The E-Learning Competence Center (ELCC), established in 2004 by the Egyptian Ministry of Communications and Information Technology and Cisco Systems, aims to enhance Egypt’s socio-economic development through innovative e-learning programs and human resources development. With a national delivery network of over 700 e-learning centers, the ELCC prioritizes workforce training for SMEs and entrepreneurs to secure competitiveness in the global market. Their efforts include developing local content, fostering entrepreneurial mindsets, and ensuring quality e-learning standards recognized by global partners.

2. Overview ELCC Establishment The E-Learning Competence Center (ELCC) was established in 2004 by the Ministry of Communications and Information Technology (MCIT) in cooperation with Cisco Systems with the mandate of diffusing innovation and developing and delivering state-of-the art e-learning programs. This (collaboration opportunity) came at the right time for us. We are going through tremendous change, our Country will survive the change but developing our people's skills is our main concern and top priority. Our second challenge is to help modernize our businesses to be able to compete . Two million SMEs representing 80 % of the Egyptian companies are in need of knowledge and training on how to run their business effectively. Technology in Government in Africa (TIGA) Award 2007 ELCC was merited for its innovation in taking Africa forward in the use of ICT for learning through the Technology in Government in Africa (TIGA) award in the “improved educational services through the use of ICT” category that was granted to the Egyptian Education Initiative (EEI) in April 2007. Cisco Networking Academy “Large Scale Deployment” Award 2010 ELCC was awarded in April 2010 by Cisco Networking Academy for its large scale deployment of its National Delivery Network by creating a network of over 700 nationwide e-Learning centers, almost 10% of all worldwide Cisco Academies.
