INTRODUCTION
SLADS has a long history of producing graduates in
librarianship at certificate and diploma levels.
The training focuses on enhancing productivity as a
direct means of upgrading human intellect and
skills in information creation, management and use
and for more productive employment
The training that SLADS provides aims at equipping
the prospective graduates with skills and
competencies to enable them perform technical
duties and middle level management.

Institutional Background

SLADS was founded in 1989 under then the Ministry
of Education and Culture and runs by then Tanzania
Library Services (TLS). Before 1989 the training for
certificate in librarianship was based at Chang’ombe
Teachers Training College since 1972.
Prior to 1964 Tanzania had no indigenous librarians or
Archivists. It utilised expatriates in anchoring library
and archival Institutions from outside Tanzania.A few
librarians secured scholarships to study in UK,
Germany, USA etc could not suffice the need for
librarians in the country. Due to training costs the
number remained small.

Institutional Background
In 1971 consent was sought by TLS from the Ministry
of Education to establish a one and half year
National Library Assistants certificate course. A year
later, the training started at Dar es salaam TTC
which in 1975 was moved to TLS. Due to logistics
problems. The TLSB Act, No. 5 confered powers
under section 3 (1) which called:-
” providing facilities of and for training in the
principles, procedures and techniques of
librarianship, and such other related subjects as the
board may decide...conduct examinations, grant
diploma and certificates and other awards of the
Board”.

In 1989, a National seminar on the establishment of a
National Information Network was held in Dar es
salaam attended by distinguished Librarians,
Archivists, Government and business executives
within and outside the country. The seminar
recommended the start of the training. It can be
therefore be stated with impunity that this was the
beginning of SLADS.
Currently SLADS is based at Ukuni area about four(4)
Kilometers from Bagamoyo along Dar es salaam
road. It is fully registered by NACTE. 6

AIMS
• To produce personnel who will perform duties at
routine level, non routine and supervisory level in
Library Records and Information Centers .

ADMINISTRATION
Administratively, SLADS Governing Council is the
highest decision making organ in the organization
structure . The Director General the Tanzania Library
Services Board is the chairperson of the council
while the Principal of the school is the secretary to
the Board.

Current staff
The school has a total of 27 permanent academic staff
and 15 visiting and part-time lecturers and 13
administrative staff; ranging academically from
undergraduate degrees to doctorate level.

Courses Offered
•
Since 1972 the school had been offering:-
• Certificate in Library Studies. A one year course.
•
• Since 1989 SLADS had been offering Ordinary
Diploma in Librarianship, Records management and
Archival administration. A two year program.
• The school also offers three(3) months Elementary
Library Training.
• Also SLADS conducts Short courses in library
and Information Studies.

Curriculum changes
During the 1990’s SLADS offered knowledge based
training programs which proved incapable to fast
changing labour market demand and expected value for
graduating students.
Based on 2010 stakeholders workshop held in
Morogoro involving a range of library and information
science professionals , a new curriculum was designed
to apply new pedagogical skills in teaching by adopting
new technologies.
Specifically, the school endeuvours to balance theory
and practice.

 Certificate students are introduced among other
things to basic computer technologies.
 Diploma students are introduced to computer
application in libraries, digitisation, website
management, database design and management
using a variety of software.
 They are also taught Information Literacy Skills
 Special emphasis is made to practical training

Curriculum changes
SLADS is fully registered with NACTE and the new
changes have enabled SLADS to offer NTA level 4
program for one year and NTA level 5 and 6 for two
years.
The new changes are designed to adopt new market
demand applying new pedagogical skills in teaching
insisting on new technologies and practical training
than theory.
The program is focusing on competence (the skills
application) than general knowledge. Therefore it is a
competence based program rather than knowledge
based

Techniques of Delivery
 SLADS applies several training techniques such as
classroom lecture, Tutorials, Case studies, practicals,
Self study, Simulations, Role play, school and
outside seminars, Guest speakers( Consultancy) and
special training, Pro active nature of Information
delivery and Out reach services eg. ICT4G Project.
Feedback from the employers
 Students are attached to different organizations for
their field practicals. Employers provide feedback to
the school on certain areas where they would like to
be improved and a follow up is done regularly by the
Tutors. 28

• SLADS has behind it a history of having put on the
job market a good number of graduates providing
services in Institutions in almost all key sectors of
the economy and social development in this country
and beyond.

ENROLMENT
Generally, SLADS students enrolment has increased
from 26 Certificate students in 1972 to 450 in
2013/2014
Also an increase from 21 Diploma students in 1989 to
367 Students in 2013/2014
The change is considered a great achivement to the
college.

Infrastructure
The school library has more books today than it had
during the 1990’s. There are 6589 books and 1765
Research reports on various areas of study done by
NTA Level 6 students.
More classrooms are built today to accommodate the
increase in number of students

Infrastructure
The Increase in number of Tutors has lead to great
demand for staff offices, Like classroom the office is
also under construction
Conference hall. The school has a multipurpose
conference hall
Cafeteria. SLADS has a cafeteria used by students
Hostel for girls . The college has a new hostel for
girls though not enough still more hostels are needed.

Cooperation with Other Colleges
SLADS has been involved in the N-S-S Higher
Education Institution Network an exchange
program with Colleges in Finland to involve teachers
and students.
Also SLADS has cooperation programs with
Tumaini University, University of Namibia, Oulu
University of Finland and University of Cheikh Anta
Diop of Senegal.

Future Prospects
SLADS is involved into a partnership with
University of West London to start a two year
Bachelor degree program on Business and
Information Management which is scheduled to start
this September, 2014.

Challenges
An Increase in number of students has resulted into
a need for improvement and an increase to more
infrastructure. More buildings are needed, Hostels, a
bigger library and more computer lab facilities.
More colleges have started offering similar courses
hence pose a challenge to SLADS.

  • 3. INTRODUCTION SLADS has a long history of producing graduates in librarianship at certificate and diploma levels. The training focuses on enhancing productivity as a direct means of upgrading human intellect and skills in information creation, management and use and for more productive employment The training that SLADS provides aims at equipping the prospective graduates with skills and competencies to enable them perform technical duties and middle level management. 3 Presented by Ngowo, L. 31/4/2014
  • 4. Institutional Background 4 SLADS was founded in 1989 under then the Ministry of Education and Culture and runs by then Tanzania Library Services (TLS). Before 1989 the training for certificate in librarianship was based at Chang’ombe Teachers Training College since 1972. Prior to 1964 Tanzania had no indigenous librarians or Archivists. It utilised expatriates in anchoring library and archival Institutions from outside Tanzania.A few librarians secured scholarships to study in UK, Germany, USA etc could not suffice the need for librarians in the country. Due to training costs the number remained small. Presented by Ngowo, L. 31/4/2014
  • 5. Institutional Background In 1971 consent was sought by TLS from the Ministry of Education to establish a one and half year National Library Assistants certificate course. A year later, the training started at Dar es salaam TTC which in 1975 was moved to TLS. Due to logistics problems. The TLSB Act, No. 5 confered powers under section 3 (1) which called:- ” providing facilities of and for training in the principles, procedures and techniques of librarianship, and such other related subjects as the board may decide...conduct examinations, grant diploma and certificates and other awards of the Board”. 5 31/4/2014

In 1989, a National seminar on the establishment of a National Information Network was held in Dar es salaam attended by distinguished Librarians, Archivists, Government and business executives within and outside the country. The seminar recommended the start of the training. It can be therefore be stated with impunity that this was the beginning of SLADS. Currently SLADS is based at Ukuni area about four(4) Kilometers from Bagamoyo along Dar es salaam road. It is fully registered by NACTE. 6 Presented by Ngowo, L. 31/4/2014

  • 11. ADMINISTRATION Administratively, SLADS Governing Council is the highest decision making organ in the organization structure . The Director General the Tanzania Library Services Board is the chairperson of the council while the Principal of the school is the secretary to the Board. Academically, the school has four departments General Studies department Library Services Department Records and Archival Studies Department Library & Information Studies Department 11 31/4/2014

  • 14. Courses Offered • Since 1972 the school had been offering:- • Certificate in Library Studies. A one year course. • • Since 1989 SLADS had been offering Ordinary Diploma in Librarianship, Records management and Archival administration. Curriculum changes During the 1990’s SLADS offered knowledge based training programs which proved incapable to fast changing labour market demand and expected value for graduating students. Based on 2010 stakeholders workshop held in Morogoro involving a range of library and information science professionals , a new curriculum was designed to apply new pedagogical skills in teaching by adopting new technologies. Specifically, the school endeuvours to balance theory and practice. 22 Presented by Ngowo, L. 31/4/2014

Curriculum changes SLADS is fully registered with NACTE and the new changes have enabled SLADS to offer NTA level 4 program for one year and NTA level 5 and 6 for two years. The new changes are designed to adopt new market demand applying new pedagogical skills in teaching insisting on new technologies and practical training than theory. The program is focusing on competence (the skills application) than general knowledge. Techniques of Delivery  SLADS applies several training techniques such as classroom lecture, Tutorials, Case studies, practicals, Self study, Simulations, Role play, school and outside seminars, Guest speakers( Consultancy) and special training, Pro active nature of Information delivery and Out reach services eg. ICT4G Project. Feedback from the employers  Students are attached to different organizations for their field practicals.   • 38. Infrastructure The school library has more books today than it had during the 1990’s. There are 6589 books and 1765 Research reports on various areas of study done by NTA Level 6 students.   • 39. Infrastructure The Increase in number of Tutors has lead to great demand for staff offices, Like classroom the office is also under construction Conference hall.   • 46. Challenges An Increase in number of students has resulted into a need for improvement and an increase to more infrastructure.
