This document summarizes Rwanda's adaptation of open educational resources (OER) to develop an advanced ICT Essentials course for teachers. A taskforce coordinated by UNESCO and Rwanda's Ministry of Education developed the course to provide skills for integrating ICT into teaching based on UNESCO's ICT Competency Framework for Teachers (ICT CFT). They selected OER and adapted them to the Rwandan context, revising aspects like standards, content, activities and timelines. The adapted course was piloted with teachers across Rwanda's provinces and validated by ministry officials. The process built expertise in implementing OER and customized a strategy for ongoing teacher training using a community of practice model.

revised in terms of standards format, content, learning

5. OER Adaptation Process
• Development of OER based curriculum for in-service teacher training course are tailored to local
needs to use ICT for quality teaching and learning.
• Selection of developed openly licensed teacher training materials available as OER in order to support
effective teacher training for integration of ICT in Rwandan classrooms.

11. Validation of
the Course
Review aimed supporting the implementation of the
Rwanda ICT for Education Policy through the UNESCO ICT
Competency Framework for Teachers (ICT CFT).
The discussion focused on the development of openly
licensed OER to support teacher training in Rwandan
classrooms.
The course was validated and signed off by the ministry
officials and was published by UNESCO.

12. Piloting of the ICT Essentials for
Teachers Course
UNESCO in collaboration with REB organized Training of
11 e-tutors to build capacity and prepare 11 e-tutors to
facilitate a blended 64-hour course to train in-service
teachers to integrate ICT in teaching and learning.
After the training, 11e-tutors piloted the course in a blended
model including 5-days face-to-face training and an additional
20 hours online in ten schools: 5 primary and 5 secondary
schools representing Rwanda’s four provinces and the city of
Kigali.
Piloting the course allowed fine-tuning of the methodology
employed for teaching ICT integration in education using a
blended format.
This was in line with Rwanda’s ICT in Education Policy the
country to make more use of ICT as a delivery mode to improve
access and quality to education across the country.
A monitoring and evaluation framework was also developed
for the course and the results of the evaluation were
favourable.
14. Expertise Gained in the area of implementing OER’s
Ministry staff were capacited/trained throughout
the process of developing the framework.
