This document outlines a low-cost strategy for winning an election with a budget of Rs. 56.15 lakh, less than the Rs. 70 lakh limit set by the Election Commission. The plan involves dividing the constituency into 20 wards with 10 core team members each, who will go door-to-door to gather voter information and distribute materials. Core team leaders will oversee efforts and hold public meetings. Vehicles will be used as mobile advertisements within wards. The candidate will visit each ward twice during campaigning. The strategy focuses on direct human engagement with voters to discuss the candidate's agenda of improving security, healthcare, education, employment opportunities, and representation for citizens.

STRATEGY:
1. CORE TEAM MEMBERS will be split into 2 Teams of 5 members each, per ward.
2. Each Team will walk house to house distributing printed material AND gathering details
of Registered Voters into a databank of:
(a) Email address,
(b) Whatsapp Number,
(c) Full Name &
(d) Home Phone number.

3. Teams have to be fully briefed on the Candidate’s Agenda and will answer all questions
of the Voters.
4. Teams will put in all effort to gain Volunteers from the Voters itself to enable the
Candidate to have approximately 3,000 booth level staff on Election Day.
5. CORE TEAM LEADERS will supervise and guide the teams’ on-the-ground. Team
Leaders will form bases of operations in the wards that they are supervising, such bases
being any local tea-shop, restaurant or street corner. The idea is to be in the public eye
and fully visible.
6. TEAM LEADERS will also hold road – shows in the morning at major bus – stops,
Railway station entrances (morning & evening crowd timings), outside local malls
(afternoon times) and any other venue that they feel fit.
7. TEAM LEADERS and MEMBERS will try to organize evening meetings with-in the
wards so that Candidate or TEAM Leaders can have open-house discussions with Voters.
8. TEAM LEADERS will have full freedom to decide on local strategy.
9. VEHICLES will be used to commute exclusively inside the wards as ‘rolling
advertisement boards’. NO loudspeakers will be used at any time.
10. The entire effort will be to engage the Voters on basis of Agenda and Candidate’s ability
to perform.
11. THE CANDIDATE will also roam every ward, at least twice through-out the campaign.
THE CORE OF THE STRATEGY IS THE HUMAN TOUCH – CANDIDATE REACHING OUT
IN PERSON TO THE VOTERS. Electronic medium will be used in minimum manner and on
peer-to-peer basis. (No paid services).
AGENDA:
As Member-of- Parliament, the Candidate can GUARANTEE the Voters of the following
(once elected as MP)
1.1 Upgraded Public Security Measures including modernization of Police Force,
Ambulance services and other emergency services.
1.2 Using approved funds to upgrade medical & life saving services in the Constituency.
1.3 Upgrading local hospitals to the status of Trauma Centers.
1.4 Installing Solar powered street lamps in every unlighted street, side-street and
non-lighted areas of the Constituency, under MPLAD funds.
1.5 Ensuring that the local MLA(s), Corporators and Bureaucrats did their duty and
fulfilled the Voter obligations – ON Time and Within Budget.
1.6 Establishing new Industrial Training Institutes inside the Constituency,

1.7 Establishing policy to use all school premises inside the Constituency to enable
evening classes for teaching English language free-of-cost.
1.8 Upgrading of all Railway stations inside the Constituency to the highest possible
safety standards for passenger safety.
1.9 Ensuring that foreign migrating workers within the Constituency are fully
supported to achieve foreign based jobs – without paying agent fees or being cheated
financially.
1.10 Protection of Migrant labor in foreign countries and their safe repatriation in
cases of emergency.
(SAMPLE) FIVE POINT ELECTION AGENDA & COMMITMENT TO VOTERS:
1 Identification & Deportation of Illegal immigrants and foreign nationals.
2 Amending Section 66A of the Information Technology (I.T) Act to safeguard and
ensure ‘Freedom of Speech’.
3 Total effort in Lok Sabha to ensure that old / immoral laws are repealed.
4 Remove Legislative Protection to of Convicted M.P(s), M.L.A(s) so that they can be
prosecuted and punished as per the Law. (through Private Member’s Bill).
5 Special Provision for faster / accelerated development of ‘financially deprived /
financially backward people’ to enable them immediate access to education, jobs and
low interest loans for home or small industry.
Candidates must ensure that they understand the responsibilities & powers of
Member of Parliament to develop their own agenda based on the needs of the
people / voters of their constituency.
A COMMITTED CANDIDATE; who is well educated, globally experienced and who has the
ability and capability to get the support of Voters on the above listed issues has a fair chance of
winning this coming election.
