Daniel's second vision occurred in the first year of King Belshazzar of Babylon. Daniel was troubled by the dream, which depicted four great beasts arising from the sea after the winds strife upon the waters. The beasts represented four future kingdoms. A little horn power arose after the ten horns on the fourth beast, representing the Roman Empire. This little horn uprooted three of the ten horns and spoke boastfully against God, representing the rise of the Papacy in power after the fall of Rome.
