THE REVITALIZATION OF INDONESIAN VOCATIONAL
EDUCATION THROUGH
THE PUBLIC - PRIVATE PARTNERSHIP
The vocational secondary education is aimed at preparing graduates to be ready for
work, either working independently or working in certain industries. However, in
reality, graduates from vocational high schools have not been absorbed much by
employment compared to general school graduates. This is because education is
not connected and compatible with DUDI (business/industrial world). The
Government has issued Presidential Instruction (Inpres) Number 4 of 2016
concerning Revitalization of Vocational Schools. This also refers to Amanah
Nawacita and SDGs 2030. Limited education budgets make public private
partnership (PPP) available as an alternative. Several partnership schemes
conducted in Indonesia include (1) Infrastructure PPPs; (2) Education-industry
partnerships; (3)Multi-stakeholder partnerships. With the PPP scheme, the
vocational education is expected to be able to improve in the quality of graduates
so that they can be absorbed in employment. The things need to do by the
government in developing PPP projects in the education sector are preparing the
education PPP regulatory framework and Separation of functions at education
authority that the decision to run a PPP contract becomes neutral.
