Strategic agreement on long-term purposes and competencies is vital, with governance focusing on vision, capacity building and constructive accountability. Professionalism requires a capable, empowered teaching profession. Accountability must support long-term vision. A new reform paradigm is needed with schools as learning organizations and quality driven by collaboration rather than prescription.
