9. State governed management is really weak and inefficient.
Management of VDNG was changed three times during the year.
VDNG increased huge debts.
25% of buildings went out of exploitation, others are uncomfortable and inefficient.
Main buildings were built in 1950-s and consume huge amount of energy.
A lot of gigantic concept designs of reconstruction were performed in past 20 years but none of them had a chance to be implemented.
VDNG authorities not have definite data on building status, energy consumption, social demand and nature resources
