The Norwegian education system is managed by the Ministry of Education and Research and consists of four main levels: kindergarten, primary and lower secondary education, upper secondary education and training, and higher education. Education is highly valued in Norway and there is a strong emphasis on equality of access. The primary level from ages 6-16 is mandatory and free for all students. While upper secondary education and higher education are not mandatory, over 90% of students continue their education. The education system has gradually evolved over centuries to emphasize equal access to education regardless of background or ability.
