38. WATER EFFICIENCY IS AN IMPORTANT ASPECT, ESPECIALLY AS FRESH
WATER RESOURCES START GETTING DEPLETED AT A RATE FASTER THAN
THEY ARE REPLENISHED. USE OF EFFICIENT PLUMBING FIXTURES,
SENSORS, AUTO CONTROL VALVES, AERATORS, FLOW CONTROL AND
PRESSURE-REDUCING DEVICES, WHEREVER POSSIBLE, CAN RESULT IN
SIGNIFICANT REDUCTION IN WATER CONSUMPTION.

BASIC PRINCIPLES
THE BASIC PRINCIPLES OF THE 1999 NATIONAL PLUMBING
CODE OF THE PHILIPPINES IS AN UPDATE OF THE TENETS
ESTABLISHED IN THE "PLUMBING LAW OF THE PHILIPPINES"
APPROVED ON 18 JUNE 1955 AS AMENDED ON 28
NOVEMBER 1959.
THE BASIC GOAL OF THE 1999 NATIONAL PLUMBING CODE
OF THE PHILIPPINES IS TO ENSURE THE UNQUALIFIED
OBSERVANCE OF THE LATEST PROVISIONS OF THE
PLUMBING AND ENVIRONMENTAL LAWS.

Editor's Notes
Plumbing systems play a crucial role in providing safe drinking water and proper
sanitation. Public Health and Safety is not a new problem of modern man.
In the 20th Century Philippines, epidemics such as cholera, leprosy. schistosomiasis
and other contagious diseases engulfed the Philippines due to the lack of of adequate sanitation infra

The Government of the Philippines has created an enabling
policy and legislative framework to lead and guide national and local agencies and institutions, the private sector
and the Philippine population towards more effective and sustainable sanitation practices, aimed at achieving
acceptable water quality throughout the country.
All industrial, commercial and residential
buildings should be connected to existing sewerage systems in highly urbanized cities (HUCs). For non-HUCs
septage management systems shall be employed. LGUs are required to provide land for treatment facilities.
Let us remember that our responsibility as Master Plumbers extends beyond merely signing and sealing plans.
Let us pledge to continue our pursuit of knowledge, to stay updated with evolving regulations,
and to uphold the highest ethical standards in our profession. Only then can we truly be called Master Plumber
