BUILD – Building Infrastructure Leading to Diversity
• What is the CSULB BUILD Program?
• Part of the the National Institutes of Health (NIH) Diversity Consortium
• 12 institutions (10 BUILD, 1 NRMN, 1 CEC)
• share the goal to develop, implement, and evaluate approaches to encourage
individuals from diverse backgrounds to enter into and persist in health-related research
careers.
• BUILD programs are not just focused on serving students, they are about
building a sustainable infrastructure that supports developing diversity to
address health challenges faced by individuals and communities.
• In a region of socioeconomic and cultural/ethnic diversity, and an
incubator of biotech, BUILD gives CSULB an opportunity to further
leverage it’s infrastructure to support the region’s economic interest.

  • 5. In 2012, half the total U.S. population lived within the 39 largest metro areas. Only 1 in 6 Americans lives in a rural community. "Strong rural communities are key to a stronger America.…” President Obama (2011)
  • 6.  Minnesota’s economy has performed well.  But, economic growth has been uneven across the regions.  A 2011 study demonstrated the economic interdependency of rural and urban Minnesota. BUILD – Building Infrastructure Leading to Diversity • What is the CSULB BUILD Program? • Part of the the National Institutes of Health (NIH) Diversity Consortium • 12 institutions (10 BUILD, 1 NRMN, 1 CEC) • share the goal to develop, implement, and evaluate approaches to encourage individuals from diverse backgrounds to enter into and persist in health-related research careers. • BUILD programs are not just focused on serving students, they are about building a sustainable infrastructure that supports developing diversity to address health challenges faced by individuals and communities. • In a region of socioeconomic and cultural/ethnic diversity, and an incubator of biotech, BUILD gives CSULB an opportunity to further leverage it’s infrastructure to support the region’s economic interest.

And, urban American is where culture is shaped, where new jobs and technology are incubate and where big ideas take shape. --For many rural Americans, waiting for rural development is not a viable option. Rural communities are increasingly experiencing a chronic out migration of young people and rapid population aging.
  2. From an economic development standpoint, urban Americans depend on rural America for food, fiber, natural resources (energy), recreation and much more. The paradox is that rural and urban America are highly interconnected and embedded in a rapidly globalizing world. There is an increasing back and forth flow of capital, labor, population, information and ideas, and material goods. Rural America is experiencing a blurring of traditional spatial boundaries. A binary view (rural-urban) should give way to more of regional view of economic development. Such an approach will change the way universities engage and support economic development.
  3. In Minnesota, a common view is that a metro/rural fault line divides the state, shaping our politics, economy and aspirations. But, similar to the national story,this reference to a divide does not tell the complete story: --Rural and urban lines are blurring, spatially, culturally and economically. --Rural development is much more than agriculture development. --The question now is whether universities, especially public land grant universities, are promoting the new relationships or unwittingly reinforcing older paradigms. Cluster analysis + input/output analysis was used to better understand urban rural trading connections.: --40 % of all employment in 17 traded industry sectors happens in rural Minnesota. --47% of Minnesota’s manufacturing cluster output originated in rural MN. --Hypothetically, if rural MN’s manufacturing cluster experienced a 6% growth in output, the urban area picks up 16% of all the jobs gained and 38% of all additional output. (Businesses in rural MN tend to be smaller and the associated jobs tend to have lower wages than comparable jobs in urban areas.) --Essential role of creative innovation in rural Minnesota’s future. --And, a critical issue around workforce.
  4. A shift in economic development thinking and planning is underway in Minnesota. At the state level, there is a push to adopt a regionally driven economic development agenda that focuses on talent, innovation and trade. As this shift occurs, the University of Minnesota is rethinking its approach to supporting economic development across the state: Learn from business and economic development leaders: get out and engage with different communities on a regular basis. Ask them about priorities and needs. (ROAD SHOW) Connect small and mid size companies with university resources. (eg. Innovaton Voucher Program) Join community forums and convene statewide events on a regular basis. Focus on building trust and continuity of engagement. Augment the services of Extension.
  5. This emphasis requires different work patterns, reinforcing collaboration versus competition and working hard to BUILD TRUST.
  6. The primary needs we have heard while traveling around the state are: Access to talent—workforce of the future Connecting to university experts and resources Encouraging university spin outs to locate in greater MN “Scaling” the university to the scale and needs of smaller communities With that input, we are moving forward with several important initiatives, in partnership with our statewide economic development agency and other post-secondary academic institutions: --Focus on workforce --Increasing connections between companies/employers and university students --Supporting entrepreneurship --Connecting business R&D needs with statewide resources
  7. My message today has been that universities have an important role to play in improving economic productivity, across both urban and rural communities. However, in order to be successful in this universities, and especially the land grant institutions, must reinvent their futures, too. This reinvention includes several components but ultimately, what is needed is to: Design new interdisciplinary efforts that ultimately help regions – and clusters of communities – seize innovations and grow entrepreneurs; and Enhance delivery systems that bring programs and information to regions.
