• Requested farmers to grow trees in the
boundaries
• Committed @ Paris climate conference that
India will sink 2.5 billion MT of carbon
through additional tree cover

Brief facts on Trees / Wood
• India Imports 90% of its wood needs.
• Rs 50000 Cr pa, will be a lakh Cr in 2022
• Growing std of living increases it’s need
• Wood is eco-friendly, than metals
• Huge potential to grow trees in India, lot of
barren lands, drying lands….
• Many farmers are interested, absent
landlords are interested, IT retirees are
interested….
Will farmers grow trees? Very much
• As they are struggling for water / labor
• India has huge arable barren lands
• It has varied climate regions
• Biodiversity rich India, has got matching
tree species for all those conditions & soil

my tree growing in a daily newspaper

• Farmers from delta, Thiruvaiyar called up
saying, no profit in paddy, want to grow trees
• Coconut farmers from many districts called up
saying ground water is not there, want to grow

• Retired Professors / Thasildhars interested.
• Farmers with physically challenged children
wanted to grow trees…
Tree Growing is not facilitated
But Harassed by forest dept
• Old Colonial Forest laws created by British,
meant to meet their needs still continues
– The same is applied on farm trees, wrong
– Export restricted for native unique woods also
• Felling / Transit procedures are cumbersome
• Old method of proof / procedures.
• Farmers treated as thief, while taking his wood
It is not only farmer’s view / my experience,
many reports confirm

“But what really hurts is that planting a tree is
bound up in so much restriction and red tape
that it is not worth effort”

improve environment, but ie., in forest.

DGFT and Got favorable export policy.

Still some more lapses, in Red Sanders
• As per CITES, export quota needs to be
fixed for every calendar year, not yet fixed
for 2019, now July 12th
• Red Sanders shall be removed from
Appendix II of CITES, which will remove
some more restrictions / procedures
• No one knows the population of Red sanders
and plan & promote export

Mindset
• When we say TREE, All think Forest Why?
• From agrarian age, timber needs were met
from forest.
• 18th Century, British created Forest dept, to
manage forest for timber needs of Britan
1990s Amla was NTFP ( Non timber Forest
Produce) but now in Horticulture - abundant supply
Forest Policy 1986 Changed
…..but not the org setup
“Forest for Conservation not for Production“,
means
– Forest is not meant for Production of wood
– Forest needs to be conserved, wilderness
– NO MORE wood from forest for Industries etc
– Wood needs to be met from Farmer’s land

– Soil types / depth / moisture
• Who has comparative economic study? ….
Root Cause Analysis

• GIM, Green India Mission
• National Afforestration and Eco-devp Board
• IWDB 1985, now with MoRD
• Combat Desertification department
– Any one single successful model?
• Extension centers / Social forestry
• JICA / JFM etc
Forest dept could not increase Green cover
even by 1% from 24% to achieve the goal of
33%, since 1988 !!!

• It could not facilitate tree growing in Farmer’s
land & ensure income from it
– How much area of successfully grown trees?
– How many farmers benefited by tree growing?
– How many species ? Varieties?
• India was wood Exporter ! Now Importer
Sad part, our native species TEAK wood is
now getting imported from Brazil…..

MoEFCC has wide responsibility
• Forest / Wildlife conservation is their FOCUS
• Ocean is also part of their concern
• Environmental clearance, monitoring, etc
– A complex responsibility in growing economy with
Nuclear / Petrochemical / Mega metros, Which
they are not familiar / taught
• Pollution control with growing industries
• Environmental Mgmt for growing Infra projects
So, even CAMPA not implemented
Forest dept focus shall is in Forest
…. Not farm lands
• Improve density & wilderness of forest
• Converting mono-culture / exotic species
– Exotic Eucalyptus in western ghats !!
• No-go areas
• Reduce pollution due to mines / resorts etc
• Birds/Bees population, study & Improvement
• Conserving / safe guarding wild animals
• NTFP, Non-Timber Forest Produce
Forest dept do not know economics
• In GAZA cyclone, Horticulture dept has given
compensation but not forest dept
• To convince farmer for tree growing, trees
income should be compared with other crops
• Teak is 3 times profitable than Coconut, with
less water& care, in suitable land

Case study: In NH compensation for trees, Horti
dept calculates reasonably with future economics,
but Forest dept calculates on weight basis.

No Demand Vs Supply - Mapping
• What is wood demand? Today- Another 50yrs
– Takes decades’s to grow and get it
• Which wood is imported? for what purpose?
• Available tree species, mapped suitable area.
• Farmers constraints & preferences.
Agriculture dept has cultivated area, demand for
each crops, every year, across all states
But forest dept do not have such system
And They never ever attempted to know population
for any tree species in farmer’s land!

• Created Consortium of Industrial Agroforestry
“CIAF” consisting of farmers, planters, fellers,
Industries, Scientist….. All are associated and
benefitted

• Whereas DFO did not visit to assess Red
Sanders trees for NH-66 compensation, in
spite of High Court stay, for 7 years

Forest soil vs Farm soil
• Forest soil is HEALTHY, due to humus of wild
shrubs, wild animals & droppings
• Farm soil is degraded, due to over
cultivation, compaction (Tractors), no humus
addition, no natural manure, excess chemical
fertilizer and pesticide.
Both are totally different.
Need research on
“Trees growth with various crops and animals
combination” – who ? Agri Univ.s or ICFRE
Water Use Efficiency (WUE)
“More Crop per Drop” – in PM words
• Sugar requires 2500 litres of water / kg
• Rice requires 5000 litres of water / kg
• How much is required for a kg of Teak?
• Water starving India needs to plan crops /
trees based on water availability
• Similarly Water Use Income, the final goal
These kind of studies are not done by Forest.
Better agriculture dept do that in agriculture lands
and compare with other crops

• 60 % agri lands are DRY
• Most of irrigated lands starving for water
– Becoming dry, Desertification
• What are the options?
– Industries / Solar, Thanks for SUKUM of GoI
– Tree growing will also suit
• Is tree growing profitable in dry lands?
– YES, some are better than Coconut
Biodiversity Rich India, has highly valuable and
unique dry land tree species.
And, demanded world wide, for GOOD CAUSE.
A case study
Agriculture impossible but.. Treeculture is !!
A land in TN, in 2005, Rocky, Dry, Red Soil &
Sloppy, No crop was possible,
even Tamarind of Forest dept did not give fruit .
but Red Sanders Tree is growing well
Without water !
Many Times Profitable than Coconut
It grew well with sheep grazing alone, 2013
This tree sapling was not from forest dept.
MoEFCC treats Forest & Farm trees in
same manner - Restrictive
• CITES : An Int’l org, restricts export of endangered
species from WILD, to conserve it
• But Allows / Encourages from cultivated lands, to
meet the needs and reduce the damage to wild forest
• And, MoEFCC did not differentiate & suggest
DGFT for a separate policy for Farmer’s RS wood
– Thanks DGFT now allowing it after years of
representations
But Malaysia Timber Industry Board, ensures no
such lapses and facilitates export of Endangered
species from cultivated source in larger quantities
Sandal
• BEST Tree for our dry land, Grows by itself,
– Birds spread seeds, grows along with A. lebbek /
Mango / Amla… etc
– without water, fertilizer, NOTHING
• But forest law made farmers to plug out
Even today, in Kgi dt / TN farmers plug out
birds spread Sandal under Mango trees.
An unique potential is simply lost
Now, Indian Sandal wood grown in Australia,
by Indian farmers, is sold in India !!!
Pathetic
• No farmer got payment from TN Forest dept till
now for the sandal wood harvested from farm
land, taken by them , as per TN Farm land
Sandal act 2008.
Is it not cheating?
• Farmers should be allowed to sell directly to
companies, handicraft manufactures, cosmetic
industries, authorized sandal sellers like cauvery
handicrafts, khadi…..

• Native of Asia, Drought tolerant /All want it.
• Max planted Tree in the world

Indian Farmer’s Plight, a case study
An acre farmer cut his own Teak tree, sawed and
brought for his small house, in the night,
as though he is a thief, to avoid forest dept
No other profession will experience such state !!
Rosewood, India’s Pride, but
• Proud being dinning table Top in
Buckingham Palace, United Kingdom.
• TN not allowing to fell in farmer’s land also
– Rule extended for every 15 years.
– Any benefit / increase in population ????
• Takes 75 yrs to grow, what will be the
policy?
• Also in scheduled timber list - purpose?
No cutting permission, But
Forest extn gives Rosewood sapling to Farmers!!!
• What is purpose of scheduled timber list?
– Teak, Rose wood, Red Sanders, Sandal,
Ebony,…
• What for? When created? Objective achieved
or deteriorated? When will it be removed?
Colonial sysstem, still exist in same manner
Fundamental question?
Conservation parks in each state, consisting of
IUCN red-listed species will help conservation
So, Forest dept made our trees
Endangered
• Dry land trees :Sandal, Red sanders …
• Fertile land tree: Rosewood, T.Arjuna…
• Hilly region trees: Agar …
• Many more like Ebony….. etc
Whereas, MoAFW made a tree Popular
One policy made NEEM useful
Policy : Fertilizer should be coated with NEEM
In 2017, Farmers started PLANTING NEEM !!!
Neem wood is in demand @ Europe.
Tamarind of Forest dept, A case study
• 1989, forest dept supplied root coiled sapling
• Took 10 years to grow in my dry land
• No fruit, waited for another 5 years
• Understood that Tamarind is not fit for mono-
crop plantation, only for line / roadside
• I lost 15 years, many more in our area.
Forest dept still has monocrop Tamarind
Amla had become horticulture species !!!
When will Tamarind become horti crop?
Simarouba Glauca of Forest dept
• Promoted in 2005s, An exotic species
• Breaks by our wind,
• Till now ZERO income.
• How many farmers benefited out of this?
Our native, Madhuca longifolia, would have been
better. Thanking Dr. ERR Sadasevum
Improvement comes from study of Failure.
Study such failures, update in website, to avoid
future failures. Eg: Air-crash Investigations
Eucalyptus
• Exotic
• Leafs do not enrich soil, but deteriorates it
• Not symbiotic with local shrubs / grass
• So high soil erosion in hills where eucalyptus
plantation is there
Very sad to see it, in rich western ghats hills
This shall be planted near all cities where waste or treated
waste water can be used for this, to get pulp for paper
Not at all in any of the forest area
Development & Compensation
• Infrastructure is important, Mining also
• But any compensatory afforestration ?
• CAMPA fund was ideal for long!!!
• Forest policy 1988 says no more production
forestry.
My view is close all state plantation
corporations, convert them into reserve forest
with endemic native endangered species,
as a compensatory afforestation & 1 acre pond
for every 10 acre

– No permanent check posts on NH !
• No forest check-post at SH / NHs

Forest guards -guard weigh bridge instead of
forest and harass farmers, who transport Neem /
Mango / Palm woods.
Let ICFRE be a bridge between
Forest & Farmers
• ICFRE shall identify trees suitable for different
soil conditions
• Develop best gene and clones
• Give it to agriculture university for adaption at
field level
• ICFRE scientists can easily develop 20 important
tree species, 5 varieties
• And agriculture university scientists shall add few
more
Laws
• Sandal growers life is in danger
– A farmer is facing a criminal case, sandal theft
incidence, shooting to protect himself
• There should be severe punishment for those
who infringe lands
– Else protection problem
• There shall be discount while registering a
land with trees, not to be charged for tree
value
– Actually there shall be a 50% discount

other areas shall be reduced 5% pa for 5 years

• Soil is rich, but no water
• Many don’t get water, even for 3 months
• They were dependent on Cauvery water
• Now, it has become uncertain, as the
drinking water needs of Bengaluru, Hosur,
Salem, Coimbatore, Vellore depends on that
A proven model: Alangudi in Pudukottai dist, TN
became fully green with Trees, now growing pepper
like in hill station.

deteriorates into a wasteland
• Desertification dept shall be under MoAFW
not MoEFCC

– in Organic / Treeculture / Integrated farming.
– Many are contacting me for guidance
• They value add /sell through e-commerce.
Knowledge based Organic Integrated Farming
with simple living is the best way
to combat Climate Change /create Healthy world
They will act as pioneer-spots, others will follow
• Farmers grow
– Coconut : assured income, but water consuming
– Mango trees : Farmers who have less water
• 2016 acute drought, many farmers wanted to
grow less water-using Timber trees
– Inspired by my trees growth, without water
• Saw my struggle for a policy correction, so

Farmers not fully depend on Cauvery
Drinking water need of Mysore, Blr, Salem, Hosur,
Vellore, Erode, Tiruppur, Trichy... increasing

agri country India can not have 40%?

Trees are solution for • To get more rain • More percolation – Ground water recharge • Reduce temp – less energy will be used • Clean air, India’s EPI is 178/180 • Tree growing in farm lands will reduce – Hot wind, water transpiration - requirement • Improves the soil, reduces fertilizer need Will reduce water consuming crops like coconut / sugar and save ground water

Hon’ble Prime Minister’s Vision is clear • More crop per Drop – Simple but Great • Farmer’s Income shall be doubled by 2022 • Requested farmers to grow trees in the boundaries • Committed @ Paris climate conference that India will sink 2.5 billion MT of carbon through additional tree cover The wholistic solution, Needs implementation

Brief facts on Trees / Wood • India Imports 90% of its wood needs. • Rs 50000 Cr pa, will be a lakh Cr in 2022 • Growing std of living increases it’s need • Wood is eco-friendly, than metals • Huge potential to grow trees in India, lot of barren lands, drying lands…. • Many farmers are interested, absent landlords are interested, IT retirees are interested….
  • 5. Will farmers grow trees? Very much • As they are struggling for water / labor • India has huge arable barren lands • It has varied climate regions • Biodiversity rich India, has got matching tree species for all those conditions & soil There was a huge response for an article about my tree growing in a daily newspaper https://tamil.thehindu.com/tamilnadu/article27691923.ece

Farmers across TN & AP responded for the article • Farmers from delta, Thiruvaiyar called up saying, no profit in paddy, want to grow trees • Coconut farmers from many districts called up saying ground water is not there, want to grow trees with less water • Barren dry land farmers from Karur called up • Retired Professors / Thasildhars interested. • Farmers with physically challenged children wanted to grow trees…
  • 7. Tree Growing is not facilitated But Harassed by forest dept • Old Colonial Forest laws created by British, meant to meet their needs still continues – The same is applied on farm trees, wrong – Export restricted for native unique woods also • Felling / Transit procedures are cumbersome • Old method of proof / procedures. • Farmers treated as thief, while taking his wood It is not only farmer’s view / my experience, many reports confirm

Noted Environmentalist, confirmed • Ms Sunitha Narrain Dir General of Centre for Science and Environment (CSE) • In her 2017 blog “ How not to grow trees”, “But what really hurts is that planting a tree is bound up in so much restriction and red tape that it is not worth effort” • Note: Generally she is against tree felling to improve environment, but ie., in forest. http://www.downtoearth.org.in/blog/how-not-to- grow-trees-57958

Shri AK Bansal Committee Report 2012 • Each state has it’s own transit rules • So Transportation across INDIA is difficult Hard Truth, Imported wood is allowed freely for transport, but not our native woods. Recommended MISSION (Long term goal) “Felling and transit restrictions with respect to trees planted on non forest private lands are completely removed”

Agroforestry policy, 2014 • 2.3 clause says “obtaining permission permits for harvesting and transportation are cumbersome, costly & frustrating and hence, discourages farmers from undertaking tree planting on farm lands. It is also time consuming, mental agony, felt so much harassment for doing good thing” Recommended , Ref in 5.1.1, of policy Need to create a Mission or Board
  • 11. MoEFCC, High level committee, 2014 4th Recommendation Plantation of approved species on private lands could be considered for compensatory afforestration with facility for ‘treeland’ trading. (Para 5.7). 3rd Recommendation “To offer economic incentives for increased community participation in farm and social forestry by way of promoting and proving statutory safeguards to ‘treelands’ as distinct from ‘forest’. (Para 5.6)

We thank GOI, for having taken it again, for reconsideration • Recommended many reforms, to improve environment and pollution control • Suggested, IES, Indian Envirn Service • Clear approach - issue & recommendations Insisted for a differentiation between “Forest” and private tree growing lands “Treelands”, needed MoEFCC, High level committee … contd

Definitions are important To do international trade legally • UN FAO has formed an Expert committee – To define “Forest”, “Better late than never” • Represented the issues to them, need for distinguishing Forest trees and Farm trees – Acknowledged & said under consideration Agroforestry / Trees outside Forest / Farm Forestry Many words, Needs Standardization, I Feel, word Treeculture is apt
  • 14. NITI Aayog’s one of Agri Reform 2016 “All tree species grown in farmers private land shall be free from felling and transit regulation”. Good. Simplified all Yet to happen. Who will ensure this? – MoEFCC or MoA & Farmer’s Welfare? We request to add “… free from felling, transit and sell / export regulations”
  • 15. Mission Created but… • Mission created under MoAFW SMAF – Sub Mission of Agro Forestry but Hurdle continues… Objective of removing hurdles NOT achieved
  • 17. One lapse made me understand many • Forest dept did not recommend right compensation for my Red sanders tree in NH66 • Got into it, understood lapses, got stay & still in stay • Learned Red Sanders is not an Endangered species • Represented to IUCN, CITES, NBA, MoEFCC & DGFT and Got favorable export policy. Still some more lapses, in Red Sanders • As per CITES, export quota needs to be fixed for every calendar year, not yet fixed for 2019, now July 12th • Red Sanders shall be removed from Appendix II of CITES, which will remove some more restrictions / procedures • No one knows the population of Red sanders and plan & promote export – BSI / Kolkata not taking it up, Who else?
  • 19. SMAF is not even aware about this cumbersome procedure for export of Red sanders wood
  • 20. So, learned SMAF has no role in removal of hurdles except some fund allocation • SMAF comes under MoAFW in GOI, but implemented by forest dept in many states • SMAF is not able to change / remove old colonial forest dept procedures for felling, selling • SMAF is not able to remove hurdles in transit laws of states forest dept to market across India. • SMAF could not ensure for wood industries • Identification of tree species, wood products, creation of industries, export …….
  • 21. Conflicts - a case study • National Medicinal Development Board, Ministry of AYUSH, gives subsidy to grow dry land trees Red sanders, Sandal..,! • MoEFCC has procedure flow chart for export of Red Sanders, on web ! • TN gives permission to fell & sell • Biodiversity board charges 5% , to export ! • Export was not allowed, no market in India SMAF does not have any say on any of these

SMAF & CITES • CITES restricts international trade of endangered species from wild • But it allows cultivated source woods. • SMAF is not even member in CITES, not aware about all these • SMAF could be CITES Management Authority for Timber Species – Malaysia Timber Industry Board is CITES Management authority for Timber – In India Dy IGF WL for all

SMAF did not facilitate • Drip irrigation subsidy for Treeculture • Bank loan / Insurance • Quality saplings • Creation of different procedures from forest for farmer’s tree felling, selling, export… • Wood Industries • Estimation demand and supply… • Payment for environmental service / carbon credit. US gives for organic rice cultivation

So, creation of Timber Development Board / Authority Like NHAI or Jalasakthi is the complete solution to remove hurdles for tree growing & make India Green, and Get RAIN facilitate tree growing as SINGLE WINDOW SYSTEM Next , Should TD Board / authority be under Agri & Farmer’s welfare (MoAFW) , or Forest (MoEFCC)
  • 25. Mindset • When we say TREE, All think Forest Why? • From agrarian age, timber needs were met from forest. • 18th Century, British created Forest dept, to manage forest for timber needs of Britan 1990s Amla was NTFP ( Non timber Forest Produce) but now in Horticulture - abundant supply

Forest Policy 1986 Changed …..but not the org setup “Forest for Conservation not for Production“, means – Forest is not meant for Production of wood – Forest needs to be conserved, wilderness – NO MORE wood from forest for Industries etc – Wood needs to be met from Farmer’s land Trees need not be related to Forest, Anymore !! Shall be part of agriculture, Treeculture
  • 27. IFS meant for Forest not agri IFS mandate is “Protection of Forest” neither Production of wood to meet the demand nor Farmer’s Welfare – ref: IFS syllabus

Single window system • It is a successful concept to speedy permission, facilitation • Available for Industries, why not for timbers? • Horticultre, Sericulture….. are doing good job • Treeculture is integral part of agriculture, with other activities like animals / intercrops / horticulture….
  • 29. To facilitate Tree growing in “Treelands” of the Farmers, which is part of Farmer’s Welfare, Timber Development Board / Authority Shall be Under Agriculture & Farmer’s Welfare dept … simple logic, many more follows So, It is clear
  • 30. • Why Forest dept could not improve tree growing? • Who interacts / visits farmers frequently? • Who has details of lands? And match the trees to suit – Irrigated, well / bore-wells & it’s depth – Dry lands – Rain qty / it’s pattern – Soil types / depth / moisture • Who has comparative economic study? …. Root Cause Analysis

MoEFCC tried with • GIM, Green India Mission • National Afforestration and Eco-devp Board • IWDB 1985, now with MoRD • Combat Desertification department – Any one single successful model? • Extension centers / Social forestry • JICA / JFM etc Forest dept could not increase Green cover even by 1% from 24% to achieve the goal of 33%, since 1988 !!!

Forest dept could not • It could not facilitate tree growing in Farmer’s land & ensure income from it – How much area of successfully grown trees? – How many farmers benefited by tree growing? – How many species ? Varieties? • India was wood Exporter ! Now Importer Sad part, our native species TEAK wood is now getting imported from Brazil…..
  • 33. Failed because.. MoEFCC has wide responsibility • Forest / Wildlife conservation is their FOCUS • Ocean is also part of their concern • Environmental clearance, monitoring, etc – A complex responsibility in growing economy with Nuclear / Petrochemical / Mega metros, Which they are not familiar / taught • Pollution control with growing industries • Environmental Mgmt for growing Infra projects So, even CAMPA not implemented
  • 34. Forest dept focus shall is in Forest …. Not farm lands • Improve density & wilderness of forest • Converting mono-culture / exotic species – Exotic Eucalyptus in western ghats !! • No-go areas • Reduce pollution due to mines / resorts etc • Birds/Bees population, study & Improvement • Conserving / safe guarding wild animals • NTFP, Non-Timber Forest Produce

Forest dept do not know economics • In GAZA cyclone, Horticulture dept has given compensation but not forest dept • To convince farmer for tree growing, trees income should be compared with other crops • Teak is 3 times profitable than Coconut, with less water& care, in suitable land Approx calculation is in the next slide Case study: In NH compensation for trees, Horti dept calculates reasonably with future economics, but Forest dept calculates on weight basis. Farmers are paid very low. Is it fair?

  • 37. No Demand Vs Supply - Mapping • What is wood demand? Today- Another 50yrs – Takes decades’s to grow and get it • Which wood is imported? for what purpose? • Available tree species, mapped suitable area. • Farmers constraints & preferences. Agriculture dept has cultivated area, demand for each crops, every year, across all states But forest dept do not have such system And They never ever attempted to know population for any tree species in farmer’s land!
  • 38. Another proof, of Agri University contribution for Agroforestry • FC& RI, TNAU is Extremely active • Created Consortium of Industrial Agroforestry “CIAF” consisting of farmers, planters, fellers, Industries, Scientist….. All are associated and benefitted • Tree growing farmers became member in their consortium paying Rs 10000/- !!! • Whereas DFO did not visit to assess Red Sanders trees for NH-66 compensation, in spite of High Court stay, for 7 years
  • 39. Columbia Univ (Agroforestry) US, studied my farm. Soil penetration is much better than agri lands No such from Forest dept
  • 40. Forest soil vs Farm soil • Forest soil is HEALTHY, due to humus of wild shrubs, wild animals & droppings • Farm soil is degraded, due to over cultivation, compaction (Tractors), no humus addition, no natural manure, excess chemical fertilizer and pesticide. Both are totally different. Need research on “Trees growth with various crops and animals combination” – who ? Agri Univ.s or ICFRE

Water Use Efficiency (WUE) “More Crop per Drop” – in PM words • Sugar requires 2500 litres of water / kg • Rice requires 5000 litres of water / kg • How much is required for a kg of Teak? • Water starving India needs to plan crops / trees based on water availability • Similarly Water Use Income, the final goal These kind of studies are not done by Forest. Better agriculture dept do that in agriculture lands and compare with other crops

Agri Dry lands, a big potential • 60 % agri lands are DRY • Most of irrigated lands starving for water – Becoming dry, Desertification • What are the options? – Industries / Solar, Thanks for SUKUM of GoI – Tree growing will also suit • Is tree growing profitable in dry lands? – YES, some are better than Coconut Biodiversity Rich India, has highly valuable and unique dry land tree species. And, demanded world wide, for GOOD CAUSE.
  • 44. A case study Agriculture impossible but.. Treeculture is !! A land in TN, in 2005, Rocky, Dry, Red Soil & Sloppy, No crop was possible, even Tamarind of Forest dept did not give fruit .
  • 45. but Red Sanders Tree is growing well Without water ! Many Times Profitable than Coconut It grew well with sheep grazing alone, 2013 This tree sapling was not from forest dept.
  • 46. MoEFCC treats Forest & Farm trees in same manner - Restrictive • CITES : An Int’l org, restricts export of endangered species from WILD, to conserve it • But Allows / Encourages from cultivated lands, to meet the needs and reduce the damage to wild forest • And, MoEFCC did not differentiate & suggest DGFT for a separate policy for Farmer’s RS wood – Thanks DGFT now allowing it after years of representations But Malaysia Timber Industry Board, ensures no such lapses and facilitates export of Endangered species from cultivated source in larger quantities

Sandal • BEST Tree for our dry land, Grows by itself, – Birds spread seeds, grows along with A. lebbek / Mango / Amla… etc – without water, fertilizer, NOTHING • But forest law made farmers to plug out Even today, in Kgi dt / TN farmers plug out birds spread Sandal under Mango trees. An unique potential is simply lost Now, Indian Sandal wood grown in Australia, by Indian farmers, is sold in India !!!
  • 48. Pathetic • No farmer got payment from TN Forest dept till now for the sandal wood harvested from farm land, taken by them , as per TN Farm land Sandal act 2008. Is it not cheating? • Farmers should be allowed to sell directly to companies, handicraft manufactures, cosmetic industries, authorized sandal sellers like cauvery handicrafts, khadi…..
  • 49. Teak- India’s Tree,..now India Imports!! • Native of Asia, Drought tolerant /All want it. • Max planted Tree in the world “World adopted our Tree… ..we adopted it in Scheduled Timber List” Indian Farmer’s Plight, a case study An acre farmer cut his own Teak tree, sawed and brought for his small house, in the night, as though he is a thief, to avoid forest dept No other profession will experience such state !!

Rosewood, India’s Pride, but • Proud being dinning table Top in Buckingham Palace, United Kingdom. • TN not allowing to fell in farmer’s land also – Rule extended for every 15 years. – Any benefit / increase in population ???? • Takes 75 yrs to grow, what will be the policy? • Also in scheduled timber list - purpose? No cutting permission, But Forest extn gives Rosewood sapling to Farmers!!!
  • 51. • What is purpose of scheduled timber list? – Teak, Rose wood, Red Sanders, Sandal, Ebony,… • What for? When created? Objective achieved or deteriorated? When will it be removed? Colonial sysstem, still exist in same manner Fundamental question? Conservation parks in each state, consisting of IUCN red-listed species will help conservation

So, Forest dept made our trees Endangered • Dry land trees :Sandal, Red sanders … • Fertile land tree: Rosewood, T.Arjuna… • Hilly region trees: Agar … • Many more like Ebony….. etc Whereas, MoAFW made a tree Popular One policy made NEEM useful Policy : Fertilizer should be coated with NEEM In 2017, Farmers started PLANTING NEEM !!! Neem wood is in demand @ Europe.

Tamarind of Forest dept, A case study • 1989, forest dept supplied root coiled sapling • Took 10 years to grow in my dry land • No fruit, waited for another 5 years • Understood that Tamarind is not fit for mono- crop plantation, only for line / roadside • I lost 15 years, many more in our area. Forest dept still has monocrop Tamarind Amla had become horticulture species !!! When will Tamarind become horti crop?
  • 54. Simarouba Glauca of Forest dept • Promoted in 2005s, An exotic species • Breaks by our wind, • Till now ZERO income. • How many farmers benefited out of this? Our native, Madhuca longifolia, would have been better. Thanking Dr. ERR Sadasevum Improvement comes from study of Failure. Study such failures, update in website, to avoid future failures. Eg: Air-crash Investigations

My view is close all state plantation corporations, convert them into reserve forest with endemic native endangered species, as a compensatory afforestation & 1 acre pond for every 10 acre
