TxDOT introduced a Thoroughfare Transfer Program to transfer ownership of state-owned thoroughfares functioning as local streets to local governments. These transfers would include right-of-way, pavement, traffic signs, and drainage infrastructure. Local governments would then be responsible for capital improvements, maintenance, rehabilitation, permitting, and franchise agreements. While details were initially limited, TxDOT clarified that participation is voluntary and one-time maintenance funds may be available from TxDOT for transferred thoroughfares. The city staff plans to further discuss the program with TxDOT.
