I. Summary (100-150 Words)
After graduating from high school, students believed that to achieve a high-paying job, one must earn a college degree and get a diploma. However, times have changed and graduates must comply with requirements as an alternative strategy. Yearly, many college graduates enter tertiary schools carrying the goal of developing their individual economic status. Few would graduate and most would not. Some graduates would succeed in landing a good job and the rest will remain unemployed. Considering the fact that, employers search and choose for graduates who are not just college degree holders but rather with practical skills.
The ladderized program in the Philippines according to Executive Order 358 gives authority to Technical Education and Skills Development Authority (TESDA) and Commission Higher Education (CHED) to develop and implement a Ladderized Education System that allows for easier transformation between technical-vocational and college courses.
Ladderized is a balanced combination of all education and training mechanisms that allow students and workers to progress. This program simply means that you need to begin admission in a technical-vocational program and work at the same time.
The subjects taken in the technical-vocational program can be credited in the college program should you decide to pursue a college bachelor’s degree. The program aims to empower the youth to climb the ladder or success and release themselves from poverty and train them to become globally competitive (E.Mallari).

What is Ladderized Education?
It is a new system of education in the Philippines that allow learners to progress between Technical Vocational Education and Training (TVET) and college and vice-versa.
What is Executive Order 358?
Executive Order 358, promulgated by former Pres. Gloria Macapagal Arroyo on September 15, 2014, provides the mandate and legal framework for wider-scale and accelerated implementation Ladderized Education nationwide.
Why Ladderized Education?
It provides the Tech-Voc graduate with Gateway entry points to a College Degree Program where he can earn appropriate equivalent credits for provides learning acquired in Tech-Voc.

being implemented in the past, even before
E.O 358.
• those Ladderized Programs were in existence
and in use even before E.O 358. Those
programs continue as they are, at least until
the end of School year 2006-2007, which has
been set as a transition period by TESDA and
CHED.

interested in a Ladderized program.
1. For SY 2006-2007, Ladderized education will be implement eight (8) discipline,
namely:

11. 2. If the College Degree Program is included in the list
Ladderized Programs, go to a College or University that
has been authorized to offer Ladderized college degree
Program to apply for enrolment. You will find list of
authorized institutions that operate Ladderized
programs, including other information on ladderized
from TESDA and ChED Regional as Provincial
Offices.
12. For a previous Tech-Voc graduate who intends to go
back to school and enroll in a College Degree Program.
If your are a Tech-Voc graduate or worker who already has
full National Certificate (NC) qualifications based on Training
regulations, you may apply for admission in a College
program of your choice. List of authorized institutions may be
obtained from TESDA and CHED Regional Provincial offices
13. 2. If you are a Tech-Voc graduate or worker who
does not have a National Certificate (NC) yet, then
you need to undergo competency assessment in the
relevant area of your expertise. Once you pass the
assessment, and obtain a national Certificate, you
can apply for admission in a College or University
authorized to offer the Ladderized college Degree
Program of your choice. The list of the authorized
institutions maybe obtained from TESDA and CHED
regional and provincial Offices.

23. ACCOMPLISHMENTS AND CURRENT DEVELOPMENTS
To encourage wider participation in the LEP, a scholarship program has been
established and funded through the Pres. Gloria Macapagal Arroyo Training
for Work Scholarship Program (PGMATWSP)
The LEP scholarship is provided at the first tech-voc qualification to enable the
student to earn qualification that can provide him with employable skills. For
SY 2006-2007 and SY 2007-2008 students have been beneficiaries of the LEP
scholarship
As of Dec 31, 2007, there are already 701 higher education institutions (HEIs)
offering LEP in 1,269 ladderized degree programs with 3,326 embedded tech-
voc qualifications. From these programs, a total of 152, 346 enrollees have
been registered nationwide
To further facilitate the progressive implementation of LEP, Executive Order
694 entitled “Enabling Higher Education Institution to Opt to Ladderized their
Degree Programs without Need for Issuance of Permit form CHED and
TESDA,” was issued January 18, 2008. This Executive Order basically
streamlines the application process for institutions intending to offer the LEP,
