Myanmar’s western Rakhine State experienced an uptick in violence in mid-October 2016 when insurgents belonging to the ethnic Rohingya Muslim minority carried out two large-scale attacks against security officials. The attackers killed nine police officers and four soldiers in Maungdaw Township on October 9 and October 11, respectively. Myanmar’s government quickly blamed the attacks on a jihadist group called Aqa Mul Mujahidin, which it claims has ties to foreign jihadists. The attacks were followed by another assault on Burmese officials in November 2016 when approximately 500 Rohingya insurgents were able to kill two soldiers before being fired on by army helicopters. Burma
Burma has a quasi-parliamentary system of government in which the national parliament selects the president, and constitutional provisions grant one-quarter of national, regional, and state parliamentary seats to active duty military appointees; all other seats are open to elections. The military also has the authority to appoint the ministers of defense, home affairs, and border affairs and assume power indefinitely over all branches of the government should the president declare a national state of emergency. In November 2015 the country held nationwide parliamentary elections that the public widely accepted as a credible reflection of the will of the people. The then opposition party, the National League for Democracy (NLD), chaired by Aung San Suu Kyi, won 390 of 491 contested seats in the bicameral parliament. Parliament elected NLD member U Htin Kyaw as president in March and created the position of State Counsellor for Aung San Suu Kyi in April, cementing her position as the country’s de facto leader.
Civilian authorities did not maintain effective control over the security forces.

State Level Consultation on Human Rights and Law, RanchiNaveen Bhartiya
The workshop on Human Rights and Law was held at Ranchi, Jharkhand on 14th and 15th July 2012. It dealt with a range of human rights issues in Jharkhand such as police/security forces brutality, essential services in conflict zones (food, health, schools and so on), atrocities on dalits, conditions of prisoners, Forest Rights Act and related issues, displacement, human rights defenders, communalism, and struggles of the urban poor: slums and hawkers in the state.
Mr. Mahatab Alam who moderated the workshop pointed out that themotive behind the Ranchi workshop was twofold. First, to build a network of human rights activists and lawyers in the state of Jharkhand to practically deal with issues such as police atrocities, displacement, food security and so on. Second, to document and focus on the state and police attack on human rights defenders who are raising their voice against illegal mining, police atrocities and other human rights violations in the state. These human rights defenders include lawyers, journalists, women’s rights activists, and those fighting against displacement and other issues. Towards the end of the session, the participants were requested to share their ideas and suggestions on how can we strengthen the network and effectively fight against human rights violations in Jharkhand through law.
In July this year, I traveled to South Africa to conduct a personal investigation, assisted by the Transvaal Agricultural Union and the F. W. De Klerk Foundation, of the growing number of murders against Afrikaner (Boer) farmers since black majority rule in 1994. The average murder rate of all South Africans is 34 per 100,000 per year, a high murder rate. (England’s is 2.4 per 100,000. Israel’s is 2.6. The Netherlands’ is 1.4. Japan’s is 0.5. The U.S. rate is 5.9.)4 But against white Boer farm owners, the murder rate in South Africa since 1994 has been 97 per 100,000, the highest murder rate in the world. (In Colombia, the next worst, the rate is 61.1)Most of the murders were hate crimes, with the victims’ bodies disemboweled, eyes gouged out, women raped, children burned or boiled alive. Very little property was stolen. A few years ago, the President of the African National Congress Youth League, Julius Malema, revived the ANC revolutionary song, “Kill the Boer, Kill the Farmer.” He sang it at countless ANC Youth League rallies in the past several years. Genocide Watch immediately issued a Genocide Alert when Malema began to sing the hate song, since he represented a radical, racist, communist wing of the governing party. We moved South Africa up to Stage 6 (Preparation) from 5 (Polarization) on our scale of genocide warnings. After Malema began to sing the hate song, the murder rate of Boer farmers increased monthly. Finally a farmer sued Malema under South Africa’s “hate speech” law, which defines hate speech clearly, and states that it is unprotected by the general free speech guaranteed by South Africa’s Constitution. South African law gives judges the authority to impose injunctions, fines, and even imprisonment. A South African judge found Malema guilty of hate speech and enjoined him from singing the “Kill the Boer” song. In his injunction, the South African judge directly paraphrased the analysis of incitement on the Genocide Watch website. Why is there a relationship between the “Kill the Boer” hate song and official government policy? The African National Congress (ANC) continues to be dominated by the South African Communist Party, which holds a majority in the South African Senate, and COSATU, South Africa’s Communist-run trade union association. The ANC has issued a “green paper” calling for forced land redistribution in South Africa, in violation of the SA Constitution. The SA Communist Party has also called for nationalization of all mines, banks, and industries. Currently 87 percent of commercial farms in South Africa are owned by 3 percent of the population, mostly white Boer farmers. The commercial farms produce most of South Africa’s food supply.

Burma
Burma has a quasi-parliamentary system of government in which the national parliament selects the president, and constitutional provisions grant one-quarter of national, regional, and state parliamentary seats to active duty military appointees; all other seats are open to elections. The military also has the authority to appoint the ministers of defense, home affairs, and border affairs and assume power indefinitely over all branches of the government should the president declare a national state of emergency. In November 2015 the country held nationwide parliamentary elections that the public widely accepted as a credible reflection of the will of the people. The then opposition party, the National League for Democracy (NLD), chaired by Aung San Suu Kyi, won 390 of 491 contested seats in the bicameral parliament. Parliament elected NLD member U Htin Kyaw as president in March and created the position of State Counsellor for Aung San Suu Kyi in April, cementing her position as the country’s de facto leader.
Civilian authorities did not maintain effective control over the security forces.

State Level Consultation on Human Rights and Law, RanchiNaveen Bhartiya
The workshop on Human Rights and Law was held at Ranchi, Jharkhand on 14th and 15th July 2012. It dealt with a range of human rights issues in Jharkhand such as police/security forces brutality, essential services in conflict zones (food, health, schools and so on), atrocities on dalits, conditions of prisoners, Forest Rights Act and related issues, displacement, human rights defenders, communalism, and struggles of the urban poor: slums and hawkers in the state.
Mr. Mahatab Alam who moderated the workshop pointed out that themotive behind the Ranchi workshop was twofold. First, to build a network of human rights activists and lawyers in the state of Jharkhand to practically deal with issues such as police atrocities, displacement, food security and so on. Second, to document and focus on the state and police attack on human rights defenders who are raising their voice against illegal mining, police atrocities and other human rights violations in the state. These human rights defenders include lawyers, journalists, women’s rights activists, and those fighting against displacement and other issues. Towards the end of the session, the participants were requested to share their ideas and suggestions on how can we strengthen the network and effectively fight against human rights violations in Jharkhand through law.
In July this year, I traveled to South Africa to conduct a personal investigation, assisted by the Transvaal Agricultural Union and the F. W. De Klerk Foundation, of the growing number of murders against Afrikaner (Boer) farmers since black majority rule in 1994. The average murder rate of all South Africans is 34 per 100,000 per year, a high murder rate. (England’s is 2.4 per 100,000. Israel’s is 2.6. The Netherlands’ is 1.4. Japan’s is 0.5. The U.S. rate is 5.9.)4 But against white Boer farm owners, the murder rate in South Africa since 1994 has been 97 per 100,000, the highest murder rate in the world. (In Colombia, the next worst, the rate is 61.1)Most of the murders were hate crimes, with the victims’ bodies disemboweled, eyes gouged out, women raped, children burned or boiled alive. Very little property was stolen. A few years ago, the President of the African National Congress Youth League, Julius Malema, revived the ANC revolutionary song, “Kill the Boer, Kill the Farmer.” He sang it at countless ANC Youth League rallies in the past several years. Genocide Watch immediately issued a Genocide Alert when Malema began to sing the hate song, since he represented a radical, racist, communist wing of the governing party. We moved South Africa up to Stage 6 (Preparation) from 5 (Polarization) on our scale of genocide warnings. After Malema began to sing the hate song, the murder rate of Boer farmers increased monthly. Finally a farmer sued Malema under South Africa’s “hate speech” law, which defines hate speech clearly, and states that it is unprotected by the general free speech guaranteed by South Africa’s Constitution. South African law gives judges the authority to impose injunctions, fines, and even imprisonment. A South African judge found Malema guilty of hate speech and enjoined him from singing the “Kill the Boer” song. In his injunction, the South African judge directly paraphrased the analysis of incitement on the Genocide Watch website. Why is there a relationship between the “Kill the Boer” hate song and official government policy? The African National Congress (ANC) continues to be dominated by the South African Communist Party, which holds a majority in the South African Senate, and COSATU, South Africa’s Communist-run trade union association. The ANC has issued a “green paper” calling for forced land redistribution in South Africa, in violation of the SA Constitution. The SA Communist Party has also called for nationalization of all mines, banks, and industries. Currently 87 percent of commercial farms in South Africa are owned by 3 percent of the population, mostly white Boer farmers. The commercial farms produce most of South Africa’s food supply.

The US House of Representatives is deeply concerned by ongoing and pervasive acts of antisemitic
harassment and intimidation at the Massachusetts Institute of Technology (MIT). Failing to act decisively to ensure a safe learning environment for all students would be a grave dereliction of your responsibilities as President of MIT and Chair of the MIT Corporation.
This Congress will not stand idly by and allow an environment hostile to Jewish students to persist. The House believes that your institution is in violation of Title VI of the Civil Rights Act, and the inability or
unwillingness to rectify this violation through action requires accountability.
Postsecondary education is a unique opportunity for students to learn and have their ideas and beliefs challenged. However, universities receiving hundreds of millions of federal funds annually have denied
students that opportunity and have been hijacked to become venues for the promotion of terrorism, antisemitic harassment and intimidation, unlawful encampments, and in some cases, assaults and riots.
The House of Representatives will not countenance the use of federal funds to indoctrinate students into hateful, antisemitic, anti-American supporters of terrorism. Investigations into campus antisemitism by the Committee on Education and the Workforce and the Committee on Ways and Means have been expanded into a Congress-wide probe across all relevant jurisdictions to address this national crisis. The undersigned Committees will conduct oversight into the use of federal funds at MIT and its learning environment under authorities granted to each Committee.

A senior United Nations official investigating Myanmar's
ongoing crackdown against the Rohingya says she is
increasingly convinced it may amount to genocide.
More than 680,000 Rohingya Muslim refugees have fled Buddhist-majority Myanmar
to neighboring Bangladesh since August 2017, bringing with them stories of mass
murder and destruction at the hands of the country's military.
"I am becoming more convinced that the crimes committed following 9 October 2016
and 25 August 2017 bear the hallmarks of genocide and call in the strongest terms for
accountability," said Yanghee Lee, the Special Rapporteur on human rights in
Myanmar.
Lee, who was speaking to the UN's Human Rights Council in Geneva on Monday, also
called for a body to be set up at Cox's Bazar in Bangladesh, where most Rohingya have
sought refuge, to compile evidence of human rights abuses in Myanmar.
She said its "aim would be to facilitate impartial, fair and independent international
criminal proceedings in national or international courts or tribunals."
CNN contacted Myanmar's government for comment but didn't receive an immediate
response.
Lee was speaking as her scathing report on the state of human rights in Myanmar was
released, in which she calls for calls "for a thorough, impartial and credible
investigation to be conducted without delay and perpetrators to be held responsible for
the alleged crimes that were committed in Rakhine State".
Myanmar denies all charges, saying its military has only targeted suspected terrorists
that killed 12 security officials in late August. However, in January the military
admitted involvement in the killing of 10 Rohingya buried in a mass grave.
The UN and the US say they believe the violence constitutes ethnic cleansing. In
December last year Zeid Ra'ad Al Hussein, the UN's High Commissioner for Human
Rights, also suggested that genocide may have been committed against the Rohingya.
The UN has a detailed definition of genocide, which it describes as acts committed with
an "intent to destroy, in whole or in part, a national, ethnic, racial or religious group".
