1. AIMS AND WAYS OF TQM:
1.1 TQM:
Total- made up of whole
Quality-degree of excellence a product or service provides
Management- act, art or manner of panning, controlling, directing.
TQM is the integration of functions and processes within an organization in order to
achieve continuous improvement of the quality of materials and quality in
construction.
Definition: TQM refers to a theory of management whose purpose is to improve an
organization's ability to deliver quality to its customers on a continuously improving
basis with an emphasis on innovation and new technology.
Total quality management (TQM) also refers to the quality involvement of staff in
an organization, which includes suppliers, work execution and customers in bringing
about quality satisfaction by promoting quality cultures through quality circles, job
enrichment and effective material procurement.
Workers and supervisors have to be trained to solve the problems in
construction work. This TQM changes the inspection-oriented approach to the
prevention-oriented approach by identifying problems before they occur and taking the
preventive action to avoid the big losses which may happen.
1.2 AIMS of TQM:
• Addressing all aspects of dimensions of quality.
• Addressing the quality aspect in everything – products, services,
processes, people, resources and interactions.
• Satisfying all customers – internal as well as external.
• Addressing the total organizational issue of retaining customers and
Improving profits, as well as generating new business for the future.
• Involving everyone in the organization in the attainment of the said
objective.

• Demanding total commitment from all in the organization towards the
achievement of the objective.
• To assure a precise and accurate information.
• User friendly operations.
• Reliability of information can be assured.
• An ease of maintenance.
• Decrease of mistakes in all operating areas.
• Early mistake recognition.
• Avoidance of the wastes.
• Reduction of the lead time.
• Increase of flexibility and profitability.
• Aim for modernization of equipment.
• Ensure workers have the highest level of training.
• Focus on process measurement.
1.3 WAYS of TQM:
• Build organisational commitment to quality.
• Focus on the customer.
• Set goals and create incentives.
• Solicit inputs from employees.
• Identify defects and trace them to source.
• Break down the barriers between functions.
• Customer focus: both internal as well as external.
• Continuous process: to improve quality and reduce internal costs.
• Defect: work smarter or zero defects.
• Employees involvement.
• Synergy in Team work: working together.
• Recognition and rewards.
• Techniques to improve the system – quality circles, value engineering,
statistical process control etc.
• Systematic approach: Starts with the commitment.

BIS CERTIFICATION OF QUALITY SYSTEM
2. BIS CERTIFICATION OF QUALITY SYSTEM:
In our country Bureau of Indian Standard (BIS) is the national certification body, it
gives the certificate of IS: 14000 which is equivalent to ISO: 9000.
BIS is the National Standard Body of India established under the BIS Act 2016 for the
harmonious development of the activities of standardization, marking and quality
certification of goods and for matters connected therewith or incidental thereto.
The following steps are involved in registration.
1. Management commitment.
2. Prepare the workmen for change.
3. Selection of appropriate model like 9001, 9003 etc., i.e., which is suitable to that
industry.
4. Study of selected model.
5. Setting the coordinating group and subgroups.
6. Arrange the training of leaders and coordinators.
7. Prepare and check list, analyzing the documents and. categorize the elements which
are already in practice.
8. Prepare the corporate Quality manual.
9. Prepare procedure manuals, operational manuals and work instructions.
10. Update all drawings and specifications.
11. Prepare the schedule of training programmes and educate the employees.
12. Provide tooling, equipments and facilities etc… to meet the standards.
13. Carrying the internal audit.
14. Take corrective actions.
15. Apply for trial/external audit.
16. Implement the recommendations.
17. Apply for the registration.

BIS CERTIFICATION OF QUALITY SYSTEM
Once trial audit results are positive the organisation is in a position to apply for
registration to BIS or to any other internationally recognized body.
BIS certification of Quality system in construction:
The National Building Code of India (NBC), this is a comprehensive and certification
building Code, is a national instrument providing guidelines for regulating the
building construction activities across the country.
It serves as a Model Code for adoption by all agencies involved in building
construction works be they Public Works Departments, other government
construction departments, local bodies or private construction agencies.
The Code mainly contains administrative regulations, development control rules and
general building requirements; fire safety requirements; stipulations regarding
materials, structural design and construction (including safety); building and
plumbing services; approach to sustainability; and asset and facility management.
