Safety incentive programs that count days without an incident
have a reputation for success. A sim-
ple program posting the number of
days on a scoreboard seems to raise
safety awareness particularly when
the number of reported incidents de-
crease. If the last score reached was
55 days without an incident, the next
one is usually higher. Employees will
naturally want to beat their collective
high score. They will work together
to accomplish this, especially if there
is a reward for doing so. Rewards
for maintaining an incident-free
workplace may range from paid time
off to a celebration pizza party. What
could go wrong?
This is an easy program to put in
place. Many scoreboards are commer-
cially available showing the current
number of days without an incident
and the previous record. Models range
from whiteboard type to electronic.
Some boards even show days without
a lost-time incident and days with-
out an OSHA-recordable incident. A
scoreboard with this detail suggests
employees know and appreciate the
difference. The definitions would
probably be posted and discussed in
safety meetings. The assumption is that
this knowledge would increase safety
awareness.
Most of these boards carry an inspi-
rational message such as “safety first,”
“safety is no accident,” “help do your
part to make a new record,” or “safety
pays.” Many also have the words safety,
quality and excellence, implying that this
score is really a reflection of all three.
These scoreboards remind workers to
think about safety every day.
So far, everything in this article is
true and would probably be of great in-
terest to senior management and even
some safety professionals. After all, it
presents a simple return on investment
for innocent efforts. If this informa-
tion leaves the reader room for doubt,
chances are s/he is a seasoned pro-
fessional or perhaps a federal OSHA
administrator.

When provided with a carrot, em-
ployees will work together to win. At
first glance, it may appear this team
cooperation occurs on a cultural level
and results in preventing incidents. It
is easy to assume that results achieved
must be because employees are looking
out for each other and speaking up
about safety issues that could lead to
incidents.
Instead, the author believes that
employees who see scoreboards and
signs every day with sentiments such
as “safety first” become complacent.
Employees repeating the same efforts
with the same outcome in the same
environment eventually results in
complacency. This unintended conse-
quence is not obvious at first.
Here is a real-life example. A col-
league of the author was recounting a
recent conversation with a cashier at a
home improvement store. The cashier
told him the company had a safety in-
centive program that provided a pizza
party celebration for all employees after
a specific goa.

If you think lean is only for manufacturing, look it up on Wikipedia. You will find that lean principles, lean thinking and lean tools have been adapted and applied to everything from service industries to software development and now are being used to reduce the greatest waste of all: workplace injuries.
In a highly-competitive global marketplace, almost everyone is looking for competitive advantages. Lean is not just about “less,” it is about efficiency. It does not seek to do as well with fewer resources; it seeks to produce excellence by focusing resources on highly effective activities and eliminating the activities that do not add value. The basic premises of lean offer some potential opportunities to further improve safety as well.
Most people associate the term lean with the Toyota production system. This combined management and production system helped a small company grow to world-class size and market share. As they grew, most of the auto manufacturers and other industries studied their methods and tools to learn how to improve their own organizations. The system is multi-faceted, but several tenets within it have good potential application to safety: customer orientation, focus on value, efficiency through elimination of wastes and questioning existing wisdom and continuous improvement.
Customer orientation – Many safety professionals view their customer as upper management, board of directors and/or stockholders. Others don’t think of their safety process as having a customer at all; it is simply an aspect of management and a service to the organization. Lean thinking would point to the worker as the customer of the safety process. As such, the process should seek to better understand and meet the needs of the worker rather than seek to install safety programs through command and control.
Many organizations actually view the worker as the “problem,” rather than the customer. The goal of such processes is to limit the ability of the worker to take risks and therefore reduce accidental injuries. Very few safety programs actually market themselves to the worker and seek to “sell” them on the process’ merits and worth. It is assumed that safety is a duty of an employee and that compliance, rather than excellence, is the goal. These processes tend to evolve negatively oriented goals. Safety becomes an elimination of accidents rather than a strategy for excellence. The goal is not so much to succeed, as it is not to fail.
Focus on value – In lean manufacturing, value is defined as any action or process for which a customer is willing to pay. Obviously, people choose to pay for products or services they like or need. They base their selection on availability of features and aspects they prefer over the alternatives.
Organizations traditionally spend a lot of resources on marketing research to find out what their customers value and making sure that their products an.
What is Gemba?
For those who haven’t heard the term Gemba before, it is a Japanese word that means “The Real Place,” and is used in this context to refer to any area of a company where the action is taking place. This could be a warehouse where products are stored and shipped, or
a facility where products are made, or even a customer service area. Anywhere that action is taken and value is created in support of the business is considered Gemba.
So, a Gemba walk is when business leaders leave their offices and go out to see how things are done, and ideally, find ways to make improvements. Managers can get out and observe work from the ‘front lines’ rather than simply reviewing reports or listening to observations of others from behind their desks.

within a certain period of time before disciplinary action
is taken. This lets workers know exactly what is expected
and, if this excuse is a cover for one of the other issues
below, they will be more likely to bring up the real reason
if they know they could be fired or reprimanded if they
forget just one more time.
“It’s not comfortable/It doesn’t fit right…”
This type of excuse came up 30% of the time in the survey,
and with good reason. For many, comfort is a valid
concern and if things don’t fit right or make an employee
uncomfortable or distracted on the job, they could be
doing more harm than good. It is also worth noting that
some workers don’t like the look of certain equipment (a
bulky hat or pair of goggles, for example) and will use fit or
comfort as an excuse to not wear them.
Response: You’re going to need to invest some time
in getting this part right, because if employees aren’t
comfortable in their gear, compliance will continue to
suffer. A good solution is to get a group of employees,
including those who may have used this excuse for their
non-compliance in the past, and try a number of different
fits and styles of PPE. For example, if employees in a
lumberyard are required to use safety glasses or goggles
when using the saw, have this test group see which
glasses or goggles are the most comfortable and fit the
best. Because all workers are different, you may need to
get several different sizes and/or styles to find the right
balance. It’s worth it, however, as this is one of the easier

problem with PPE is
compliance, far and
away; there will always
be workers who refuse to wear or come up with excuses
to not wear their equipment. Some of these complaints
may seem more tangible and valid than others, but it’s
important to know how to deal with all of them. Let’s
categorize some of the reasons for complaints and then
take a look at how you can address each one.
“I just forgot…”
As much as 34% of respondents to a survey asking about
the most common excuses managers get for employees
not wearing their PPE said that employees said they
simply forgot. This is a bit of a tricky one to start out
with, because, as you’ll see in a minute, many of the other
categories have easier solutions.

production is being valued higher than safety. The phrase
“Safety is number one” shouldn’t be an empty refrain.
Response: Make sure employees know that work does not
start until safety is taken care of. They should understand
that, while efficiency is important, they get paid for
their time putting on safety equipment as well, and it
should take precedent over shaving off a few seconds of
production.
