Impacto de la reforma electoral de 2012: el voto por persona y el voto reside...FUSADES
El 11 de marzo de 2012, se llevaron a cabo elecciones
legislativas y municipales en El Salvador con dos
cambios importantes en la dinámica electoral.
En primer lugar, debido a un fallo de la Sala de lo
Constitucional en julio de 2010, se estableció en los
comicios legislativos un sistema de listas cerradas y
desbloqueadas que permitió el voto por persona,
luego de casi 50 años de permanencia del sistema
de listas cerradas y bloqueadas donde solo se votaba
por la bandera del partido de preferencia. En segundo
lugar, se implementó el voto residencial en 185 de
los 262 municipios del país, abarcando alrededor
de un 48% del electorado y manteniéndose en los
demás municipios el sistema tradicional en el que se
vota de acuerdo a la inicial del apellido del elector sin
importar su residencia. Si bien el voto residencial se
había establecido de forma gradual desde 2006, en
la última elección de 2009 solo fueron 23 municipios
–que contenían alrededor de un 5% del padrón
electoral– los que tuvieron tal sistema.
