The following paper will address the U.S. Department of
Health and Human Services (HHS), in which, I intend to answer
some basic questions about HHS as regards assignment
Introduction
The U.S. Department of Health and Human Services (HHS)
was founded on the 11th of April, 1953 following the need to
have a body that could oversee the health needs of all
Americans while being under the evaluative eye of the cabinet
(2006). All called the health department; this body has been
charged with the role of providing quality health care to all the
Americans. The HHS has its headquarters in Washington DC,
United States.
Being under the jurisdiction of the federal government, the
HHS operates guided by its viable mission. It is the mission of
the HHS to enhance the health and well-being of the Americans
through the provision of effective health and human services
and also through the fostering of a sustainable advancement in
the sciences that form the backbone of medicine, public health,
and social services.
In addition to its contribution to the offering of quality
health to all the Americans, the HHS has its operations dictated
by very strong goals and objectives. Firstly, the HHS strives to
strengthen health care. Secondly, it is the objective of the HHS
to advance scientific knowledge and innovation in the fields
which impact directly on the provision of quality healthcare to
the American citizen. Thirdly, it is the goal of the HHS to make
notable strides in health, safety and general well-being of the
American people. Finally, the HHS strives to ensure efficiency,
transparency, accountability and effectiveness of the programs
that it is involved in, and those which it deems to be important
to the health docket.
Historically, the HHS has grown tremendously over the
entire time since it was founded, to become a big organization.
As of 2015, the Department employed over 79, 000 employees
to aid in its roles to the health department of the American
nation.
The period between 1790 and 1953 was packed with the
activities which paved the way for the birth of the U.S.
Department of Health and Human Services (HHS). This event
could be in one way or another considered to have prepared the
conduit on which the HHS would run. For instance, in 1978, a
health Act that was aimed at relieving the sick and troubled
seamen was passed. This Act brought about the need to create a
federal network of hospitals to tend to the seamen and acted as
the forerunner to what is today known as the U.S. public health
services.
In 1887, in the Staten Island, the federal government
opened a small laboratory which was used to carry out research
on various diseases. This laboratory formed the ground work for
the development of the national institutes of health, in existence
today. 1939 saw the creation of the federal security agency
whose primary role was to bridge the gap between the federal
activities in fields such as health, education, and social
insurance. This formed an integral framework for the
construction of the now HHS.
In 1946, the communicable diseases center was established to
combat the increasing rate of communicable diseases reported in
the U.S. this center evolved into the now center for disease
control, a key part of the U.S. Department of Health and Human
Services. In 1953, under the leadership of the then President of
the United States, President Eisenhower, the cabinet-level
department of health, education, and welfare was created. 1979
was the time when the department of education organization Act
was made into law, allowing for the creation of a separate
department of education, something which then led to the
creation of the independent arm, the Department of Health and
Human Services which was fully renamed on May the 4th of
1980.
In 1955, the Indian Health Service, created in 1921, was
integrated into the Department of Health and Human Services
from its earlier Department of Interior operations. In this same
year, the Salk Polio vaccine was licensed. Something which
created the first string of roles for the then Department of
Health, Education, and Welfare. 1965 was perhaps the most
important year in the history of HHS, as it saw the creation of
Medicare and Medicaid programs, both of which made it easier
for millions upon millions of Americans to access medical care.
In the year that followed, the community health center, as well
as the migrant health centre programs, were launched. This
further made it possible for more Americans to gain access to
medical care facilities.
May the 4th, 1980 was the time when the Department of
Health and Human Services was officially born and
disintegrated from its earlier parent. In 1985, through the help
of the HHS, a blood test to detect HIV was licensed and
dispatched for use. In 1988, the McKinney Act was passed into
law. This Act enabled the homeless and less disadvantaged
people in the society to gain access to medical care. This further
brought to life the human nature of the Americans.
The agency for healthcare research and quality was created
in 1989, to enable the research into the various diseases
detected in the society (Mays et al., 2006). Children from the
parents who made a low income were catered for in the vaccines
for children program that was launched in 1993. This program
ensured that such children got access to free immunization. In
1996, the healthcare insurance Portability and accountability
Act was enacted, allowing for more people to seek out health
insurance covers. The initiative to combat bioterrorism was
launched in the year 1999, following reported bioterrorist
attacks in various parts of the world. The HHS was at the
forefront of this initiative.
In 2001, the centers for Medicare and Medicaid programs were
created, enhancing the accessing of the services to millions of
Americans. In the year 2002, the office of the assistant
secretary for preparedness and response was created. This
docket was aimed at linking the efforts against bioterrorism to
the other emergency health threats. 2003 saw the enactment of
the Medicare Prescription Drug Improvement and
Modernization Act. This improved the access of the people to
Medicare programs. Comprehensive health insurance reforms
were made a reality through the enactment of the Affordable
Care Act in 2010. In the recent years, the HHS has been on the
forefront in the dealing of the health issues as they arise, and as
they pertain to the Americans.
Agency Functions
The U.S. Department of Health and Human Services, HHS, is
concerned with the provision of services to all Americans. The
public serves, therefore, includes all American citizens.
The HHS has very many functions. However, the main of
these are first, to provide sustainable healthcare services to over
the 100 million it serves. This, the HHS achieves through its
various person centered programs such as the McKinney,
Medicare, Medicaid, the Children's Health Insurance, the Health
Insurance Marketplace and even its Affordable Care among
many others. Essentially, these programs are aimed at ensuring
that all the American citizens gain access to quality healthcare
services, despite their condition or their location. Being well-
funded department, the HHS can carry out this function rather
effectively (Folland et al., 2007).
Secondly, the HHS carries out the function of using its
hefty budgetary funding to conduct research in health, public
health, and social sciences in order to come up with new and
effective ways for meting out the treatment solutions. In this
regard as well, the HHS provides jobs to the scientists in the
universities and research institutions and inspires innovation
and creativity around the globe.
Thirdly, the HHS then promotes the safety of the patients
and ensures quality healthcare in the health care settings, by
insisting on good practices by the health care providers. This is
also done by ensuring the safety, effectiveness, quality and
assurance that the food, drugs, medical services, and the
vaccines are very effective for the use by, and on, the human
beings.
Agency News
Currently, the American nation is under attack by the
Opioid Epidemic. In response to this, the HHS has reacted by
giving out a directive on the 6th of July, 2016 through its
secretary, Sylvia M. Burwell. On this date, the Department of
Health and Human Services released a list of the newest actions
that it is applying to combat the epidemic. These actions include
the Buprenorphine Final Rule, HCAHPS Proposal, the HIS
PDMP Policy, New Research Priorities, and Prescriber Training
RFI.
In other news released on the 29th of June this year, the
HHS has announced the groups of physicians who have been
selected for an initiative that is aimed at promoting better care
for the cancer patients. This group is comprised of around 200
physician group practices and 17 health insurance companies. In
the same initiative, an Oncology Care Model which starts on the
1st of July 2016 to the 30th of June 2021, encompasses more
than 3, 200 oncologists and is set to cover approximately 155,
000 Medicare beneficiaries spread out across the nation. This is
one of the many initiatives to this accord that HHS has planned.
Rationale for Selecting Agency
Throughout my life, I have had to visit the Emergency Room for
one reason or another, and in other times, I have had to visit the
doctor for either a routine or an impromptu check-up. In all this
times when I have gone to the hospital, I have always found
myself wondering about how the bigger health department
works, to coordinate even the functions of such hospitals as the
one I go to, and to ensure that I receive the perfect healthcare
conditions.
Over the course of time, I have observed as the children
around my neighbourhood, the elderly, the homeless and the
disabled gain access to easy and efficient medical treatment.
This fuelled my curiosity into just how this came to be and I
found myself secretly planning to do some further research on
the process.
Despite my curious mind, my rationale for selecting the
Department of Health and Human Services agency was brought
about by a number of other reasons. For starters, this is a very
huge agency, with very many employees. This means that it is
possible to effectively study the personnel management around
the organization without much of a problem. In addition, I felt
that it could be an easy way to learn about an important part of
the society, the health part of it.
Secondly, the Department of Health and Human Services
touches on the personal aspects of every human life (Gostin,
2000). No person can live without going to a hospital at one
point or another in their lives. For this reason, I found it
necessary to look into an organization whose functionalities I
would like to understand and which I feel would be important to
further look into.
In conclusion, the above is the discussion into the
Department of Health and Human Services, HHS, and a
rationale for why I have selected to work with this agency for
this assignment and for the assignments that come after it. I feel
that this is going to be very helpful, and I stand to gain a lot
from doing further research into the organization and its
functionalities, especially its personnel management, and other
aspects of this agency.

Business Management entails the operational supervision of
how the business is fairing on over time. It involves looking
into the factors which impact on the operation of the business
and doing the required tasks as pertains to the given work
schedules to ensure that the business moves forward always
(Ball, 2012). In this regard, the following paper seeks to answer
some basic business management questions.
Building HRM Capacity
The first change strategy is the organization of the employees
into functional teams and issuing duties in the respective teams.
The main purpose of this would be to collect together the efforts
and inputs from the various employees and by encouraging and
rewarding competition, motivate all the employees to work
accordingly and for the realization of better work results. This
teams would consequently allow for the realization of the
strengths of teams, and by contributing to the holistic growth of
every employee, end up motivating and inspiring a more
pronounced performance from them all.
The second change strategy is improving the
communication in the agency, as pertains to the public program.
Communication is an essential part of the organization, and the
success of the organization is directly rooted in its ability to
effectively communicate. Through communication, the issuance
of instructions and feedback would be realized and in the end,
successful operations. The communication should allow for the
connection of employees with their management officials so that
issues that pertain to the workflow might be addressed
promptly.
Fragile and the Transitional States
In striving to achieve the requirements of globalization,
the agency should do a number of things. Firstly, it should
encourage cultural diversity in its employees (Aruoba, 2010). In
this, it should incorporate cultural awareness training sessions
in which, the employees can be taught on how they should
approach the cultural differences amongst them and
consequently, end up being more successful in their endeavors.
Secondly, the agency should include further training of its
members specifically in the issues that pertain to globalization.
This might include issues such as the quality of work needed,
communication and personal standards among others. In the
training sessions, the employees and their managers would be
taught on the things which the global world out there requires of
them, and as the training progresses, there would be an
increased inculcation of the qualities in the day-to-day lives of
the employees (Cosh, 2003).
In conclusion, the above is the answers to discussions one
and two where discussion one dealt with the building of a HRM
capacity, while discussion 2 dealt with the fragile and
transitional states.

Human resource entails the organization in management among
the senior and junior employees relationship in matters
pertaining leadership and management. The concept of a human
resource helps in ensuring smooth and efficient managerial
skills to be implemented in a certain institution. For a person to
become fully capable of having the necessary knowledge of
human resource management he/she has to be familiar with
given concepts of the human resource management. These
concepts are in a given topic of the human resource course and
are as discussed below.
The strategic management is the main aspect in human resource
course and involves the setting of long-term goals of an
organization which should be a set target to be achieved. Here
the managers and directors involved are able to give the senior
and junior employees a set objective which gives them a driving
force in executing their duties, and this facilitates effective
management in the same organization.
However, strategic management constitutes specific factors that
are also considered in the same main aspect. This includes
environmental analysis and strategy implementation where the
organization analyses the internal and external environment of
the business and come up with the achievable objectives to be
implemented. This helps to put some important policies that
assist in the creation of a good and healthy environment to
enhance smooth relationships of the organization both internally
and externally where all the strategies are implemented. In
addition, performance evaluation is important in ensuring
proper management of the organization.
The aspects discussed above create positive effects in ensuring
the success of the organization in that if is well implemented
there will be a good environment for human resource
management. This will see to the success of the organization.
However, if not implemented well, it will negatively affect the
organization where there will be no good skills in management.
This will lead to poor relations among the employees and
employer hence not encouraging the success of the organization.
In the US website, my interest agency website is the Department
of Housing and Urban Development. This entails all housing
facilities and which put in place policies to facilitate affordable
and comfortable living standards in matters concerning housing.
On the website, there are activities which are undertaken by the
same department to facilitate its objectives.
Among the recent activities undertaken by the department is the
award of funds to the local authorities to help to settle of the
homeless citizens. This department provides both funds and
supportive service to the individuals to help settle them. The
policies set by the same department aids the local displaced or
homeless individual to be assisted without any discrimination
hence everyone receives the services.
The Housing department also engages the local authorities in its
activities it undertakes. Because the local authorities have
enough knowledge of the citizens as well as are able to know
those who are challenged. This facilitates well organization of
the activities to be undertaken by the department, and this helps
to reduce corruption which may arise from the middlemen that
may be given the task to identify the homeless personnel.
These activities are aided by the head officials of the
department as well as the government itself. As a result, this
helps in the creation of a conducive environment for the citizens
to settle the homeless. Finally, this has facilitated good housing
in the state, and many people are now settled.

The U.S. Department of Health and Human Services (HHS) was founded on the 11th of April, 1953 following the need to have a body that could oversee the health needs of all Americans while being under the evaluative eye of the cabinet (2006). All called the health department; this body has been charged with the role of providing quality health care to all the Americans. The HHS has its headquarters in Washington DC, United States. Being under the jurisdiction of the federal government, the HHS operates guided by its viable mission. It is the mission of the HHS to enhance the health and well-being of the Americans through the provision of effective health and human services and also through the fostering of a sustainable advancement in the sciences that form the backbone of medicine, public health, and social services. In addition to its contribution to the offering of quality health to all the Americans, the HHS has its operations dictated by very strong goals and objectives. Firstly, the HHS strives to strengthen health care. Secondly, it is the objective of the HHS to advance scientific knowledge and innovation in the fields which impact directly on the provision of quality healthcare to the American citizen. Thirdly, it is the goal of the HHS to make notable strides in health, safety and general well-being of the American people. Finally, the HHS strives to ensure efficiency, transparency, accountability and effectiveness of the programs that it is involved in, and those which it deems to be important to the health docket. Historically, the HHS has grown tremendously over the entire time since it was founded, to become a big organization. As of 2015, the Department employed over 79, 000 employees to aid in its roles to the health department of the American nation. The period between 1790 and 1953 was packed with the activities which paved the way for the birth of the U.S. Department of Health and Human Services (HHS). This event could be in one way or another considered to have prepared the
  • 4. conduit on which the HHS would run. For instance, in 1978, a health Act that was aimed at relieving the sick and troubled seamen was passed. This Act brought about the need to create a federal network of hospitals to tend to the seamen and acted as the forerunner to what is today known as the U.S. public health services. In 1887, in the Staten Island, the federal government opened a small laboratory which was used to carry out research on various diseases. This laboratory formed the ground work for the development of the national institutes of health, in existence today. 1939 saw the creation of the federal security agency whose primary role was to bridge the gap between the federal activities in fields such as health, education, and social insurance. This formed an integral framework for the construction of the now HHS. In 1946, the communicable diseases center was established to combat the increasing rate of communicable diseases reported in the U.S. this center evolved into the now center for disease control, a key part of the U.S. Department of Health and Human Services. In 1953, under the leadership of the then President of the United States, President Eisenhower, the cabinet-level department of health, education, and welfare was created. 1979 was the time when the department of education organization Act was made into law, allowing for the creation of a separate department of education, something which then led to the creation of the independent arm, the Department of Health and Human Services which was fully renamed on May the 4th of 1980. In 1955, the Indian Health Service, created in 1921, was integrated into the Department of Health and Human Services from its earlier Department of Interior operations. In this same year, the Salk Polio vaccine was licensed. Something which created the first string of roles for the then Department of Health, Education, and Welfare. 1965 was perhaps the most important year in the history of HHS, as it saw the creation of Medicare and Medicaid programs, both of which made it easier
  • 5. for millions upon millions of Americans to access medical care. In the year that followed, the community health center, as well as the migrant health centre programs, were launched. This further made it possible for more Americans to gain access to medical care facilities. May the 4th, 1980 was the time when the Department of Health and Human Services was officially born and disintegrated from its earlier parent. In 1985, through the help of the HHS, a blood test to detect HIV was licensed and dispatched for use. In 1988, the McKinney Act was passed into law. This Act enabled the homeless and less disadvantaged people in the society to gain access to medical care. This further brought to life the human nature of the Americans. The agency for healthcare research and quality was created in 1989, to enable the research into the various diseases detected in the society (Mays et al., 2006). Children from the parents who made a low income were catered for in the vaccines for children program that was launched in 1993. This program ensured that such children got access to free immunization. In 1996, the healthcare insurance Portability and accountability Act was enacted, allowing for more people to seek out health insurance covers. The initiative to combat bioterrorism was launched in the year 1999, following reported bioterrorist attacks in various parts of the world. The HHS was at the forefront of this initiative. In 2001, the centers for Medicare and Medicaid programs were created, enhancing the accessing of the services to millions of Americans. In the year 2002, the office of the assistant secretary for preparedness and response was created. This docket was aimed at linking the efforts against bioterrorism to the other emergency health threats. 2003 saw the enactment of the Medicare Prescription Drug Improvement and Modernization Act. This improved the access of the people to Medicare programs. Comprehensive health insurance reforms were made a reality through the enactment of the Affordable Care Act in 2010. Agency Functions The U.S. Department of Health and Human Services, HHS, is concerned with the provision of services to all Americans. The public serves, therefore, includes all American citizens. The HHS has very many functions. However, the main of these are first, to provide sustainable healthcare services to over the 100 million it serves. This, the HHS achieves through its various person centered programs such as the McKinney, Medicare, Medicaid, the Children's Health Insurance, the Health Insurance Marketplace and even its Affordable Care among many others. Essentially, these programs are aimed at ensuring that all the American citizens gain access to quality healthcare services, despite their condition or their location. Being well- funded department, the HHS can carry out this function rather effectively (Folland et al., 2007). Secondly, the HHS carries out the function of using its hefty budgetary funding to conduct research in health, public health, and social sciences in order to come up with new and effective ways for meting out the treatment solutions. In this regard as well, the HHS provides jobs to the scientists in the universities and research institutions and inspires innovation and creativity around the globe. Thirdly, the HHS then promotes the safety of the patients and ensures quality healthcare in the health care settings, by insisting on good practices by the health care providers. This is also done by ensuring the safety, effectiveness, quality and assurance that the food, drugs, medical services, and the vaccines are very effective for the use by, and on, the human beings. Agency News Currently, the American nation is under attack by the Opioid Epidemic. In response to this, the HHS has reacted by giving out a directive on the 6th of July, 2016 through its secretary, Sylvia M. Burwell. On this date, the Department of
  • 7. Health and Human Services released a list of the newest actions that it is applying to combat the epidemic. These actions include the Buprenorphine Final Rule, HCAHPS Proposal, the HIS PDMP Policy, New Research Priorities, and Prescriber Training RFI. In other news released on the 29th of June this year, the HHS has announced the groups of physicians who have been selected for an initiative that is aimed at promoting better care for the cancer patients. This group is comprised of around 200 physician group practices and 17 health insurance companies. In the same initiative, an Oncology Care Model which starts on the 1st of July 2016 to the 30th of June 2021, encompasses more than 3, 200 oncologists and is set to cover approximately 155, 000 Medicare beneficiaries spread out across the nation. This is one of the many initiatives to this accord that HHS has planned. Rationale for Selecting Agency Throughout my life, I have had to visit the Emergency Room for one reason or another, and in other times, I have had to visit the doctor for either a routine or an impromptu check-up. In all this times when I have gone to the hospital, I have always found myself wondering about how the bigger health department works, to coordinate even the functions of such hospitals as the one I go to, and to ensure that I receive the perfect healthcare conditions. Over the course of time, I have observed as the children around my neighbourhood, the elderly, the homeless and the disabled gain access to easy and efficient medical treatment. This fuelled my curiosity into just how this came to be and I found myself secretly planning to do some further research on the process. Despite my curious mind, my rationale for selecting the Department of Health and Human Services agency was brought about by a number of other reasons. For starters, this is a very huge agency, with very many employees. This means that it is possible to effectively study the personnel management around the organization without much of a problem. In addition, I felt
  • 8. that it could be an easy way to learn about an important part of the society, the health part of it. Secondly, the Department of Health and Human Services touches on the personal aspects of every human life (Gostin, 2000). No person can live without going to a hospital at one point or another in their lives. For this reason, I found it necessary to look into an organization whose functionalities I would like to understand and which I feel would be important to further look into. In conclusion, the above is the discussion into the Department of Health and Human Services, HHS, and a rationale for why I have selected to work with this agency for this assignment and for the assignments that come after it. I feel that this is going to be very helpful, and I stand to gain a lot from doing further research into the organization and its functionalities, especially its personnel management, and other aspects of this agency. Building HRM Capacity The first change strategy is the organization of the employees into functional teams and issuing duties in the respective teams. Communication is an essential part of the organization, and the success of the organization is directly rooted in its ability to effectively communicate. Through communication, the issuance of instructions and feedback would be realized and in the end, successful operations. The communication should allow for the connection of employees with their management officials so that issues that pertain to the workflow might be addressed promptly. Fragile and the Transitional States In striving to achieve the requirements of globalization, the agency should do a number of things. Firstly, it should encourage cultural diversity in its employees (Aruoba, 2010). In this, it should incorporate cultural awareness training sessions in which, the employees can be taught on how they should approach the cultural differences amongst them and consequently, end up being more successful in their endeavors. Secondly, the agency should include further training of its members specifically in the issues that pertain to globalization. This might include issues such as the quality of work needed, communication and personal standards among others. In the training sessions, the employees and their managers would be taught on the things which the global world out there requires of them, and as the training progresses, there would be an increased inculcation of the qualities in the day-to-day lives of the employees (Cosh, 2003). This will see to the success of the organization. However, if not implemented well, it will negatively affect the organization where there will be no good skills in management. This will lead to poor relations among the employees and employer hence not encouraging the success of the organization. In the US website, my interest agency website is the Department of Housing and Urban Development. This entails all housing facilities and which put in place policies to facilitate affordable and comfortable living standards in matters concerning housing. On the website, there are activities which are undertaken by the same department to facilitate its objectives. Among the recent activities undertaken by the department is the award of funds to the local authorities to help to settle of the
  • 14. homeless citizens. This department provides both funds and supportive service to the individuals to help settle them. The policies set by the same department aids the local displaced or homeless individual to be assisted without any discrimination hence everyone receives the services. The Housing department also engages the local authorities in its activities it undertakes. Because the local authorities have enough knowledge of the citizens as well as are able to know those who are challenged. This facilitates well organization of the activities to be undertaken by the department, and this helps to reduce corruption which may arise from the middlemen that may be given the task to identify the homeless personnel. These activities are aided by the head officials of the department as well as the government itself. As a result, this helps in the creation of a conducive environment for the citizens to settle the homeless. Finally, this has facilitated good housing in the state, and many people are now settled.
