For instance, policymakers should optimally consider both their sovereign assets and liabilities together with their macroeconomic objectives, when setting up an SWF.

overeign wealth funds have complex objective functions and governance structures where return maximization and strategic political considerations may conflict. SWFs with greater involvement of political leaders in fund management are more likely to support domestic firms and invest in segments and markets with higher P/E levels, especially in their domestic investments. But these investments see a subsequent reversal in P/E levels suggesting that the funds engage in poor market timing. The opposite patterns hold for funds that rely on external managers. Funds that have stated domestic development goals are more likely to invest at home, especially if politicians are involved.

- Worldwide, there are currently 92 active SWFs (eight more than last year) and the assets under their management are worth a total of $7.1 trillion (up from $5.9 trillion last year). Meanwhile, a further 25 countries are considering the possibility of creating a SWF.
- The greatest investment capacity is concentrated in four areas – Norway, Southeast Asia, the Gulf Cooperation Council countries, and China – but Africa and Latin America are also emerging as important SWF regions.

Abstract: Corporate social responsibility (CSR) can be split along two distinct lines. The first touches on the nature of corporate personality and is rooted in domestic law regulating enterprises specifically and legal persons generally. The second touches on the nature of the rights of individuals and is rooted in international law (and sometimes domestic constitutional law) defining the scope of the human rights of individuals and the consequential obligations of states and legal persons. Both conversations intertwine though they tend to operate autonomously. In both cases, however, the traditional focus of corporate responsibility has focused on the relationship between an operating company and its direct effects on individuals, society and the environment. That discussion remains contentious, conflicted and unresolved. But it ignores a critical actor—the financial institutions which provide operating capital to enterprises. This paper considers the corporate social responsibilities of financial institutions, including sovereign wealth funds, for the conduct of their borrowers. The focus will be the extent of any duty or responsibility of lenders to ensure that their borrowers comply with CSR obligations (or alternatively conforms to international human rights standards) as a core aspect of their own CSR obligations (or alternatively) of their responsibility to respect human rights. Section II examines the general regulatory framework. There are two aspects that are relevant. The first is to understand the scope and character of the legal norms that may be applied to enterprises generally with respect to their operation’s that might be understood as CSR-human rights related in nature. The second is to consider the range of non-legal normative governance rules that might apply. In the process it will be important to distinguish between a CSR based regulatory approach and a human rights based approach. Section III considers the application of these norms to financial institutions. This requites distinguishing between those obligations that apply to the internal operations of financial institutions generally, and those obligations that apply to the financial institution’s obligations with respect to its lending activities, that is with respect to its relationship with its borrowers. The essay ends with a brief examination of recent cases in which financial institutions undertook such a responsibility, and the ways in which that obligation was undertaken. Three different types of institutions are considered—private banks, sovereign wealth funds and international financial institutions (IFIs). The paper ends with a preliminary consideration of the consequences of this movement for domestic CSR in the U.S.

Het is wellicht een inkopper, maar de recente faillisementen laten zien dat de binnensteden het moeilijk hebben. Naast verslechterde marktcondities zijn hier verschillende oorzaken aan te wijzen. Denk aan toenemende online winkelgedrag, maar wat ook vaak genoemd wordt is dat deze winkels een onderscheidend DNA missen.

Dit is nu de grootste verandering: ondernemers, retailers moeten hun klanten leren kennen om in staat te zijn extra toegevoegde waarde te creëren. Het stedelijkwinkelgebied van Nederland is een hot topic. Onderzoek van het Plan Bureau voor de Leefomgeving heeft de Nederlandse steden ingedeeld in verschillende typen steden. We hebben deze typologie aangehouden in ons rapport.
Binnen de verschillende steden zien we initiatieven die gestart worden om de binnenstad levendig te houden of weer levendig te krijgen. <voorbeelden laten zien>
Of deze initiatieven zullen leiden tot een levendige binnenstad is de vraag. Wij denken dat het van belang is om ver vooruit te kijken en een gedegen inschatting te maken van hoe de toekomst van de binnenstad er uit zal zien.

In dit onderzoek staat centraal: ‘hoe ziet de customer journey van de consument er straks uit, in 2030?’, en wat betekent dit voor het stedelijk winkelgebied?

Belangrijkste vraag: Hoe kom je als retailer in de huiskamer van de consument?
Hoe kan de retailer zich aanpassen?
De retailers die zich nieuwe technologie eigen hebben gemaakt en een duidelijke profilering in de huiskamer weten te vinden via bijvoorbeeld tv en internet, hebben de meeste kans op succes.
De binnenstad heeft binnen het scenario Home as a Shop een fundamenteel andere functie gekregen. De primaire functie van (recreatief) winkelen is ingeruild voor “vermaak”, met een groot aandeel horeca, leisure en culturele functies. Het totale oppervlak van commerciele functies in de binnenstad is gekrompen. Ook het bezoekdoel, bezoektijden, verblijfsduur zijn geheel anders dan in het “winkeltijdperk”. De verschillen tussen (type) binnensteden zijn groter geworden. Niet alle binnensteden kunnen de transitie naar vermaak maken, waardoor er grote verschillen in waardeontwikkeling zullen optreden. Aantrekkelijke binnensteden zullen de transitie goed kunnen maken en op een kleinere footprint behoud en wellicht enige groei in vastgoedwaarde realiseren. Voor de andere type binnensteden is de functionele meerwaarde en toekomstperspectief minder rooskleurig. Daar zal er gesport kunnen worden op het marktplein, zien we flexibele kantooor,- en woonconcepten

Vertrekpunt is de behoefte van de consument aan gemak en efficiëntie. Dit betekent dat de stad SMART moet worden:

De consument shopt in 2030 voor het grootste deel binnenshuis. De binnenstad heeft niet langer een functie als winkelplek
De customer journey van Paul en Mirjam
Experience City is waarschijnlijk alleen weggelegd voor de 15 tot 25 grotere binnensteden in Nederland. Alle andere moeten downgraden en zich richten voornamelijk op de eigen bevolking en convenience inkopen. De grote steden zullen excelleren op retailvlak en de consument verkiest deze steden, ten koste van de kleinere.
Het door ontwikkelen als Experience City start met het onderzoek naar eigen DNA, consumententypen en onderscheidend vermogen en uniciteit. Er zullen onderscheidende posities per stad zijn. Bijvoorbeeld Amsterdam als mode-hoofdstad, Den Haag als internationale winkelstad, Rotterdam voor architectuur, Maastricht met wining & dining en Eindhoven met techniek, Groningen voor studenten, Arnhem als familiestad
De gemeente is verantwoordelijk voor het realiseren van de basisfaciliteiten voor de Experience City, uitgewerkt in passende inrichting openbare ruimte, parkeermogelijkheden, wegbewijzering, bereikbaarheid, groen, water en pleinen. En dient ook zorgen dat er een gezamenlijke technologie infrastructuur komt en ondernemers bijdragen aan gebiedspromotie.
Omdat voor iedere stad een ander scenario realiteit zou kunnen worden, wordt niet gepoogd een uitgewerkt advies te geven van wat dé gemeente moet doen. Dé gemeente bestaat immers niet. In plaats daarvan wordt geprobeerd de gemeenten in Nederland te helpen om vooruitlopend op een sterk veranderend consumentengedrag inzichtelijk te krijgen welke acties de gemeente kan ondernemen om de functie van de stad te behouden of te verbeteren.
Wat voor iedereen geldt, ongeacht het scenario: is dat men de samenwerking moet opzoeken en door middel van co-creatie de stad van de toekomst vorm gaat geven. Samen er achter komen wat de unieke identiteit is van de stad waarmee bezoekers getrokken worden. En dat is niet alleen retail. Dat is ook vastgoed (flexibele huurconcepten, andere bestemmingen), horeca, bewoners, andere gemeente en uiteraard de consument.
Iedereen heeft zijn verantwoordelijkheid en zal een bijdrage moeten leveren.
