This document discusses how individuals can develop competencies to participate effectively in the information society. It notes that knowledge has become decentralized and networks are non-hierarchical, requiring new digital, informational, and media literacies. To take part in networks, individuals must filter information and develop a reputation, with knowledge serving as social currency. Citizens can occupy different roles as workers, customers, self-programmable entities, or generators of innovation. However, those who are disconnected or invisible to networks may face inequality and exclusion in this new environment.
