not, as
well as abandoned and orphan children and these women and children will be
sheltered, protected, educated, trained and given better opportunities in life by the
State.
3) All women’s teams shall be formed in every department of Govt. to ensure a focused
approach to Women’s empowerment to cover safety, security, education, work
training and job opportunities.
4) Women owned businesses in rural areas will qualify for low interest Govt. loans,
deferred tax benefits for first three years and free business training from Govt.
colleges and educational departments.
5) Women in rural areas who are unable to pursue higher education will be trained in
Industrial Training Institutes for training in maintenance and operation(s) of heavy
vehicles, tractors, industrial equipment, and other similar technologies in farm,
power generation & power transmission and water resources management.

18) Stringent punishment laws for protection of Women
and Children:
Crimes against women and children have reached unacceptable limits and it is time that
the accused criminals are not only punished mercilessly but such punishment should be
used to deter other criminals to even think or attempt such crimes.
Deterrent happens when the criminal knows in advance that the punishment will be
painful, brutal and that the ‘economics of crime’ will be against him. Given the current
circumstances of the ‘impotence of law & order’ in the State; We-the-People will enact and
implement the following policies:
1) Signs of physical assault on a woman or child noticed by any citizen and reported to
the authorities will be deemed as ‘automatic F.I.R’ that a crime has been committed.
2) DNA testing and its results will be accepted a ‘primary evidence’ against the accused
criminals.
3) CCTV Video footage, MMS, any other form of video recordings of a crime will be
deemed as ‘acceptable evidence’ in a criminal case.
4) Those accused found guilty of criminal intimidation, kidnapping, rape, murder;
either as single crimes of any combination of the above; when found guilty in the
court of law, at sessions court level will face an immediate punishment of castration;
i.e: surgical removal of the penis. This punishment will be carried out, regardless of
subsequent punishments of either death penalty of life imprisonment.
5) Persons convicted for crimes against women and children will have their prison /
prisoner number tattooed on their right first finger to enable it to be visible at all
times.
6) For those crimes against women that do not involve kidnapping, rape or murder, but
are restricted to domestic violence and intimidation; where the accused are found
guilty in the court of law, the punishment will be surgical removal of one testicle and
whatever other punishment that is handed down by the Sessions court.
7) The children of our Nation require protection, guidance, love and affection. Any
person, who attempts to endanger the children in any manner whatsoever, has to be
deemed as a dangerous criminal and a threat to society and must be punished with
strictness, without sympathy.
8) We firmly believe that unless criminal mentality is intimidated by strict and harsh
laws, crime cannot be brought under control.
9) Women have a revered place in India’s culture and heritage. Children are the future
of our great Nation. Keeping our women and children safe from criminals is not only
our responsibility but our duty.
10)The role of the media in every trial of crime against women and children will be
monitored closely. If there is any evidence of media attempts to influence the course
of action of the legal process; such influencers will be deemed as co-criminals in the
case and shall be liable for criminal prosecution.

19) Focus on Youth Development & Extra Curricular
Activities (ECA):
With the advent of technology that is ever evolving and upgrading; the availability of
information at finger-tips has become a way-of-life. This has given rise to the E-information
services and devices that are reaching remote corners of the State. This is the positive side
of technology. The negative side is that people with access to internet, computers, laptops,
smart mobiles, Tabs and similar devices are getting addicted to the cyber world and are
being drawn away from the real world. This can be seen from the falling health standards,
lower physical health of such technology users, their diversion from family & family values,
lack of adequate physical activity that assures physical fitness and good health, increasing
number of teenagers with poor eyesight and increasing medical problems due to an
enclosed sedentary lifestyle. Added to this is the prevalence of teenage smoking and
consumption of alcohol that is an additional source of health problems for the younger
generations.
We-the-People will ensure that all those young citizens who are capable of physical activity
are enrolled into sports activities, social activities on-the-ground, and other forms of
interactions between citizens to ensure that there is community bonding, revival of
competitive spirit, moral values, social and ethical values and leads to higher standards of
thoughts and actions. Building the moral fiber of our Nation and installing Pride and Honor
among our citizens is a prime responsibility of the Government and our Leaders.
To those of our citizens who are physically disabled or handicapped; We-the-People will
undertake required efforts and programs to enable all assistance to such citizens to enable
them to participate in these activities as much as possible. Humanitarian actions are the
core of any strong, rapidly developing Nation.
We-the-People will ensure the following as a long term Govt. strategy:
1) Building of sports grounds with basic amenities to promote individual and team
sports.
2) Repairs of currently available sports areas to enable them for usage.
3) Repossessing designated sports land areas from encroachers with harsh
punishment for those who have encroached upon such land areas.
4) Building up of network of Sports enthusiasts in each Legislative assembly
district and promoting sports by ways of Tournaments.
5) Appointment of retired sports people as ‘Sports Ambassadors’.
Youngsters need guidance and mentoring in various sports to enable them to unleash
their potential talents and allow them to succeed. They achieve self-confidence, pride, self –
respect and most importantly – the sense of belonging to the community, the State and our
proud Nation.

20) Revenue, Taxation and Financial Management:
The above mentioned programs and policies for the Re – Invention of the State will require
constant and sufficient revenue generation to enable the State to fulfill its obligations and
duties to the people of our Great State of Maharashtra.
This can be achieved as a constant process only with proper and just Taxations of every
resident of Maharashtra combined with a transparent and strictly controlled financial
management of all resources; inwards and outwards.
‘We-the-People’ will restructure State taxes in the following manner:
1) All current State Taxes will be abolished, totally and completely.
2) State will impose a Service Tax of a fixed amount on all products and services to
enable comprehensive generation of fair taxes from every person residing in the State.
This will be achieved in the following manner:
(a) Each product will have fixed amount of service tax per unit of the product;
regardless of the size, weight or volume of the product. eg: A bottle of fruit
juice will have a fixed tax of a fixed amount regardless of the volume of the
fruit juice inside the bottle, within a maximum specified limit.
(b) Similarly, each bag /can/any other form of packing will have specific
amounts of service tax on each unit.
(c) Taxes will be collected from the producer / manufacturer of the products
and will be payable in advance before the product shipment enters the
territorial area of the State (if product is from outside State) or before it
leaves the factory premises (if product is produced inside the State).
(d) In the same fashion the State will levy a fixed amount of tax for ever service
being offered inside the State; be it the sale of food items (Except those food
items listed as essential food items), beverages (including bottled /
packaged water), hospitality, medical, technical, entertainment (prostitution
will be taxed as entertainment), and all other services that are part of a
normal healthy society.
3) Banking Tax: The State will levy a certain fixed tax amount per 1,000 Rupees that
are either deposited or withdrawn in cash, from Banks / Bank accounts operated
within the State of Maharashtra. This will enable the three pronged purpose of:
(a) Curtailing Untaxed / Criminal / Unaccounted money transactions and frauds
related to such transactions,
(b) Encouraging citizens to utilize E-banking for most transactions.
(c) Reducing the dangers caused to our Nation’s economy by counterfeit
currency circulations.

Taxing convenience and entertainment is one form of acceptable taxation in most
developed countries. When connected directly to the level and frequency of service and / or
products used or consumed by the Customer; “Service Tax” can be both fair and equitable
since it is the Tax-paying customer that decides on the amount of taxes that need to be
paid. In simple terms, the more that a service is used or a product is consumed, more
taxes are paid and the reverse is equally true.
A “Super Tax” will be imposed on the following services:
a. All mobile phone calls will be taxed at a rate of 25 paise per minute for incoming
or outgoing calls, on each mobile phone. Similar tax will be imposed on uploads
/ downloads per MB, incoming & outgoing text / sms/ mms and on all services
under the social media.
b. A fixed tax of Rs. 11,000 per year will be imposed on Satellite dish TV services.
As part of ensuring that such revenues are received by the State treasury, all
cable networks will be banned, their equipment seized and their cables removed
by force. Cable operators who insist on resisting or breaking the laws will be
punished as per law with harsh financial penalties and imprisonment.
c. Benefit to Home owners in Maharashtra: The “super tax” levied on Residents
who own their residential property in the State will be refunded as per the
following criteria:
(i) For 1st property owned for more than 20 years: 100% refund,
(ii) Property owned for more than 10 years but less than 20: 75% refund,
(iii) For property owned for more than 5 years but less than 10: 50% refund,
(iv) For property owned for less than 5 years: 25% refund.
(v) Refunds are calculated on basis of owners residing in their property. No
refunds will be available on secondary / multiple properties.
(vi) Only first four mobile phones registered on post-paid plans per the
primary property will be eligible for refunds.
(vii) Satellite Dish ‘super tax’ will be refunded only on 1st / Primary property.
(viii) Persons renting houses will not be eligible for super-tax refunds.
(ix) Home owners who have received their homes under SRA will not be
eligible for refund.
(x) Super Tax refund is only for 1st house / residential property and not valid
on commercial properties.
(xi) All refunds will be made in the 3rd financial year (from the year that tax
was collected) and will be refunded along-with simple interest of 4% per
annum for the entire 3 year period.
(xii) No ‘super tax’ will be imposed on land-lines or fiber-optic based internet
services.

Property Registration Taxes: Currently, registration of property in the State attracts two
taxes:
(1) Stamp Duty – which is calculated at the rate of 1% of the declared value of
the property, and
(2) Registration Fee – which is calculated at the rate of 2% of the declared value
of the property.
The crucial issue in this form of taxation is the under valuation of property that reduces
the revenue of the State due to false representation by the Buyer & Seller to the
transaction, and the boost to the black (un-taxable) money market. (The ‘declared value’
syndrome)!
We-the-People will introduce a modern form of taxation that will be based on the square
meter (footage) area of properties; where by property registration tax will be imposed in the
following manner:
(A) All property will be taxed at a fixed rate amount of the area of the property and not
the value of the property, regardless of the location of that property in the State.
(B) Tax amounts will be fixed at the rate of certain amount of Rupees per square meter
and the Govt. will reserve the right to increase this amount every 5 years in a
proportionate manner.
(C) Residential and Commercial properties will be taxed in exactly the same amounts.
(In essence, the actual structure will be taxed, not the potential usage).
(D) As part of transparency of Governance, the Govt. will list all properties on the
internet through secure websites with details of the ownership of the property, its
taxed area and amount of tax collected from the owner(s).
Film & Entertainment Industry Tax:
The entertainment industry in Maharashtra has soared due to the influx of huge amounts
of funding from abroad; in legal and illegal forms. Films & TV serials are being produced or
released on a daily basis; and the State Exchequer is deprived of its fair share of taxes on
such production or releases. Therefore, We-the-People will levy the following non-
refundable taxes on Movie & Television Entertainment Serial production:
(E) A fixed amount of Rupees 11 Crore as Pre-production Tax for any movie or TV serial
or entertainment program that will be produced in Maharashtra.
(F) A fixed amount of Rupees 21 Crore as Pre-Release Tax on the same as above.
(G) The pre-production and pre-release taxes for Marathi movies or TV serial or
entertainment program will be only 50% of the above stated amounts.
(H) Any movies. TV serials or recorded entertainment programs produced outside the
State will be required to pay the Pre- Release Tax at least 30 days in advance of the
release date. (No exemptions, No Excuses).
(I) All stage productions and similar entertainment before a live audience is not subject
to this tax.

21) Power Generation & Alternate Sources of Energy:
Maharashtra was a Power surplus state till the early 1990s. Since then, the controversy of
the then Enron power plant project; and improper planning in power generation and
capacity addition policy since then has led to load shedding / power cuts, even as demand
has increased. Currently (in 2013) the gap between demand and supply is almost zero
(demand & supply are both approximately in the 13 thousand MW range), however high
distribution losses in intensive commercial areas reduces efficiency and increases financial
losses to the State. Power theft by illegal commercial units is another major factor that has
hindered the growth and proper planning of power generation.
Currently Maharashtra accounts for 13.5% of the total installed power generation capacity
in India and most of this is generated from fossil fuels (coal and natural gas). However, the
peak demand is expected to grow at a ‘compounded annual growth rate’ (CAGR) of 5%.
Overall, the electricity scenario is not good in our State and needs further investment to
increase power generation. Based on the current status of fossil fuel supply to the power
plants, it is difficult to rely on a single source of energy in the years ahead. Renewable
energy should be the future of energy sector in Maharashtra. Aligned with the Renewable
Purchase Obligations under the Electricity Act and India’s National Action Plan of Climate
Change, capacity addition to the renewable energy sector is taking place slowly in the State,
while it has considerable wind and solar energy harnessing potential.
The renewable energy potential energy capacity in Maharashtra (by 2016-17) is 540 MW,
out of which only 7.8 MW has been planned till date. Under the RPO (renewable purchase
obligations); Maharashtra is required to establish 380 MW green energy capacity by 2016,
while achieving only ½ % of this target till date.
Apart from Wind, Solar and Bio-mass that is deployed currently; We-the-People will focus
on Energy from Municipal waste, Industrial waste, Bagasse co-generation and Ocean Wave
Energy using ‘Wave Energy Converter Technology’. With a 700 Kms plus coast line, this
technology will benefit Maharashtra hugely.
There will be a sharp focus on reduction of transmission losses, use of technology to
increase transmission efficiency and stop power theft, deployment of computerized meters
to record individual & industrial power usage and strict monitoring of the entire system to
enable electricity power to reach the residents on a non-stop basis at an affordable price.
Gas based power plants have not been given due consideration by the current
Governments, due to its narrow focus on price control of power from the electricity
producers. With the increase in global coal prices and the massive devaluation of the
Indian Rupee in the global currency exchange; our Govt. will utilize the local availability of
Natural Gas through NTPC to fulfill the power demands of the State, at non-subsidized,
commercial rates. As Maharashtra changes from its current average quality of living
standards to the highest international standards; the cost of living will be commensurate
with the average incomes, thus allowing for acceptable power tariffs and customer billing.

22) Development of Tourism Infrastructure & Heritage sites
Tourism requires a planned infrastructure of comfortable and safe roads, clean and well
maintained tourist sites, high standards of cleanliness for food outlets, safe drinking water and
immediate availability of medical services along-with a diplomatic presence of law enforcement.
While, We-the-People will work on restructuring the infrastructure network which in turn will
assist the Tourism infrastructure; certain additional requirements will have to be undertaken
under the Maharashtra Tourism Development Act to ensure that the average tourist is not only
well catered for, but also has the opportunity to learn correct facts and knowledge of the
History of our Great State. With this focus in mind; State Universities will be involved in
training of Guides and knowledge experts to impart historically correct information to all. The
standards of restaurants and hotels / lodging will be necessarily required to conform to
International standards. There will be an intensive inclusion of available technology that will
be used in this effort. Local municipalities will be recruited to ensure the cleanliness of the
tourist sites and horticultural departments will be recruited to ensure the establishment and
maintenance of trees and the natural environment. One key factor will be the inclusion of
professional individuals from the hotel and hospitality sectors to plan build and maintain the
tourism infrastructure.
Heritage Sites: There are four World Heritage sites in Maharashtra- (The Caves of Ajanta,
Ellora and Elephanta, and the Chhatrapati Shivaji Railway Terminus of Mumbai). Other
heritage sites include palaces, forts, monuments and statues. These sites are today better
known for their lack of maintenance rather than historical importance. By Law, the
Archeological Survey of India (ASI) is responsible for the upkeep and safety of these sites; in
reality however, due to lack of a coherent Central Govt. Policy and adequate funding, the ASI is
unable to fulfill its responsibilities to the highest efficiency. The Govt. of We-the-People will
organize and launch the Maharashtra State Archeological Authority- that will work closely with
ASI, and also foreign archeological institutes and University departments to ensure that the
heritage sites are fully maintained with structural conservation, chemical preservation,
efficient repairs and safe environmental development to ensure their safety. The State will fund
these activities from its own treasury.
Over the past two decades, the current Governments have tried to shift the responsibility of
the maintenance and upkeep of heritage sites by either contracting out the same to private
companies on a commercial basis or ignored the maintenance completely, allowing the sites to
deteriorate under the forces of nature and the indiscipline of visitors who do not understand
the value of these historical monuments. We-the-People will ensure that these sites are
protected, repaired and maintained at all times to ensure that their importance in our Society
and are a pleasure to visit, both for relaxation as well as education.

23) Development of New Ports & Infrastructure Upgrade of
existing ports to International standards:
Maharashtra, with its vast coastline of 720kms, has 35 creeks and rivers has immense
potential to develop various water-front project; be it port development, port-related
infrastructure, inland waterways, or for setting up ship building yards.
There are 48 intermediate and minor ports situated on the coast of Maharashtra, which are
already organized in 5 groups. Apart from Mumbai port in Mumbai city, and Nhava Sheva,
New Mumbai, which has been developed into a major shipping hub on the West coast of
India; the ports of Karanja and Jaigad have developed into multi-purpose terminals for
mineral ore handling.
Mazagaon Docks at Mumbai port is the only major shipyard that is capable of producing
medium sized vessels including warships; while Usgaon at Dabhol and Bhagwati Bunder at
Ratnagiri produce small sized maritime ships, and have the potential to be developed into
major shipyards. Ten other port areas have the potential to be developed into modern
shipyards.
We-the-People Govt. will undertake a comprehensive program to develop the ten potential
port areas; initially into captive jetties that can facilitate the movement of export cargo and
prepare the base for at least five of these ports to be developed into major ship-building
yards. In the first 5-year period, at least two shipyards will be developed into fully modernized
heavy ship building yards to produce super-cargo ships and battleships such as air-craft
carriers. This will ensure direct employment to at least 10,000 persons inside the port
facilities with secondary/ indirect employment to 250,000 in secondary industry jobs.
Apart from this, all the 48 ports on the coast and river creeks will be developed into
passenger ferry stations that will have the capability and capacity to handle at least three
RORO vessels simultaneously for transport of passengers and vessels and / or three high
capacity hovercrafts for transport of passengers and light vehicles. When fully developed, this
infrastructure will reduce the vehicular traffic load on the Konkan Highways by at least 50%
and help in saving trucking cost, fuel consumptions and reduction of pollution. Traditionally,
water transport has always been cheaper and faster than road transport and our Govt. will
focus on this development.
The existing port infrastructure at Nhava Sheva, Karanja and Jaigad is pathetic, with badly
planned and un-maintained roads, insufficient and haphazard truck parking, lack of facilities
and amenities for the daily influx of people and total lack of control over illegal construction
around the port area. Our Govt. will change all this and re-design the port infrastructure to
have international standard facilities with clean and well maintained 6-lane roads, fully
lighted, hard-ground truck parking facilities, adequate restaurants and rest areas for people
comfort and medical / hospital and emergency services facilities inside the port area. Each
port will have its own police and defense force.
Each port complex will directly employ at least 5,000 people towards infrastructure
maintenance and operations of port operations, regular services and emergency services with
additional 100,000 being indirectly employed in satellite services that accompany each major
port. Ports will be equipped with cutting edge technology to boost, maintain and achieve
highest possible international standards.

24) Development Intra-State Water Transportation
development:
As per available information, approx. 15 million passengers in the coastal districts of the
state use Inland Water Transport annually. Eight projects in Maharashtra State have been
approved for development, at an estimated cost of Rs. 30 crores. The sites approved are
Vishnupuri and Isapur in district Nanded, and Karanja, Mandwa, Rajpuri, Janjira, Dighi,
and Agardanda in district Raigad. These projects are still at various stages of initial
implementation. Beyond this initial, half – hearted approach, current Governments have
not given any importance to Water transportation development.
We-the-People will complete the above sections of the proposed development within 18
months of kick-starting the entire project and also fully implement water transport system
along the west coast of Mumbai from Borivali to Nariman Point with stops at Juhu and
Bandra, and services from Nariman Point to the east coast areas of Vashi and Nerul, with a
stop at Chembur. The services will be designed to accommodate RORO ships that can carry
light vehicles and passengers.
There will be extensive surveys to study the rivers of Maharashtra for use as a Transport
medium. Godavari is the major river that originates at Trimbakeshwar (near Nasik) and
flows through Kopergaon, Puntamba, Paithan, Nanded, Sironcha and Gevrai. The Govt. will
ensure that major portions of the Godavari and its ten tributaries are fully utilized for water
transport using shallow water / flat-bottom ships and mechanized rafts. The emphasis will
be on transport of Goods and merchandise, rather than passengers.
To ensure safety and security at all times on the water-ways, the Govt. will raise a special
Marine Police Force to oversee operations and provide emergency services and rescue
facilities in case of any emergency. The Marine Police will report to the Minister of
Transport, at the State level.
DEVELOPMENT OF THE MURUD JANJIRA ISLAND FORT:
Murud-Janjira Fort is situated on an oval-shaped rock off the Arabian Sea coast near the
port town of Murud, 165 km south of Mumbai. Janjira is considered one of the strongest
marine forts in India. It is currently owned by the Government of India.
This massive, well defended stone structure will be purchased / long leased by our Govt. and
converted into a modern, high-security prison for imprisonment of terrorists and other highly
dangerous criminals. The remote location of this island fort isolates it from the civilian
population, prevents communications between the prisoners and outsiders, isolates prisoners
from their supporters and uses the natural barriers of sea and rock to prevent escape. When
properly developed, this can be the largest and best secured prison facility in Maharashtra.

25) Climate Change, Environment & Forest Preservations:
Maharashtra state covers an area of 307,731 km2 or 9.84% of the total geographical area of
India, out of which 61,939 sq km as forest area. The State's forest cover is estimated to be
over 20 per cent, and reducing drastically. Due to corruption and Govt. inefficiency the
forest areas are undeveloped and ignored for development; leading to alienation of the tribal
residents and encouraging terrorist activities against the State.
We-the-People will ensure policies that will:
1) Preserve the Forest areas by prohibiting tree –felling and mining in totality.
2) Ensure balance between Nature and modern technology to assure the best
standards of forest based products and safety to environment.
3) Ensure proper irrigation of barren forest land to increase forest cover.
4) The Adivasi (forest inhabitants) must have local access to facilities and amenities
of the modern world, to include and not restricted to education, medical &
emergency services, safety & security of people, live-stock and forest plants and
animals.
5) Provision of nature friendly roads, electric supply, drinking water supply and
communication facilities to the forest areas will be a top priority of the Govt.
6) Increase the production of natural herbs and plants to increase income levels of
local farmers.
7) Reduce the use of wood based products to enable conservation of trees.
8) Rapid urbanization has reduced the forest cover in the city areas to a minimum.
The Govt. will make it a priority to plant at least 100,000 trees per year in the
urban areas to increase greenery. Scientifically, this will assist in increased
oxygen release into the atmosphere, lower average temperatures, reduces
greenhouse gases and smog. Each one acre of trees absorbs approximately 6 tons
of Carbon-dioxide and releases four tons of oxygen; based on the correct tree type
that is suitable for specific climatic conditions. A study of Mumbai city has shown
that there are approximately 10 – 12 crore spaces where trees could be planted
without inconvenience to residents. The reduction of green house gases and its
direct benefit in saving energy costs can be in the range of multi-crores every
year.
9) Ensuring a clean, green environment with minimal carbon foot-print will be the
focus of our Government.

the results of such elections, multi – party political system and respect for the rule-of-law.

component of Freedom is a strong society that succeeds consistently and constantly.
 A well regulated society that accepts rule of law and allows for prevention of crime and
severe prosecution of criminals will always be peaceful, secure and prosperous.
 Citizen participation is a key foundation of democracy. It is not only the constitutional
right of the citizen but also their duty and responsibility to participate in the democratic
process.
 Equality is another key foundation of a democratic society and democracy emphasizes
the principle that ‘all citizens are equal’ - . Equality means that all individuals are valued
equally, have equal opportunities, and may not be discriminated against because of their
race, religion, ethnic group, gender or sexual orientation.
 We-the-People believe in accountability. Elected and appointed officials have to be
accountable to the people. They are responsible for their actions. Officials must make
decisions and perform their duties according to the will and wishes of the people, not for
themselves.
 We-the-People believe in ‘Transparent Governance’. A transparent government holds
public meetings and allows citizens to attend. The people are able to get information
about what decisions are being made, by whom and why.
 We believe that free markets must exist in a democracy. While the Government may have
to play a stronger role to ensure that unfair practices are curbed and that there is a
equitable distribution of wealth through business opportunities, economic freedom has to
be a strong pillar of democracy.
 A well defined structure of social, economic and anti-criminal laws, supported by a well
trained and highly motivated law enforcement apparatus and court system that delivers
speedy, fair and equitable justice is the central pillar of Democracy.
 It is the responsibility of Government to ensure freedom of opportunity, wealth creation
and environment to enjoy this creativity without fear of reprisals. Ensuring a corruption
free society with strong laws against the corrupt is mandatory for strong democratic
foundations of our Nation.
 And finally; the Freedom to be Happy and Contented. That is what We-the-People will
ensure for our citizens, our State and our Nation. (Remember that We-the-People are an
integral part of this society and enjoy the same advantages and disadvantages of the
social structure of our country).

Maharashtra grew since the 1960s’, but in the last 12 – 15 years, has failed to grow on a consistent basis due to many factors; including but not restricted to: inefficiency, corruption, vested political interests, misuse of State Treasury and a unprecedented inwards migration of people; Indians & foreigners with the largest influx being Bangladeshis. Growth cannot be achieved without a long-term State Policy and control over various aspects of social governance. The challenge before us is to force a marathon & time-bound pace of development & progress to achieve world standards as seen in developed countries. Our objectives are based on the Three Principles of Governance: A) RAKSHA: (= Security). B) PALANA: ( = Maintaining Law & Order And Fiscal Discipline) C) YOGAKSHEMA: (= Welfare of the People) A) RAKSHA Our perspective of ‘Total’ Security involves & includes: a) Physical security-  From criminal elements & terrorism, enforced law & order, 5-minute response time by Emergency services (Police, Ambulance, Fire-brigade & Social services).  On-the-ground visible & non-visible police patrols to prevent crime.  Info-technology enabled monitoring of public areas, suspicious people & vehicles, active response in every situation. b) Food security- Easy & abundant availability of basic food items at reasonable prices c) Health Security- Immediate access to emergency medical care within each suburb in urban areas & each district of rural areas, as part of a comprehensive Primary Health Care center(s) & Cottage hospitals network. d) Education Security- Assuring the ‘Right to Educational Facilities’ to all; by ensuring adequate availability of Primary Schools, Secondary schools and / or Trade craft schools.

Police reforms are stagnating on paper with no initiative by the current Government(s). This has resulted in stagnation within the Police towards crime fighting procedures & ideas. The Police are mostly mute spectators to crime or they react like untrained wild beasts when provoked to take action by popular / citizens demands. We-the-People will bring in a drastic change in Police methodology & practice with upgraded tactics, technology & training (the 3-T method) to ensure a Police force that is well- trained, instantly responsive and highly efficient. b) Upgraded and real-time Intelligence Network The back-bone of any effective Police organization is the Intelligence network that gathers information through social observation, surveillance and informants. We will ensure that this back-bone is made strong & flexible by additions of the following technologies: (i) Computerized networking of the Police department from grass-roots upwards; by use of wireless cameras mounted on police vehicles that transmit the live feed to Police station / control room/ head-quarters, the usage of MMS & E-scanners by Beat-Patrol officers, integrated face- recognization software in all Police computer systems & a real-time information sharing between all divisions of the Police. c) Regular & Time-bound Training Programs for all Police personnel Police personnel are only as efficient as their training: Physical, mental, psychological & emotional. Police persons are human beings that are required to undertake super-human responsibilities. Their all-round training is most important & will be the focus of our administration. aa) Fiscal discipline in all Government Departments (i) With the use of technology, Fiscal discipline will be ruthlessly enforced in all government departments; from the highest levels to the grass-roots with full & constant monitoring of the usage of equipment (fixed & mobile), communications, infrastructure and personnel. Wastage will be identified & reduced so as to make the Administration “lean, mean fighting machine”.
  • 4. sanjaymatkar@gmail.com October 2013 Page 4 of 32 C) YOGAKSHEMA Welfare of the People a) Freedom of Thought, Speech & Action: ‘Equal Freedom to All” There will be complete freedom of expression to all People, but subject to each person being legally accountable for his/ her actions; with strong defamation laws for protection of individual and institutional reputations. b) Equality of Opportunity (i) Efficient delivery of primary, secondary & technical courses education to all, without restrictions of caste, creed or religion. (ii) Efficient delivery of basic food necessities to all People across all financial sections of Society. (iii) The elimination of the “Quota” system; with total emphasis on ‘merit & capability’ and not on political expediency. (Principal of Deserve & Desire: Qualify by merit & talent and enjoy the benefits). (iv) Zero tolerance to discrimination based on caste, creed, religion or any other bias; including any discrimination towards ‘upper’ castes. c) Strong, Pro-active and an enabled government (i) Government offices will be technologically enabled with the latest stable devices to enable E-governance procedures. This includes full computerization, extensive internet presence and remote response to address citizen issues in any area of governance. (ii) Increase in trained government staff to enable a ‘24 X 7 X 365’ response time and service timing to the citizens. In effect, Government offices will function around-the-clock to ensure timely delivery of services across every department to every citizen who is a resident of the State. (iii) Computerization & E-governance will lead to 200% increase in employment in Government sector to enable round-the-clock services. This in turn will lead to internal prosperity in the State and job security for talented youngsters who want to pursue government careers. (iv) State will refuse to use any technology that is not 100% Indian, and debar all companies that are foreign owned or have contacts with foreign companies; to ensure full integrity and security of Government data and the data of our Nationals.

We will focus on total removal of biased ideas that divide society along religion, caste, creed and language; and focus on uniting the citizens under one Constitution, one Flag, and one united Nation. (ii) There will be a heavy stress on Social Education. We firmly believe that a socially educated citizen is an empowered citizen. (iii) Education is not only the prescribed format of school, high school and college; but also the research and sharing of knowledge in every subject known to mankind. (iv) We believe in a well disciplined society, where each citizen has rights and responsibilities. We stress the need for a progressive society to adopt and embrace social & fiscal discipline, acceptance of the Rule-of-Law, respect to the Constitution of India and towards the National Flag. (v) We firmly believe that “All People are fully Equal”; and are liable for prosecution if found violating the Law. In the spirit of this belief, we will vigorously prosecute all pending cases against Politicians & Bureaucrats, and the various groups of organized crime; securing convictions in a comprehensive manner to uphold the sanctity and honor of the Judicial Process. (vi) To achieve all of the above; we fully believe and prescribe to the removal of the “quota system”. This will enable citizens to focus on self- improvement in an atmosphere of competitiveness and install pride in each person’s activity and success. Only “meritocracy” succeeds. 2) Efficient & Transparent Administration: We fully believe in a transparent administration that is efficient in providing governance, safety & security, fiscal discipline, rule-of-law for all citizens regardless of an individual’s position and / or proximity to Power, ensuring the delivery of basic and life-support services and assuring a stable society. In this effort, we will utilize all available technologies to ensure the smooth transaction of government activities; and also review and modify all ancient outdated laws, policies and procedures that are the legacy of the colonial past of our State and replace that with policies & procedures for the 21st & 22nd century(s).
  • 6. sanjaymatkar@gmail.com October 2013 Page 6 of 32 3) E-Governance and usage of Info-Tech for efficient Government: a) Complete upgrade of all government offices to enable them to be computer literate and net-work connected to allow the Government to deploy all policies on an instant and continuous basis. It is envisioned that this activity can be done in 3-phases to connect all government offices in one large network from the Mantralay down to Zilla Parishad in a time-frame of 36 months from date of assuming office. b) Allow the almost immediate feed-back of citizen complaints, criticism and opinions towards the government policies and their implementation. c) Utilize this connectivity to ensure and assure at least two referendums of citizens per year on policy and administrative issues. d) All domiciled residents of the State will be required to be registered into a biometric State Resident’s Data-Base (SRDB); to enable the Government to maximize the efficiency of deliverable services such as education, health care & hospital services, security & safety, emergency response to calamities; as well utilize this data to create forward planning of policies and services. This will be over & above UID (Adhar) card system. e) All visitors to the State, regardless of the length of visit; will also be required to register into the SRDB. This will allow the State to take into account service deliverables to the extra people who will inhabit the state as visitors. f) The entire State’s road network will be upgraded with “Electronic Road Toll and Transport of Goods Monitoring System”, (Tentatively called ‘Peshwa’). This system will allow for free flow of traffic on the State Roads, without toll-booths, barriers or gates, allowing traffic to move freely and without hindrance at allowed highway speeds. The heart of the system is an E-Tag attached to the vehicle windshield that utilizes Radio Frequency Identification (RFID) technology to positively identify the vehicle as it passes through Peshwa tolling points. The system will be used to centrally collect all toll taxes (for road usage), all sales/excise/VAT or its replacement taxes, as well record & monitor the movement of all vehicles to assure safety, security and smooth transportation of people, material goods & services. RFID E-tags will be mandatory on all vehicles that are registered within the State as well as any other vehicles that want to enter the State for any reason or any length of time whatsoever. Non-compliance will be punished with heavy fines, imprisonment of drivers and in extreme circumstances- the offending vehicle will be confisticated by the Government.
  • 7. sanjaymatkar@gmail.com October 2013 Page 7 of 32 4) Bio-metrics Technology usage for E-governance & Security: a) Bio-metric technology is presently the most cutting-edge technology available to ensure proper administration, transparent governance, efficient delivery of services to the citizens and a comprehensive security system that protects all citizens. b) The foremost important aspect of bringing all the residents (domiciled or otherwise) of the State and also the visitors to the State (short or long term); onto a State’s bio-metric database is for the State administration to understand the scope and delivery of services to each and every person in the State; thereby allowing immediate planning and defining long term goals for every development project and upgrade services and projects as needed. c) The State Resident’s Data-Base (SRDB) will assist the State Government to: (i) Keep track of the entire population within the State on a day-to- day basis. (ii) Plan every deliverable policy in the areas of Health, Hospitalization, Security & Safety, Education, Court system & delivery of Justice, Infrastructure planning, Drought & Famine management, Business & Industrial growth opportunities, employment schemes, accident insurance coverage and proper Educational facilities from pre-school to post- graduate levels. (iii) SRDB will be the back-bone of ‘Protection from Terrorism’ plans that will allow police & their intelligence wings to track known criminal elements and profile their friends, associates & connections to ensure zero terror attacks inside the State. Vigilance is always the core of Law enforcement, and SRD will allow the Law Enforcement Officers (LEO) to do their work fast & efficiently. d) As the road and highway’s network in the State is extended to cover every remote village in every corner, the “Peshwa” RFID system will allow tracking of every vehicle to ensure its adherence to the legal system of the State in all aspects; transportation, road – discipline, collection of Taxes & Levies, tracking stolen vehicles, tracking criminals and most important, assuring a disciplined policy towards governance that benefits the People. e) SRDB will be based on local Indian technology only. Companies with any foreign connection will be debarred from the process.
  • 8. sanjaymatkar@gmail.com October 2013 Page 8 of 32 5) All Inclusive Development: “Inclusive development” by its very definition implies an equitable allocation of resources with benefits incurred to every section of the society. But the allocation of resources must be focused on the intended short and long term benefits of the society such as availability of consumer goods, people access, employment, standard of living and delivery of services. It will create an environment of ‘equality in opportunity’ in all dimensions of livelihood; such as employment creation, market consumption, production, and create a platform for people who are poor, enabling them to access higher and better standard of living. Inclusive development can only be achieved by usage to latest technology platforms to identify each and every resident of the State and determining policies that assist those sections who are financially or educationally weaker; and assist them comprehensively with the full support of the other sections of our society. For this we will have to remove from our Society all quotas that divide our State and Nation on the basis of Religion, Caste, Creed and Language; and focus on the following: a) One language for all Government work. (Which will be Marathi for all Maharashtra) b) One alternate International language. (Which shall be English) c) Zero discrimination, zero quotas. d) All jobs in all sectors will be based on merit & qualifications only. e) Special environments for the physically & mentally disabled. f) Special environments for the elderly and those afflicted by age related medical issues. g) A complete government system to adopt, nourish and educate the street orphans and abandoned children; under the principal that “all residents have equal rights, regardless of circumstances”. h) Delivery of opportunities for Education, Healthcare, Job security and equal opportunities for income growth across the entire State to every resident. i) Increase in Research Institutions to enable the freedom of thought and expression without boundaries; that enable increased growth in farming & agriculture, industrial growth, infrastructure growth and other technologies that will benefit the person, the society and the country. For all of the above to be achieved, we need to act as one society under one Constitution and enforce discipline in every aspect of our life.
  • 9. sanjaymatkar@gmail.com October 2013 Page 9 of 32 6) Police, Intelligence & Security Network Upgrade: Changing times require pro-active approach to Law enforcement and ensuring safety and security of all residents of the State. Over the last 11 – 15 years the State’s law enforcement machinery has broken down totally. There is a sizeable presence of criminals from out-of-state as well as from countries such as Bangladesh, Pakistan, Afghanistan, Nigeria, Ethiopia, Eritrea, former USSR countries and also home grown criminals from the slums of the cities. This menace has grown to unmanageable proportions and will be tackled with the following methods: a) The Police departments will be bifurcated into 5 separate organizations: State Police, City Police, Rural / Village Police, Court Police and State Intelligence. b) Each organization will be a separate organization with only vertical promotions to deserving officers. IPS officers and other cadres will have to choose one organization for a lifetime service. Those who fail to do so will be shipped out of the State. Deserving local cadre officers will be promoted to fill all IPS positions on a permanent basis. c) The reporting mechanism of each organization will be as follows: State Police reporting to the Chief Minister, City / Rural / Village to the Home Minister, Court Police to the Chief Justice of the High Court and State Intelligence to the Revenue Minister, respectively. Devolution of power will lead to drastic decrease in corrupt practices within the police and law-enforcement organizations. d) Provisions of the current Pay Commission will be employed immediately. All police personnel will be secured under Life & Medical Insurance during their service years and will also be guaranteed a full pension after retirement. We will reward the hard work of those who endanger themselves to protect us citizens on a daily basis and stand by them at all times. e) All fire brigade personnel will also be entitled to all the provisions as detailed in clause (d) above. f) Intelligence agencies will be empowered with the latest technology to enable them to fulfill their responsibilities with highest efficiency. This will include surveillance devices, electronic counter measures, and remote controlled drones for aerial surveillance. g) Rural/ village police will be fully equipped and upgraded with training, weapons and communications equipment to tackle Maoist, Naxals and other assorted armed criminals and militants. h) City Police will be trained in urban law enforcement, anti-terror training and will be equipped with re-designed vehicles, first response non-lethal force apparatus as also with lethal force weapons to be used as a 3rd resort. Emphatic training will be given in clear command & control parameters and the use of deadly force. i) The Court police will ensure the custody of all accused, including their transportation and also hunting down of those who jump bail or escape from confinement. (from police lockups, jails, bail jumpers). Court police will have National jurisdiction under authorization of the State government.
  • 10. sanjaymatkar@gmail.com October 2013 Page 10 of 32 7) Upgrade of Courts system & delivery of Justice without delay: “Justice delayed is Justice Denied” The State will implement the following: 1) Launch the ‘Maharashtra State Judicial Service” (MSJS) - which will enable the young and bright minds in the State’s legal profession to qualify for being Judges; based on their talent & capabilities. This system will be quota free and based exclusively on merit. Only those lawyers who are born in Maharashtra and are fluent in Marathi will be eligible to qualify and serve in the MSJS. 2) Ensure that the entire requirement of Judges, Court premises and Court Staff is fulfilled to enable a strong and affirmative legal structure to ensure delivery of justice in an acceptable time- frame. 3) Ensure financial autonomy for the Judiciary. The budget required by the Judiciary will be clearly defined and collected in the form of separate funds from the citizens; thereby assuring the separation of judicial budget from the effect of the State legislature’s budgets. 4) The Chief Justice of the State High Court will be required to form a Permanent committee of ‘High Court Justices’ to decide upon the appointment of all Magistrates and Judges within the State. The role of the politicians and the bureaucracy will be reduced to that of monitors and advisors. The decisions of this Permanent committee shall be final in all respects. 5) Lawyers intending to practice Law within the State will be required to take the ‘Maharashtra State’s Bar Qualification Test’. The MSBQT will be based on the IIT – JEE format to ensure that only the most capable lawyers are licensed to practice within the State. Judges & Lawyers who are licensed to practice in the State will be required to successfully complete ‘re-certification exams’ every five years if they wish to stay in the profession. 6) Introduction of the “Jury System”: In a true democracy, every person’s actions are judged by a panel of their peers or equals. The Jury system that is exists in every strong democratic nation is required in India and will be re-introduced into the State’s legal system. “Being democratic is not enough; a majority cannot turn what is wrong into right. (Continued) “The current state of confusion in ‘Law & Order and Legislative Practices’ is due to the imposition of the Indian Penal Code (IPC) that was written in 1860 by the British masters for the Indian colonial slaves; which is followed today in letter and spirit even after 67 years of Independence from British rule and 64 years since the acceptance of the Constitution of India. The use of the colonial IPC in today’s times is used by political parties to stay as masters of India at the cost of ‘We the People of India’ who the political masters still consider as slaves and purchasable commodity”. Therefore, We-the-People will consider a new “Maharashtra State Legal Code” and frame such laws that are based wholly on the Constitution of India and will assure speedy justice to the People. The following Policies will be initiated within the framework of the Constitution of India: AA) Maharashtra State International Task Force: For investigations of crime involving State domiciled persons staying in foreign countries, whether as accused or as victims. AB) Maharashtra State Overseas Residents Protection Force: To assist all State domiciled persons & families with legal, social and humanitarian assistance where ever required in foreign countries. AC) Maharashtra International Health care service: To provide medical services and humanitarian assistance to victims of natural calamities and those in need of such assistance in non-conflict environments; within the State, the Nation and Internationally as needed. AD) Maharashtra State Agricultural Service: To fully implement the 5th & 9th schedule of the Constitution of India. “The more corrupt the state, the more numerous the laws.” ― Tacitus, The Annals of Imperial Rome The State will take special cognizance of controversial laws such as ‘Section 66A of the Information Technology Act’ enacted by the Govt. of India and will either pressure the Central Govt. to revoke such sections in the Laws that are against the principle of democracy & free speech or will declare such laws as non-prosecutable inside the State of Maharashtra by declaring ‘special status’ for the State; such status being similar to Article 370 with reference to Kashmir. We believe that Central Govt. policies that are applied to such “special states” are equally applicable to our Maharashtra. This Non – financial Special Status will be acquired by use of non-violent, non- cooperation with the Central Government of India.
  • 12. sanjaymatkar@gmail.com October 2013 Page 12 of 32 8) Rural Infrastructure Development: While the State of Maharashtra leads in its effort to be the most progressive State in India; this effort has been slowed down due to various reasons that can be attributed to the political policy decisions of the Central Government and the State Government working more towards political survival rather than State development. We-the-People will undertake the following tasks on a war-effort policy: 1) Separation of the electric supply grid to have two distinct grids – one for the un- interrupted supply of electricity to residences, schools and every park, road & street of every town and village of Maharashtra. The second grid will exclusively provide electric power to the farming, agriculture and industrial sector. 2) Construction of four-lane highways to interconnect every district to its neighboring district and 80 feet roads of International standards to interconnect every village; to enable the fast trucking of fresh food items from farm to customer in the shortest time with minimal loss. 3) Construction of the canal system to interconnect rivers and dams. While the State has planned such a system for a long time, the system is still non-existent and is needed without delay. Such a canal system can also be used as local water transport system to relieve the stress on the road system to whatever extent possible. 4) Development of arid land into farming land, using the latest technology. 5) Development of Vidharbha & Marathwada regions as Industrial hubs of the State. These regions are surplus in electricity generation and a planned industrial policy is needed and necessary on an immediate basis to enable growth. 6) Farmer’s suicides are of extreme concern to We-the-People. As a Govt. of the State, we will formulate an ordinance that will allow the Maharashtra State’s Agricultural Service (MSAS) to partner or Joint- venture with the financially destitute farmers to assist them with technical and administrative assistance to succeed; whereby the proceeds from farm sales will be divided into (3) sections: Income to the farmer, income to the MSAS and repayment of farmer’s financial loan obligations. We believe that such an arrangement is more suited for the development of the farmer, the farming sector and the State; rather than current policy of farm loan waivers that drain the public treasury. 7) We as the State Govt. will formulate farm policy to enable farmers to receive justified prices for their labor. Policies will be tailored to remove the agent / middle- man from between the farmer and the retail customer by encouraging locally owned grocery super-markets and implementing a ‘farm – retail – customer’ policy for the farm produce. 8) Development of Food Preservation Facilities that will reduce the loss of food, fruit and perishable farm products to the minimum. (Ideally this should be less than 2% of the total annual produce for that year/ crop/ item).
  • 13. sanjaymatkar@gmail.com October 2013 Page 13 of 32 9) Urban Infrastructure Redesign & Management: Overcrowding in the city areas of Maharashtra is a major problem that has to be tackled immediately. For various reasons, there is an influx of humanity into the metro areas which due to its very nature of non-planned activity; puts a heavy strain on the facilities of the urban infrastructure. The situation is already out of control in terms of administrative issues but has not been curtailed because of ‘vote bank politics’ of the current administrations. We will implement the following policies to reverse the migration out from the cities into the rural areas. 1) The Government will declare the Metro areas of Mumbai- Navi Mumbai, Thane – Mumbra- Kalyan, Pimpri- Chinchwad – Pune, Nashik and Nagpur city(s); as “Zero subsidy zones” (ZSZ). Effectively, every facility available in the ZSZ area will be at market price with profitability to the traders, be it private traders or Govt. companies. 2) Slum rehabilitation norms will be modified. We will reverse the decisions to allocate free houses on ownership to the rehabilitated and instead make these houses available on rent payable to the Govt. Rents will be at commercial market rates without subsidy. 3) Slum rehabilitation will be undertaken in a comprehensive manner by reversing the earlier policy of ‘regularizing the slums’. Earlier ‘regularized’ slums will be de- regularized and will be subject to demolition and rebuilding per Housing standards as defined for private housing. All slums built after 01 May 1960 will be subject to re-organization, demolition & rebuilding. Such rebuilt structures will be the property of the Govt. of Maharashtra through its various agencies such as the Housing Board. The structures / apartments will be available for rent to those who are willing to pay market rent. For others that are displaced through this policy, subsidized housing will be made available in the rural parts of Maharashtra. We understand that this will lead to an upheaval in society, especially amongst the illegal migrants from Bangladesh, Pakistan, and other neighboring countries; however it is necessary that the State be in control of the social situation and not the slum dwellers. 4) We will introduce an additional ZSZ tax on the following items: Petrol, Diesel, Beer, all Alcoholic products, Meat products, and franchised product shops. ZSZ tax will not be applied on CNG, LPG, Cigarettes, Chicken, Eggs or any processed food products, clothing, accessories or any items not included in the ZSZ tax list. 5) We will upgrade the public transport service to enable citizens to have access to safe & convenient system to include metro- rail, buses and share-a-taxi; under one single point – to – point ticket or pass. Such transport will be constantly monitored with electronic devices to ensure the safety of citizens at all times. Special facilities will be designed for the convenience and safety of children, women, the elderly and the handicapped. Taxis service will be available as usual; however with strict monitoring by the LEOs for the safety of passengers.
  • 14. sanjaymatkar@gmail.com October 2013 Page 14 of 32 10) Guaranteed Basic Food & drinking water supply for every resident: It is the duty and responsibility of the Government that every citizen must have easy access to basic food and drinking water supply. 1) We as Govt. will ensure the easy and tax - free availability of the following food items: Non- basmati rice, wheat or barley, salt, jiggery, yellow dal, black dal, dried pulses and vegetable cooking oil. 2) The above items will be fully exempt from tax for all citizens; however they will not be subsidized in any manner. 3) We as Govt. will ensure the availability of processed food, packaged in hygienic conditions by Govt. canteens and / or food manufacturing plants to ensure at least (2) healthy meals every day for children under the age of 12. These meals will be available at designated Govt. approved outlets and schools. Meals will be free for all children, but will be available upon presentation of SRDB Identity card. 4) We will ensure that those citizens who are unable to reach the food outlets are located, identified and enrolled into a data-base. This will enable Govt. Social services to reach out to such citizens and ensure that basic food, drinking water, medical treatment and medications reach the beneficiary on time. 5) The Govt. will not discriminate against illegal foreigners within the State in the matter of humanitarian relief and associated efforts. However, State reserves the right to enroll such persons into the State’s Residents Data Base (SRDB) as an illegal immigrant and take action as recommended by Law, including deportation to home country. 6) Many out-of-state Indian nationals migrate to the State in search of livelihood and a better life. The State welcomes these persons; provided that they enroll themselves into the SRDB and follow the rules & laws of the State. Such enrolled persons will be fully eligible for basic food and drinking water on an immediate basis. 7) In order to enable the proper supply of safe drinking water in public places and outdoors, the State will install Industrial RO equipped water taps. Technology will be used to ensure that there is proper utilization of this scarce resource and wastage is eliminated to the minimum possible. 8) To overcome the issue that at times people may not have money to even purchase basic food items, the SRDB card can be used to obtain these food items in specified quantities on a 180 days credit basis. Credit can be paid off in interest free payment or by way of Volunteered Labor towards State’s activities. (Effectively in the latter circumstances the citizens will trade labor for food). 9) The Govt. will ensure that through its SRDB data-base; food, water & medications are delivered to the sick, the hospitalized and others in dire need of such assistance. This service is totally without cost to the recipient and is an acknowledged duty and responsibility of the State Govt.
  • 15. sanjaymatkar@gmail.com October 2013 Page 15 of 32 11) Education: It is the duty of the State Government to ensure that adequate educational facilities are available to the residents of the State – from Primary school education to specialized technical colleges in Medicines, Sciences, Engineering, Law and Technical Courses. With this focus, we will ensure the following: 1) Current schools facilities are repaired, built-up and upgraded to enable large and adequate class-rooms, clean bathrooms for students and teachers, adequate open spaces for out-door activities and all required teaching tools for the classes. Each school will have a properly equipped library. 2) With the perspective of imparting Indian National Values to the children and students, it will be compulsory for schools to ensure the following: a) Hoisting the National Flag on the School Premises every morning. b) Singing of the National Anthem by all those present. (Pre-recorded audio of the National Anthem will be prohibited). c) Saluting the National Flag when National Anthem concludes. d) Lowering of the National Flag before sunset, again with the recitation of the National Anthem by all those present. 3) Students will be required to wear school uniforms that instill and display National identity, pride and honor of being an Indian citizen. The design, color, shape and quality of school uniforms for students and tutors will be specified by the Govt. Educational department and will be mandatory for all school; public and private. 4) Schools belonging to privately owned and managed by educational business companies are required to follow all regulations as prescribed by the State. Non-compliance and violations of the rules & regulations will be deemed as anti-national activity and the offenders (school trustees, owners, managers, etc) shall be subject to imprisonment, hard labor and confistication of personal property of the offenders. 5) School curriculum will be amended and upgraded to state actual facts as they exist in reality and not as they are stated presently for political benefit by the various political parties. 6) The subjects of Civics and Social Responsibility will be made compulsory in all schools at all levels from primary to HSC. 7) Colleges are facilities of higher learning. Political activity inside educational Institutes and Universities will be prohibited and banned. The Government of Maharashtra will not accept any compromise in this area and offenders will be severely punished. Political activity is defined as any attempt to “elect” representatives of students, connections to any political parties, attempting to pursue any political agenda within campus premises or any attempts to organize students under political and/or social / religious groups. 8) Scholastic debates and discussions on politics, as part of the curriculum are permitted without any restrictions by the State Government.

Citizens dying on road-side and children being affected by ill-health due to various reasons is a reality that everyone tends to ignore and almost have accepted it as part of our society. A health service does not include only medicines & medical treatment. It starts with a garbage free city and efficient drainage systems that remove the filth that are breeding grounds of germs, bacteria and disease. We-the-People will ensure the best possible healthy and nourishing environment by implementing the following: 1) Removal of garbage on a daily basis and disposing it off in a proper fashion. 2) Residents will be required by Law to package their garbage in proper containers. Government regulations will define a correct system for garbage bags, containers and transport of same; and this will have to be strictly followed by all residents, businesses, factories and other establishments. Non- compliance will be punished with heavy fines and imprisonment of the offenders. 3) Ensuring a functional drainage system in every city, town and village. 4) Provision of clean urinals and toilets to cater to the demand of the population. 5) Reduction of air pollution by enforcement of air quality requirements for vehicles, industry and ancillary areas of production. 6) Improve the quality of air by planting trees, shrubs and grass as recommended by the State Horticulture Dept. 7) Reduction of Noise pollution by enforcing noise reduction laws. Loud- speakers will be banned. There is no requirement of loudspeakers for prayers, public functions or political activity. The only exceptions are use of loudspeakers by Police Dept(s), to ensure law & order and by Army units when needed for public announcements and public safety enforcement. 8) Vehicle horns of more than 5db will be prohibited. Multiple horns of one vehicle will be prohibited. Offenders will be subject to heavy fines and imprisonment. 9) Food pollution is a major factor for diseases and infections; especially among the poor sections of society. Road-side food stalls use unapproved and sometimes prohibited varieties of oil, spices and condiments that are dangerous to health. The consumption of spoiled or improperly cooked meat adds to these dangers to health. The Govt. will enforced high quality standards in all eating establishments to ensure that the risk of food pollution is reduced to the minimum. 10)Water pollution is the major cause of infections among the poor and the children. Govt. will assure clean and safe drinking water supply to all residents to ensure that water borne diseases are removed completely. 11)Beyond all of the above the network of hospitals and hospices will ensure that facilities for good health are available to every resident of our great State of Maharashtra.
  • 17. sanjaymatkar@gmail.com October 2013 Page 17 of 32 13) Irrigation & Agriculture: The Great State of Maharashtra has always been blessed with rich soil and large agricultural land tracts; though it also has land banks that are victim to low-rainfall and drought. Many areas of the State are subject to Rain-fed crop pattern, heavy soil erosion, scarcity of drinking water, non-availability of cattle fodder and non-availability of fuel wood. The focus on cash crops such as sugarcane and banana has resulted in lowering of water tables; which increase the drought conditions and lead to seasonal famine(s). We-the-People will implement an Agricultural and Animal Husbandry Farm Policy that will emphasize: a) Water conservation at Village levels with the utilization of check-dams, percolation tanks, earth bunds, contour trenching of hill slopes and open water wells. b) Total ban on bore-wells in rural areas. c) Completion of the planned canal system with linkage to the rivers and dams to ensure year-round supply of water to the fields. d) Organic farming procedures that will lower the use of chemical fertilizers, thus lowering the cost of farming to the farmer. e) State Agriculture Development Dept. will work closely with farmers to ensure that proper crops are sowed in proper fashion to get the best yield. Cash crops will be restricted to the minimum and there will be emphasis on nutritional crops that are required as food by the population of State and Country. f) There will be a strict evaluation of GM (genetically modified) seeds. Foreign companies selling GM seeds will be banned from the State. Licensing of GM seeds to the farmers and / or patenting of such seeds will be banned in the State. Only those GM seeds developed by local agricultural institutes will be permitted, depending on their scientific appraisal and community acceptance. g) Any attempt by foreign companies or their Indian partners to force GM crop seeds onto the farmers will be considered as ‘anti-national activity’ and punished harshly with financial penalties & imprisonments. h) Animal husbandry and dairy product development will be encouraged with the help of latest technology, small – scale processing units of International standards, availability of fast transport of perishable produce from farm to market and development of localized profit centers to benefit the farmer and the village. i) We recognize the ‘talent bank’ of the village women. The State Govt. will ensure that latest technologies in the agriculture & animal farming sector are taught to the locals on a regular basis, to ensure that the State is always ahead in farming. j) The State will implement bio-gas plant(s), along with solar energy systems to ensure that villages are self sufficient in basic power for homes, school, hospital - clinics and water-pumps.
  • 18. sanjaymatkar@gmail.com October 2013 Page 18 of 32 14) Agro Industry and Food Processing: With the proper implementation of constant Electric power supply, Potable water supply and a Comprehensive Agricultural & Farm policy; it is expected that the State will grow a huge surplus of food and dairy produce, whereby supply will be higher than the demand. Keeping in view that no grain of food or drop of milk should go waste; the State will focus on developing a ‘state-of-the-art’ agro industry and food – processing industry that will equal and surpass International standards in food preservation and its packaging for consumer usage, with emphasis on lowest usage of chemical preservatives and longer shelf life of the produce & its products. The State will make it legally mandatory for each farm to have: 1) Grain silos that are technically designed to preserve and fumigate grain items to reduce wastage drastically. If the farmer is financially unable to build such grain silos, the Govt. will assist the farmer by installing such grain silos at Govt. cost and then charging the farmer annual rent for the storage of grain. Storage of grain in Govt. approved silos will be mandatory by Law. 2) Govt. will expand the Rural Agriculture Cooperative Societies to enable advance structuring and networking for efficient collection of Milk and it’s preservation, transport in raw form and / or processing into milk products such as Milk powder, Cheese, Butter, Butter-milk, etc; in modern plants located at District levels. While many such plants exist, it’s necessary that they be modernized with latest technology, equipment and expanded capacity. 3) Cattle population with its various breeds will be monitored with each animal entered into a data-base and its health and milk output monitored. Required veterinarian services will be made available on a precautionary basis with regular medical checks of the cattle towards nutrition, disease & treatment. 4) The preservation of Fruits & Vegetables is an ignored area at this time. The Govt. will initiate programs towards fruit & vegetable preservation in its raw form as well as in form of various products. State-of-Art-Technology will provide for natural preservation of fruit pulp, fruit juices, vegetable juices & extracts, etc. 5) One special focus will be on the growth & development of various roots, herbs and plants that have medicinal value. Ayurvedic plants are not only required for alternate forms of medical treatment but also have high commercial value in international markets. 6) In areas of non-agricultural or rocky soil that is unsuitable for regular farming, the Govt. will make all efforts to stimulate Green- house projects towards growth of flower crops such as Roses and Orchids, in controlled environments to cater to National urban markets and International markets. 7) In the coastal areas of Konkan and in similar climatic conditions in other areas of the State; the Govt. will ensure and support farming of water products such as shrimps, crabs, and other sweet water fish. An all round development of Agricultural produce will enhance the resources of the State, to unprecedented levels.

Whether in the area of Industrial products and manufacturing or the areas of Distribution & Retail Sales; almost 50% of such businesses operate without proper licensing, registration or permissions of the State Authorities. The Exchequer(s) of the State and Municipal Corporations lose potential revenues of minimum (estimated) amounts of Rs. 5,000 to 8,000 Crores per year. In order to enable the total recovery of all taxes that are due to the Govt. Treasury, We- The-People will enforce a strict system of Trade licenses for all industries; in the following manner: 1) All companies will necessary have to register with the State Registrar of Companies before commencing any business activity in the State. 2) Trade Licenses will be issued on an ‘annual basis’ valid for 365 days from date of issue and must be renewed at least 30 days before expiry, every year. 3) Annual Trade License Fees will be charged as follows: Rs: 1,00,001 for each ‘Proprietary Business’ that employs less than 5 people; Rs: 5,00,001 for each Proprietary Business that employs 6 to 50 people, as also ‘Partnership Business’ that employs up-to 50 people; Rs: 7,00,001 for each ‘Private Limited Company’ that employs up-to 100 people; Rs: 11,00,001 for each ‘Limited Company’ not listed on any stock exchange and Rs: 21,00,001 for each ‘Limited Company’ that is listed on any Stock exchange in the Country or Internationally. 4) Every individual working inside the State will be required to register his / her occupation with ESIS (Employee State Insurance Scheme) and must have a “Worker Permit”. Worker permits will be valid for 36 months from date of issue and will be charged a fee of Rs: 5,001 per every three years. 5) Worker Permit will ensure that every person working in the State will be entitled to: (a) Minimum wage per 8 hour work day, (b) Worker’s compensation and accident Insurance, (c) Medical Insurance and (d) Access to Industrial training programs and Industrial capability certifications from State Government’s Industrial Department(s). 6) Worker Permits will be required for all those who wish to “work” and will cover every individual from Company owner / Director to lowest ranked worker, as also professionals in every industry, including Medical, Engineering, Accounting, Entertainment (Film /TV serials) and Agriculture & Farming. 7) Simple Rule will be: If any person is working in the State and receives a financial benefit from such work; that person is required to possess a valid Worker Permit. 8) The Government will also take radical steps to authorize and issue ‘Worker Permit’ to the following professions: Prostitution, Touts & Pimps, Rag / Garbage pickers and Drain / Sewage cleaners. Special medical diagnosis and treatment facilities will be extended to workers of these professions.
  • 20. sanjaymatkar@gmail.com October 2013 Page 20 of 32 15) Business and Industrial Growth Opportunities: (Continued) 9) Trade Licenses will ensure that the Government has complete records of the various Industries that are registered within the State and this will enable the Govt. to calculate the following infrastructure parameters that will be needed for the efficient performance of the businesses: (a) Requirement of Power & Electricity. (b) Requirement of Potable Water. (c) Requirement of Effluent drainage & garbage collection systems. (d) Requirement of Industrial scrap disposal systems. 10) Government will be able to plan and contain various industries in specific zones to enable their proper functioning as well as enable the Govt. to build the needed infrastructure around specific industrial areas; enabling it to contain waste & pollution and assuring highest standards of Industrial safety, pollution control, and safe disposal of industrial effluent, industrial garbage and environmental safety. 11) Planned Industrial zones, Retail business areas and specified ‘light industrial areas’ for businesses such as vehicle repair & maintenance shops, vehicle accessory shops, and similar businesses will ensure that residential areas are not subject to industrial pollution and raises the safety standards of the State’s residents. 12) This policy will immediately finish the road-side / footpath shops that are a hazard to the Society, remove all illegal migration and most important, it will bring into the State treasury all the excess money that the Treasury is being cheated out of today. 13) It is necessary & required that Industrial areas policy should be designated and enforced; to enable smooth transition of raw material into finished products as well as proper delivery of services that enable industrial growth. 16) Increased Employment Opportunities: With the Policy of Industrial Licensing and Worker Permits in place; the currently unorganized labor sector will be organized on the basis of talent banks, age-groups, physical capability, and future learning opportunities with assured minimum wages and all facilities towards an honorable work culture. This will draw out the best talent that exists within the State and the Nation; resulting in higher standards of work quality, higher work efficiency, decline in loss of man-days that affect economy and will result in higher profits for business owners, correct wages & benefits for laborers and increase in revenues for the State Treasury. This model can be found in all advanced countries and will benefit our State in every manner.
  • 21. sanjaymatkar@gmail.com October 2013 Page 21 of 32 17) Equality for Women: In every discussions, mostly amongst the elite ‘opinion makers’, there is the discussion of the “glass ceiling” that supposedly stops women progressing professionally beyond a certain level of advancement. This entire thought process is wrong and is a false idea. In India; women has long held the top positions of responsibility in almost every field known to humanity, though the same cannot be said to be part of the Nation’s ethos. Women’s empowerment is still in its lowest stages of development and unless there is a radical policy that empowers women, the cultural thought process will not change. This empowerment can only succeed if many old myths based on culture and religion is destroyed and the thinking of our citizens it radically changed. This can be achieved in two ways: (a) Education is made a compulsory mandate in our Society, and (b) The Govt. ensures that women play a more dominant role in the social, cultural and administrative areas of governance. In this reference, We-the-People will ensure the following Govt. Administrative policies to empower women: 1) All cases of rape, assault on women and children and murder of women will be tried by an all ladies court. This ‘All Ladies Court’ will be permanent in nature from Sessions court to High Court and will have only women staff. The Judge, Jury, Lawyers, Administrative Staff, Bailiff, Security Police, Court Police will all be women. This will enable the speedy delivery of Justice in all cases of crime against women. 2) Social Welfare Dept. will be empowered to seek out and take into custody beggar- women and street children; whether such children are with beggar parents or not, as well as abandoned and orphan children and these women and children will be sheltered, protected, educated, trained and given better opportunities in life by the State. 3) All women’s teams shall be formed in every department of Govt. to ensure a focused approach to Women’s empowerment to cover safety, security, education, work training and job opportunities. 4) Women owned businesses in rural areas will qualify for low interest Govt. loans, deferred tax benefits for first three years and free business training from Govt. colleges and educational departments. 5) Women in rural areas who are unable to pursue higher education will be trained in Industrial Training Institutes for training in maintenance and operation(s) of heavy vehicles, tractors, industrial equipment, and other similar technologies in farm, power generation & power transmission and water resources management. “A woman is human.   • 22. sanjaymatkar@gmail.com October 2013 Page 22 of 32 18) Stringent punishment laws for protection of Women and Children: Crimes against women and children have reached unacceptable limits and it is time that the accused criminals are not only punished mercilessly but such punishment should be used to deter other criminals to even think or attempt such crimes. Deterrent happens when the criminal knows in advance that the punishment will be painful, brutal and that the ‘economics of crime’ will be against him. Given the current circumstances of the ‘impotence of law & order’ in the State; We-the-People will enact and implement the following policies: 1) Signs of physical assault on a woman or child noticed by any citizen and reported to the authorities will be deemed as ‘automatic F.I.R’ that a crime has been committed. 2) DNA testing and its results will be accepted a ‘primary evidence’ against the accused criminals. 3) CCTV Video footage, MMS, any other form of video recordings of a crime will be deemed as ‘acceptable evidence’ in a criminal case. 4) Those accused found guilty of criminal intimidation, kidnapping, rape, murder; either as single crimes of any combination of the above; when found guilty in the court of law, at sessions court level will face an immediate punishment of castration; i.e: surgical removal of the penis. This punishment will be carried out, regardless of subsequent punishments of either death penalty of life imprisonment. 5) Persons convicted for crimes against women and children will have their prison / prisoner number tattooed on their right first finger to enable it to be visible at all times. 6) For those crimes against women that do not involve kidnapping, rape or murder, but are restricted to domestic violence and intimidation; where the accused are found guilty in the court of law, the punishment will be surgical removal of one testicle and whatever other punishment that is handed down by the Sessions court. 7) The children of our Nation require protection, guidance, love and affection. Any person, who attempts to endanger the children in any manner whatsoever, has to be deemed as a dangerous criminal and a threat to society and must be punished with strictness, without sympathy. 8) We firmly believe that unless criminal mentality is intimidated by strict and harsh laws, crime cannot be brought under control. 9) Women have a revered place in India’s culture and heritage. Children are the future of our great Nation. Keeping our women and children safe from criminals is not only our responsibility but our duty. 10)The role of the media in every trial of crime against women and children will be monitored closely. If there is any evidence of media attempts to influence the course of action of the legal process; such influencers will be deemed as co-criminals in the case and shall be liable for criminal prosecution.

This has given rise to the E-information services and devices that are reaching remote corners of the State. This is the positive side of technology. The negative side is that people with access to internet, computers, laptops, smart mobiles, Tabs and similar devices are getting addicted to the cyber world and are being drawn away from the real world. This can be seen from the falling health standards, lower physical health of such technology users, their diversion from family & family values, lack of adequate physical activity that assures physical fitness and good health, increasing number of teenagers with poor eyesight and increasing medical problems due to an enclosed sedentary lifestyle. Added to this is the prevalence of teenage smoking and consumption of alcohol that is an additional source of health problems for the younger generations. We-the-People will ensure that all those young citizens who are capable of physical activity are enrolled into sports activities, social activities on-the-ground, and other forms of interactions between citizens to ensure that there is community bonding, revival of competitive spirit, moral values, social and ethical values and leads to higher standards of thoughts and actions. Building the moral fiber of our Nation and installing Pride and Honor among our citizens is a prime responsibility of the Government and our Leaders. To those of our citizens who are physically disabled or handicapped; We-the-People will undertake required efforts and programs to enable all assistance to such citizens to enable them to participate in these activities as much as possible. Humanitarian actions are the core of any strong, rapidly developing Nation. We-the-People will ensure the following as a long term Govt. strategy: 1) Building of sports grounds with basic amenities to promote individual and team sports. 2) Repairs of currently available sports areas to enable them for usage. 3) Repossessing designated sports land areas from encroachers with harsh punishment for those who have encroached upon such land areas. 4) Building up of network of Sports enthusiasts in each Legislative assembly district and promoting sports by ways of Tournaments. 5) Appointment of retired sports people as ‘Sports Ambassadors’. Youngsters need guidance and mentoring in various sports to enable them to unleash their potential talents and allow them to succeed. They achieve self-confidence, pride, self – respect and most importantly – the sense of belonging to the community, the State and our proud Nation.
  • 24. sanjaymatkar@gmail.com October 2013 Page 24 of 32 h “To compel a man to furnish funds for the propagation of ideas he disbelieves and abhors is sinful and tyrannical.” ― Thomas Jefferson 20) Revenue, Taxation and Financial Management: The above mentioned programs and policies for the Re – Invention of the State will require constant and sufficient revenue generation to enable the State to fulfill its obligations and duties to the people of our Great State of Maharashtra. This can be achieved as a constant process only with proper and just Taxations of every resident of Maharashtra combined with a transparent and strictly controlled financial management of all resources; inwards and outwards. ‘We-the-People’ will restructure State taxes in the following manner: 1) All current State Taxes will be abolished, totally and completely. 2) State will impose a Service Tax of a fixed amount on all products and services to enable comprehensive generation of fair taxes from every person residing in the State. This will be achieved in the following manner: (a) Each product will have fixed amount of service tax per unit of the product; regardless of the size, weight or volume of the product. eg: A bottle of fruit juice will have a fixed tax of a fixed amount regardless of the volume of the fruit juice inside the bottle, within a maximum specified limit. (b) Similarly, each bag /can/any other form of packing will have specific amounts of service tax on each unit. (c) Taxes will be collected from the producer / manufacturer of the products and will be payable in advance before the product shipment enters the territorial area of the State (if product is from outside State) or before it leaves the factory premises (if product is produced inside the State). (d) In the same fashion the State will levy a fixed amount of tax for ever service being offered inside the State; be it the sale of food items (Except those food items listed as essential food items), beverages (including bottled / packaged water), hospitality, medical, technical, entertainment (prostitution will be taxed as entertainment), and all other services that are part of a normal healthy society. 3) Banking Tax: The State will levy a certain fixed tax amount per 1,000 Rupees that are either deposited or withdrawn in cash, from Banks / Bank accounts operated within the State of Maharashtra. This will enable the three pronged purpose of: (a) Curtailing Untaxed / Criminal / Unaccounted money transactions and frauds related to such transactions, (b) Encouraging citizens to utilize E-banking for most transactions. (c) Reducing the dangers caused to our Nation’s economy by counterfeit currency circulations.

When connected directly to the level and frequency of service and / or products used or consumed by the Customer; “Service Tax” can be both fair and equitable since it is the Tax-paying customer that decides on the amount of taxes that need to be paid. In simple terms, the more that a service is used or a product is consumed, more taxes are paid and the reverse is equally true. A “Super Tax” will be imposed on the following services: a. All mobile phone calls will be taxed at a rate of 25 paise per minute for incoming or outgoing calls, on each mobile phone. Similar tax will be imposed on uploads / downloads per MB, incoming & outgoing text / sms/ mms and on all services under the social media. b. A fixed tax of Rs. 11,000 per year will be imposed on Satellite dish TV services. As part of ensuring that such revenues are received by the State treasury, all cable networks will be banned, their equipment seized and their cables removed by force. Cable operators who insist on resisting or breaking the laws will be punished as per law with harsh financial penalties and imprisonment. c. Benefit to Home owners in Maharashtra: The “super tax” levied on Residents who own their residential property in the State will be refunded as per the following criteria: (i) For 1st property owned for more than 20 years: 100% refund, (ii) Property owned for more than 10 years but less than 20: 75% refund, (iii) For property owned for more than 5 years but less than 10: 50% refund, (iv) For property owned for less than 5 years: 25% refund. (v) Refunds are calculated on basis of owners residing in their property. No refunds will be available on secondary / multiple properties. (vi) Only first four mobile phones registered on post-paid plans per the primary property will be eligible for refunds. (vii) Satellite Dish ‘super tax’ will be refunded only on 1st / Primary property. (viii) Persons renting houses will not be eligible for super-tax refunds. (ix) Home owners who have received their homes under SRA will not be eligible for refund. (x) Super Tax refund is only for 1st house / residential property and not valid on commercial properties. (xi) All refunds will be made in the 3rd financial year (from the year that tax was collected) and will be refunded along-with simple interest of 4% per annum for the entire 3 year period. (xii) No ‘super tax’ will be imposed on land-lines or fiber-optic based internet services.
  • 26. sanjaymatkar@gmail.com October 2013 Page 26 of 32 Revenue, Taxation and Financial Management: (continued) Property Registration Taxes: Currently, registration of property in the State attracts two taxes: (1) Stamp Duty – which is calculated at the rate of 1% of the declared value of the property, and (2) Registration Fee – which is calculated at the rate of 2% of the declared value of the property. The crucial issue in this form of taxation is the under valuation of property that reduces the revenue of the State due to false representation by the Buyer & Seller to the transaction, and the boost to the black (un-taxable) money market. (The ‘declared value’ syndrome)! We-the-People will introduce a modern form of taxation that will be based on the square meter (footage) area of properties; where by property registration tax will be imposed in the following manner: (A) All property will be taxed at a fixed rate amount of the area of the property and not the value of the property, regardless of the location of that property in the State. (B) Tax amounts will be fixed at the rate of certain amount of Rupees per square meter and the Govt. will reserve the right to increase this amount every 5 years in a proportionate manner. (C) Residential and Commercial properties will be taxed in exactly the same amounts. (In essence, the actual structure will be taxed, not the potential usage). (D) As part of transparency of Governance, the Govt. will list all properties on the internet through secure websites with details of the ownership of the property, its taxed area and amount of tax collected from the owner(s). Film & Entertainment Industry Tax: The entertainment industry in Maharashtra has soared due to the influx of huge amounts of funding from abroad; in legal and illegal forms. Films & TV serials are being produced or released on a daily basis; and the State Exchequer is deprived of its fair share of taxes on such production or releases. Therefore, We-the-People will levy the following non- refundable taxes on Movie & Television Entertainment Serial production: (E) A fixed amount of Rupees 11 Crore as Pre-production Tax for any movie or TV serial or entertainment program that will be produced in Maharashtra. (F) A fixed amount of Rupees 21 Crore as Pre-Release Tax on the same as above. (G) The pre-production and pre-release taxes for Marathi movies or TV serial or entertainment program will be only 50% of the above stated amounts. (H) Any movies. TV serials or recorded entertainment programs produced outside the State will be required to pay the Pre- Release Tax at least 30 days in advance of the release date. (No exemptions, No Excuses). (I) All stage productions and similar entertainment before a live audience is not subject to this tax.
  • 27. sanjaymatkar@gmail.com October 2013 Page 27 of 32 21) Power Generation & Alternate Sources of Energy: Maharashtra was a Power surplus state till the early 1990s. Since then, the controversy of the then Enron power plant project; and improper planning in power generation and capacity addition policy since then has led to load shedding / power cuts, even as demand has increased. Currently (in 2013) the gap between demand and supply is almost zero (demand & supply are both approximately in the 13 thousand MW range), however high distribution losses in intensive commercial areas reduces efficiency and increases financial losses to the State. Power theft by illegal commercial units is another major factor that has hindered the growth and proper planning of power generation. Currently Maharashtra accounts for 13.5% of the total installed power generation capacity in India and most of this is generated from fossil fuels (coal and natural gas). However, the peak demand is expected to grow at a ‘compounded annual growth rate’ (CAGR) of 5%. Overall, the electricity scenario is not good in our State and needs further investment to increase power generation. Based on the current status of fossil fuel supply to the power plants, it is difficult to rely on a single source of energy in the years ahead. Renewable energy should be the future of energy sector in Maharashtra. Aligned with the Renewable Purchase Obligations under the Electricity Act and India’s National Action Plan of Climate Change, capacity addition to the renewable energy sector is taking place slowly in the State, while it has considerable wind and solar energy harnessing potential. The renewable energy potential energy capacity in Maharashtra (by 2016-17) is 540 MW, out of which only 7.8 MW has been planned till date. Under the RPO (renewable purchase obligations); Maharashtra is required to establish 380 MW green energy capacity by 2016, while achieving only ½ % of this target till date. Apart from Wind, Solar and Bio-mass that is deployed currently; We-the-People will focus on Energy from Municipal waste, Industrial waste, Bagasse co-generation and Ocean Wave Energy using ‘Wave Energy Converter Technology’. With a 700 Kms plus coast line, this technology will benefit Maharashtra hugely. There will be a sharp focus on reduction of transmission losses, use of technology to increase transmission efficiency and stop power theft, deployment of computerized meters to record individual & industrial power usage and strict monitoring of the entire system to enable electricity power to reach the residents on a non-stop basis at an affordable price. Gas based power plants have not been given due consideration by the current Governments, due to its narrow focus on price control of power from the electricity producers. With the increase in global coal prices and the massive devaluation of the Indian Rupee in the global currency exchange; our Govt. will utilize the local availability of Natural Gas through NTPC to fulfill the power demands of the State, at non-subsidized, commercial rates. As Maharashtra changes from its current average quality of living standards to the highest international standards; the cost of living will be commensurate with the average incomes, thus allowing for acceptable power tariffs and customer billing.
  • 28. sanjaymatkar@gmail.com October 2013 Page 28 of 32 A journey around Maharashtra will provide lessons in history, beauty, politics, administration, religion, and the point of Life. 22) Development of Tourism Infrastructure & Heritage sites Tourism requires a planned infrastructure of comfortable and safe roads, clean and well maintained tourist sites, high standards of cleanliness for food outlets, safe drinking water and immediate availability of medical services along-with a diplomatic presence of law enforcement. While, We-the-People will work on restructuring the infrastructure network which in turn will assist the Tourism infrastructure; certain additional requirements will have to be undertaken under the Maharashtra Tourism Development Act to ensure that the average tourist is not only well catered for, but also has the opportunity to learn correct facts and knowledge of the History of our Great State. With this focus in mind; State Universities will be involved in training of Guides and knowledge experts to impart historically correct information to all. The standards of restaurants and hotels / lodging will be necessarily required to conform to International standards. There will be an intensive inclusion of available technology that will be used in this effort. Local municipalities will be recruited to ensure the cleanliness of the tourist sites and horticultural departments will be recruited to ensure the establishment and maintenance of trees and the natural environment. One key factor will be the inclusion of professional individuals from the hotel and hospitality sectors to plan build and maintain the tourism infrastructure. Heritage Sites: There are four World Heritage sites in Maharashtra- (The Caves of Ajanta, Ellora and Elephanta, and the Chhatrapati Shivaji Railway Terminus of Mumbai). Other heritage sites include palaces, forts, monuments and statues. These sites are today better known for their lack of maintenance rather than historical importance. By Law, the Archeological Survey of India (ASI) is responsible for the upkeep and safety of these sites; in reality however, due to lack of a coherent Central Govt. Policy and adequate funding, the ASI is unable to fulfill its responsibilities to the highest efficiency. The Govt. of We-the-People will organize and launch the Maharashtra State Archeological Authority- that will work closely with ASI, and also foreign archeological institutes and University departments to ensure that the heritage sites are fully maintained with structural conservation, chemical preservation, efficient repairs and safe environmental development to ensure their safety. The State will fund these activities from its own treasury. Over the past two decades, the current Governments have tried to shift the responsibility of the maintenance and upkeep of heritage sites by either contracting out the same to private companies on a commercial basis or ignored the maintenance completely, allowing the sites to deteriorate under the forces of nature and the indiscipline of visitors who do not understand the value of these historical monuments. We-the-People will ensure that these sites are protected, repaired and maintained at all times to ensure that their importance in our Society and are a pleasure to visit, both for relaxation as well as education.
  • 29. sanjaymatkar@gmail.com October 2013 Page 29 of 32 23) Development of New Ports & Infrastructure Upgrade of existing ports to International standards: Maharashtra, with its vast coastline of 720kms, has 35 creeks and rivers has immense potential to develop various water-front project; be it port development, port-related infrastructure, inland waterways, or for setting up ship building yards. There are 48 intermediate and minor ports situated on the coast of Maharashtra, which are already organized in 5 groups. Apart from Mumbai port in Mumbai city, and Nhava Sheva, New Mumbai, which has been developed into a major shipping hub on the West coast of India; the ports of Karanja and Jaigad have developed into multi-purpose terminals for mineral ore handling. Mazagaon Docks at Mumbai port is the only major shipyard that is capable of producing medium sized vessels including warships; while Usgaon at Dabhol and Bhagwati Bunder at Ratnagiri produce small sized maritime ships, and have the potential to be developed into major shipyards. Ten other port areas have the potential to be developed into modern shipyards. We-the-People Govt. will undertake a comprehensive program to develop the ten potential port areas; initially into captive jetties that can facilitate the movement of export cargo and prepare the base for at least five of these ports to be developed into major ship-building yards. In the first 5-year period, at least two shipyards will be developed into fully modernized heavy ship building yards to produce super-cargo ships and battleships such as air-craft carriers. This will ensure direct employment to at least 10,000 persons inside the port facilities with secondary/ indirect employment to 250,000 in secondary industry jobs. Apart from this, all the 48 ports on the coast and river creeks will be developed into passenger ferry stations that will have the capability and capacity to handle at least three RORO vessels simultaneously for transport of passengers and vessels and / or three high capacity hovercrafts for transport of passengers and light vehicles. When fully developed, this infrastructure will reduce the vehicular traffic load on the Konkan Highways by at least 50% and help in saving trucking cost, fuel consumptions and reduction of pollution. Traditionally, water transport has always been cheaper and faster than road transport and our Govt. will focus on this development. The existing port infrastructure at Nhava Sheva, Karanja and Jaigad is pathetic, with badly planned and un-maintained roads, insufficient and haphazard truck parking, lack of facilities and amenities for the daily influx of people and total lack of control over illegal construction around the port area. Our Govt. will change all this and re-design the port infrastructure to have international standard facilities with clean and well maintained 6-lane roads, fully lighted, hard-ground truck parking facilities, adequate restaurants and rest areas for people comfort and medical / hospital and emergency services facilities inside the port area. Each port will have its own police and defense force. Each port complex will directly employ at least 5,000 people towards infrastructure maintenance and operations of port operations, regular services and emergency services with additional 100,000 being indirectly employed in satellite services that accompany each major port. Ports will be equipped with cutting edge technology to boost, maintain and achieve highest possible international standards.
  • 30. sanjaymatkar@gmail.com October 2013 Page 30 of 32 24) Development Intra-State Water Transportation development: As per available information, approx. 15 million passengers in the coastal districts of the state use Inland Water Transport annually. Eight projects in Maharashtra State have been approved for development, at an estimated cost of Rs. 30 crores. The sites approved are Vishnupuri and Isapur in district Nanded, and Karanja, Mandwa, Rajpuri, Janjira, Dighi, and Agardanda in district Raigad. These projects are still at various stages of initial implementation. Beyond this initial, half – hearted approach, current Governments have not given any importance to Water transportation development. We-the-People will complete the above sections of the proposed development within 18 months of kick-starting the entire project and also fully implement water transport system along the west coast of Mumbai from Borivali to Nariman Point with stops at Juhu and Bandra, and services from Nariman Point to the east coast areas of Vashi and Nerul, with a stop at Chembur. The services will be designed to accommodate RORO ships that can carry light vehicles and passengers. There will be extensive surveys to study the rivers of Maharashtra for use as a Transport medium. Godavari is the major river that originates at Trimbakeshwar (near Nasik) and flows through Kopergaon, Puntamba, Paithan, Nanded, Sironcha and Gevrai. The Govt. will ensure that major portions of the Godavari and its ten tributaries are fully utilized for water transport using shallow water / flat-bottom ships and mechanized rafts. The emphasis will be on transport of Goods and merchandise, rather than passengers. To ensure safety and security at all times on the water-ways, the Govt. will raise a special Marine Police Force to oversee operations and provide emergency services and rescue facilities in case of any emergency. The Marine Police will report to the Minister of Transport, at the State level. DEVELOPMENT OF THE MURUD JANJIRA ISLAND FORT: Murud-Janjira Fort is situated on an oval-shaped rock off the Arabian Sea coast near the port town of Murud, 165 km south of Mumbai. Janjira is considered one of the strongest marine forts in India. It is currently owned by the Government of India. This massive, well defended stone structure will be purchased / long leased by our Govt. and converted into a modern, high-security prison for imprisonment of terrorists and other highly dangerous criminals. The remote location of this island fort isolates it from the civilian population, prevents communications between the prisoners and outsiders, isolates prisoners from their supporters and uses the natural barriers of sea and rock to prevent escape. When properly developed, this can be the largest and best secured prison facility in Maharashtra.

Wilson, The Future Of Life 25) Climate Change, Environment & Forest Preservations: Maharashtra state covers an area of 307,731 km2 or 9.84% of the total geographical area of India, out of which 61,939 sq km as forest area. The State's forest cover is estimated to be over 20 per cent, and reducing drastically. Due to corruption and Govt. inefficiency the forest areas are undeveloped and ignored for development; leading to alienation of the tribal residents and encouraging terrorist activities against the State. We-the-People will ensure policies that will: 1) Preserve the Forest areas by prohibiting tree –felling and mining in totality. 2) Ensure balance between Nature and modern technology to assure the best standards of forest based products and safety to environment. 3) Ensure proper irrigation of barren forest land to increase forest cover. 4) The Adivasi (forest inhabitants) must have local access to facilities and amenities of the modern world, to include and not restricted to education, medical & emergency services, safety & security of people, live-stock and forest plants and animals. 5) Provision of nature friendly roads, electric supply, drinking water supply and communication facilities to the forest areas will be a top priority of the Govt. 6) Increase the production of natural herbs and plants to increase income levels of local farmers. 7) Reduce the use of wood based products to enable conservation of trees. 8) Rapid urbanization has reduced the forest cover in the city areas to a minimum. The Govt. will make it a priority to plant at least 100,000 trees per year in the urban areas to increase greenery. Scientifically, this will assist in increased oxygen release into the atmosphere, lower average temperatures, reduces greenhouse gases and smog. Each one acre of trees absorbs approximately 6 tons of Carbon-dioxide and releases four tons of oxygen; based on the correct tree type that is suitable for specific climatic conditions. A study of Mumbai city has shown that there are approximately 10 – 12 crore spaces where trees could be planted without inconvenience to residents. The reduction of green house gases and its direct benefit in saving energy costs can be in the range of multi-crores every year. 9) Ensuring a clean, green environment with minimal carbon foot-print will be the focus of our Government.

It is not only the constitutional right of the citizen but also their duty and responsibility to participate in the democratic process.  Equality is another key foundation of a democratic society and democracy emphasizes the principle that ‘all citizens are equal’ - . Equality means that all individuals are valued equally, have equal opportunities, and may not be discriminated against because of their race, religion, ethnic group, gender or sexual orientation.  We-the-People believe in accountability. Elected and appointed officials have to be accountable to the people. They are responsible for their actions. Officials must make decisions and perform their duties according to the will and wishes of the people, not for themselves.  We-the-People believe in ‘Transparent Governance’. A transparent government holds public meetings and allows citizens to attend. The people are able to get information about what decisions are being made, by whom and why.  We believe that free markets must exist in a democracy. While the Government may have to play a stronger role to ensure that unfair practices are curbed and that there is a equitable distribution of wealth through business opportunities, economic freedom has to be a strong pillar of democracy.  A well defined structure of social, economic and anti-criminal laws, supported by a well trained and highly motivated law enforcement apparatus and court system that delivers speedy, fair and equitable justice is the central pillar of Democracy.  It is the responsibility of Government to ensure freedom of opportunity, wealth creation and environment to enjoy this creativity without fear of reprisals. Ensuring a corruption free society with strong laws against the corrupt is mandatory for strong democratic foundations of our Nation.  And finally; the Freedom to be Happy and Contented. That is what We-the-People will ensure for our citizens, our State and our Nation.
