How data can help identify people at risk of homelessness

Such programs establish multiple access points and connect at-risk individuals to mainstream resources and benefits in order to divert them from shelters. ‘Innovate to Alleviate: Exploring How the Role of an Enhanced Care Worker Could Address Skills Shortages in the Social Care Sector’ constitutes the first qualitative investigation of an emerging role within the adult social care sector: the ‘Enhanced Care Worker’ (ECW), where care workers are trained to undertake clinical tasks traditionally done by nurses.
The first scoping review of its kind to examine the development of the ECW role, this qualitative investigation will be published on Wednesday, 22nd June. It was compiled from a number of interviews with individuals from all levels of the care home sector, including managers, Registered Nurses, ECWs, and high-level representatives from organisations that oversee a number of care homes.
In order to explore the challenges and opportunities this new role presents, we are inviting parliamentarians, industry leaders, academics and care worker representatives to a panel discussion in the House of Lords.

and institutions it suggests that subtle changes to the way in which decisions are framed and conveyed can have big impacts on behaviour.
The NSW Government is now among the world leaders in the application of behavioural insights to public policy with a dedicated central team and work program within the Department of Premier and Cabinet. The Behavioural Insights Unit will discuss how behavioural insights is being applied to innovative policy making and trials underway in NSW and overseas and shows how it can be applied in the water and sustainability spheres.

- Alameda County conducted a study that found their typical homelessness prevention programs, which targeted households facing eviction, did not effectively prevent homelessness as most households facing eviction did not become homeless. The study found programs should target higher-risk groups like those staying with family/friends, in hotels/motels, exiting institutions, or losing housing subsidies.
- Using HPRP funds, Alameda County launched a new prevention program targeting these higher-risk groups. Preliminary data found the program helped both "high-risk" and "low-risk" households as assessed by a financial screening tool, with most households in both groups remaining housed after assistance. The program may have contributed to a reduction in home
Platform 51 Welfare Reform
The Welfare Reform Act 2012 introduces wide-ranging reforms including Universal Credit to replace many benefits. Universal Credit aims to simplify the system and make work pay. However, Platform 51 is concerned that some aspects could negatively impact women, such as joint payment of Universal Credit potentially enabling financial abuse, and reduced support for those fleeing domestic violence. Platform 51 will monitor these impacts and advocate for policies that better support women and end child poverty.

- In 2014, 58% of boomer and Gen X households were projected to have a secure retirement, defined as a probability of not running short of money.
- Retirement security depends on pre-retirement factors like income level and access to retirement plans, as well as post-retirement factors like longevity, healthcare costs, and Social Security.

The recession and nonprofits

We invited experts from the field of public health and dementia to discuss the growing interest in dementia risk reduction and the implications of a new paper launched at the event entitled 'Preventing dementia: a provocation. How can we do more to prevent dementia, save lives and reduce avoidable costs?'
Building on the momentum of the Blackfriars Consensus from Public Health England and the UK Health Forum on “promoting brain health and reducing risks for dementia in the population”, we are keen to stimulate debate and discussion about how we could tackle dementia risk factors at scale and the potential economic, health and societal benefits of dementia risk reduction.
The provocation to be launched on the day posits that we can have a significant impact on reducing the number of people who will develop dementia. The paper identifies a number of risk factors for dementia that are amenable to intervention and have modelled the impact of matching the best-practice interventions on reducing the six main risk factors from global case studies. It is estimated that over the 27-year period from 2013-2040 this could prevent nearly 3 million people developing dementia in the UK. This would reduce the costs to the state in the UK by £42.9 billion (calculated from 2013 and 2040, minus any associated costs of intervention).
We see this paper as a provocation and a starting point for more detailed and rigorous research in this field, and are keen to hear views on further research gaps in this area and other research and policy analysis being carried out.

Deven Ghelani talked about Using Technology to Understand Vulnerable Households at the CIVEA Annual Conference in London this month.
Deven gave a state of the nation overview on the welfare reform roadmap to 2020 and shared key findings from Policy in Practice's analysis on the impact welfare reforms are having on the living standards of low income households in London.
Deven said "We need to better understand the nature of poverty and how it affects the financial resilience of people on low incomes. Intervening early is critical and, as more people become can't pays rather than won't pays, the enforcement industry has a crucial role to play in understanding vulnerability."
Tackling debt, financial resilience and vulnerability at LACEF

We invited experts from the field of public health and dementia to discuss the growing interest in dementia risk reduction and the implications of a new paper launched at the event entitled 'Preventing dementia: a provocation. How can we do more to prevent dementia, save lives and reduce avoidable costs?'
Building on the momentum of the Blackfriars Consensus from Public Health England and the UK Health Forum on “promoting brain health and reducing risks for dementia in the population”, we are keen to stimulate debate and discussion about how we could tackle dementia risk factors at scale and the potential economic, health and societal benefits of dementia risk reduction.
The provocation to be launched on the day posits that we can have a significant impact on reducing the number of people who will develop dementia. The paper identifies a number of risk factors for dementia that are amenable to intervention and have modelled the impact of matching the best-practice interventions on reducing the six main risk factors from global case studies. It is estimated that over the 27-year period from 2013-2040 this could prevent nearly 3 million people developing dementia in the UK. This would reduce the costs to the state in the UK by £42.9 billion (calculated from 2013 and 2040, minus any associated costs of intervention).
We see this paper as a provocation and a starting point for more detailed and rigorous research in this field, and are keen to hear views on further research gaps in this area and other research and policy analysis being carried out.

Universal Credit - where next for social policy?
At IRRV Scotland Conference 2018 in Crieff Deven Ghelani, Founder and Director of Policy in Practice, was invited to speak about analysis and policy updates on Universal Credit.
In his presentation Deven talked about the Social Security Act in Scotland and Universal Credit, covering how different demographic groups are likely to be impacted. He highlighted analysis that Scottish local authorities can do with the household level data they collect on their local income households and gave examples of how other local authorities use this data to identify, target and track vulnerability.

CIVEA 2019: Debt and financial resilience
The document discusses Policy in Practice's work on analyzing and managing local and central government debt through the Reimagine Debt pilot program. The program aims to consolidate household-level debt data to offer holistic debt guidance. Initial pilots in Newcastle and Barking manually pooled debt data on 39 families. The program is now looking to scale up this approach by using analytics on pooled household datasets to identify vulnerable families, engage them proactively, and track outcomes over time. The outcomes of the Barking pilot found that average arrears fell by £1,100 across 21 households tracked over 18 months, reducing total rent and council tax arrears by £17,600 and £5,500 respectively.
Social Protection & Safety Nets
Social protection programs aim to achieve multiple goals such as increasing school attendance, improving health status, and encouraging higher risk economic choices. They seek to increase households' ability to manage risk and contribute to economic growth. Common types of programs include social insurance, social assistance, and labor-based interventions. Many countries are increasingly adopting conditional cash transfer programs that provide assistance to poor families contingent on children's school attendance and healthcare visits. Effective social protection programs require adequate administrative capacity and coordination between implementing organizations.
Neath Port Talbot's Poverty Symposium

Webinar - Tracking the prospects of low income households
In this webinar Deven Ghelani, Policy in Practice, was joined by guest speaker Martin O'Neill, former Head of Benefits at Birmingham City Council. Together with Terrin Mathew, Policy in Practice's Technical Data Analyst, they discussed the role data visualisation can play in delivering anti-poverty strategies.
Taking four key recommendations from Birmingham's Child Poverty Commission report, Martin explained how Policy in Practice's data dashboard could be used to turn the recommendations into deliverable actions.
Policy in Practice is helping Croydon Council to target support and track the impact on residents, and to deliver a proactive, preventative approach to keeping people in their homes. Mark Fowler and the team were shortlisted for a LGC Award 2017 for Innovation for their People’s Gateway Enablement and Welfare Service, which features this work.

Discovering data workshop in Wales
We held a workshop in Flintshire in April for local authorities who are curious about what their data can tell them. Hosted by Peter Carter and Terrin Mathew, attendees from across Wales and the North West compared notes about the challenges of the welfare reforms and the rollout of Universal Credit, and how they're each using their data now.

Is your post COVID-19 Council Tax Support Scheme sustainable?
The £500 million Hardship Fund allows councils to give extra support to help people affected by Coronavirus. Councils are expected to use this welcome funding to reduce the council tax bills of working-age people who are already receiving council tax support, by £150 in 2020/21.
In this webinar, Zoe Charlesworth presented new nationwide analysis on the Hardship Fund allocations and discussed what this means for collection rates. Megan Mclean explored what this means for those who become newly unemployed, as well as CTR support schemes. Finally, Deven Ghelani looked at what councils can do now to proactively support people.

Child Poverty – A National Perspective
The document discusses child poverty in the UK, including targets set by previous governments to reduce it and measures taken that achieved some success. However, it notes that recent government policies, including significant cuts to benefits and tax credits, are expected to cause child poverty levels to substantially increase again. It argues more investment is needed to both improve living standards and support families' ability to work if the goal of ending child poverty is to be achieved.

The speakers told attendees how data insights are helping reshape the distribution of scarce support resources for two large councils in England.
By analysing data they are collect the councils have gained valuable knowledge about the cumulative impact of welfare reforms on individual households in their respective areas.
What's more, those councils have also forecasted what the likely impact of future welfare reforms will be.
This means they know which households are most vulnerable to cuts, and which will be better off under Universal Credit.
Crucially, these insights allow them to therefore deliver support campaigns where they're most needed.

AIM: Data protection, data governance, data management
The current national safeguarding programs rely on information from partners and only identify vulnerable people already known to services. There is a need for improved intelligence sharing to proactively recognize safeguarding concerns. The proposed Active Intervention Management (AIM) system would use basic demographic data and service interaction histories from partners like health, police, social services to provide a view-only dashboard identifying individuals who may need review before issues escalate, allowing a more proactive approach to safeguarding. Implementing AIM would require securing funding, agreeing to share minimum data sets, and setting up integrated data sharing between partners and a central hub.
How viable is your council tax support scheme?
Councils are looking ahead to what COVID-19 means for collection rates, people’s ability to pay, and whether their council tax support schemes can cope with increased demand.
Zoe and Megan share key findings of three new reports:
- An 18 month project working with 22 Welsh local authorities for the Welsh Government on Universal Credit, council tax reduction scheme and rent arrears in Wales Reports for the Greater London
- Authority on the impact of the Coronavirus Hardship Fund, and on the impact that a flexible approach to collections has on collection rates Analysis for the Cabinet Office on the effectiveness of an early intervention approach to managing arrears in two councils, Newcastle and Barking and Dagenham Council tax arrears were already £3.5 billion pre-crisis and are forecast to reach nearly £5 billion by the end of parliament.
Zoe Charlesworth examines what the worsening financial crisis means for council’s collection rates, budget setting and council tax support schemes, and will look at efforts across central and local government to improve how council tax debt is recovered.
COVID-19: Who has fallen through the gaps?

The new COVID-19 schemes operate alongside means-tested benefits, pay different amounts and cater to different kinds of eligibility, resulting in a wide yet inequitable net of support. Zoe Charlesworth presents analysis by Policy in Practice that looked at over 2,500 individual cases of households who struggled with or missed out on support. Zoe will explore the characteristics of eight groups who you should watch out for as you advise residents, and a worked example of surplus earnings rules. Reimagine Debt. A tale of two councils: Reimagine Debt Collection
Deven Ghelani, Director and Founder of Policy in Practice, spoke at the IRRV Virtual Annual Conference about the Cabinet Office's reimagine debt pilot scheme.
As COVID-19 continues to hit the financial resilience of many families councils are looking ahead to what this means for collection rates. With council tax arrears already at £3.5 billion pre-crisis, and forecast to reach nearly £5 billion by the end of parliament, councils will need to find new ways to maximise collections. Deven Ghelani spoke about how two councils identified which residents owed multiple debts to them, how they stabilised their incomes, and how they tracked the effectiveness of support. Attendees learnt how early intervention offers a proven approach for other councils to consider to prevent problem debt.

Data science in safeguarding: an introduction to AIM
This document summarizes a project called Active Intervention Management (AIM) that uses basic demographic data from multiple agencies to identify individuals who may need early intervention services. The goals are to close data sharing gaps, improve early intervention, reduce pressures on frontline staff, and increase intervention rates. Key lessons discussed are involving data protection officers early, using minimum necessary data, and focusing on data acquisition, cleaning and management which present the biggest challenges. The AIM system is currently being piloted in Walsall but is designed to be deployed in other areas.
London Councils: Identifying people at risk
Identifying people at risk of homelessness is a key priority for all local authorities. Deven Ghelani, Director and founder of Policy in Practice was invited to present to the Housing and Homelessness Needs group of London Councils on Friday 11 September 2020.

How to simplify the complexity of surplus earnings
Many self-employed people will receive a grant through the new Self-Employed Income Support Scheme (SEISS) this month. These payments can be up to £7,500 and will be counted as earnings under Universal Credit.
As a result, lots of self-employed households will be affected by the complex 'surplus earnings' rules for the first time. In short, these rules mean that for many households, the SEISS money will be taken into account as earnings not just for the month it was received, but for future months as well.
Welfare advisors need to understand the rules, and need a tool that can calculate eligibility all in one place, in order to advise people what their Universal Credit payments will be, and when they need to reclaim.

This report explores the significance of border towns and spaces for strengthening responses to young people on the move. In particular it explores the linkages of young people to local service centres with the aim of further developing service, protection, and support strategies for migrant children in border areas across the region. The report is based on a small-scale fieldwork study in the border towns of Chipata and Katete in Zambia conducted in July 2023. Border towns and spaces provide a rich source of information about issues related to the informal or irregular movement of young people across borders, including smuggling and trafficking. They can help build a picture of the nature and scope of the type of movement young migrants undertake and also the forms of protection available to them. Border towns and spaces also provide a lens through which we can better understand the vulnerabilities of young people on the move and, critically, the strategies they use to navigate challenges and access support.
The findings in this report highlight some of the key factors shaping the experiences and vulnerabilities of young people on the move – particularly their proximity to border spaces and how this affects the risks that they face. The report describes strategies that young people on the move employ to remain below the radar of visibility to state and non-state actors due to fear of arrest, detention, and deportation while also trying to keep themselves safe and access support in border towns. These strategies of (in)visibility provide a way to protect themselves yet at the same time also heighten some of the risks young people face as their vulnerabilities are not always recognised by those who could offer support.
In this report we show that the realities and challenges of life and migration in this region and in Zambia need to be better understood for support to be strengthened and tuned to meet the specific needs of young people on the move. This includes understanding the role of state and non-state stakeholders, the impact of laws and policies and, critically, the experiences of the young people themselves. We provide recommendations for immediate action, recommendations for programming to support young people on the move in the two towns that would reduce risk for young people in this area, and recommendations for longer term policy advocacy.

- 3. Financial issues are always there Financial issues are always there, either as a cause or a consequence. The social security system exists to help support troubled families toward independence, but too often can be a cause of concern or crisis.

Councils must do more with less… Councils have reduced funding • 40% cut in central gov funding since 2010, and set to fall further • Half of all councils seeing funding disappear altogether As child poverty is rising • Inflation, the benefits freeze and benefit cuts to Universal Credit, limiting child tax credit to 2 children and the Benefit Cap continue • More than 5m children set to be living in poverty by 2020. How do you help people to navigate services, and ensure the right support gets to those that need help the most.
