TxDOT Thoroughfare Transfer Program

TxDOT introduced a Thoroughfare Transfer Program to transfer ownership of state-owned thoroughfares functioning as local streets to local governments. These transfers would include right-of-way, pavement, traffic signs, and drainage infrastructure. Local governments would then be responsible for capital improvements, maintenance, rehabilitation, permitting, and franchise agreements. While details were initially limited, TxDOT clarified that participation is voluntary and one-time maintenance funds may be available from TxDOT for transferred thoroughfares. The city staff plans to further discuss the program with TxDOT.

Strong implementation will make the plan vision of a transformed Tysons a reality. The implementation strategy specifies an approach that guides and coordinates individual projects with the phasing of urban infrastructure and community benefits that are necessary to achieve the overall vision. The balancing of opportunities for development with needs for appropriate infrastructure will provide certainty for landowners as well as county residents that the vision will be implemented as desired.

Portland has developed sustainable transportation planning at the federal, state, and city levels. At the federal level, agencies provide funding for transportation projects, while at the state level an agency focuses on land use and development goals. At the city level, Portland has created plans focused on sustainability, pedestrians, and balancing transportation needs. The Metro regional government also contributes to these efforts through initiatives that aim to increase access to transit, walking, and biking while reducing emissions. Non-government organizations further advocate for biking and walking in the community.

TxDOT Thoroughfare Transfer Program
- 2. Background On August 13th TxDOT introduced a Thoroughfare Transfer Program. State owned thoroughfares that function as local streets were to be transferred to the local government. Right-of-way Pavement & Pavement Markings Traffic Signs Drainage Infrastructure
- 3. Background Local government would be responsible for capital improvements and the operation & maintenance. Rehabilitation & Reconstruction Expansion & Grade Separations Permitting Franchise Agreements Details about the program and the process for transferring the streets were limited.
- 5. Proposed Program Meeting of the Texas Transportation Commission on August 29th provided clarification. Program is voluntary, not mandatory. One-time funds for maintenance may be available from TxDOT if a thoroughfare is transferred. Staff is scheduled to meet with TxDOT in the near future to continue discussing this program.
