The Durham Report was written after Lord Durham was appointed Governor General of British North America in 1838 to deal with prisoners from the 1837 rebellions. In his report, Durham identified the main problems as tensions between legislative councils and assemblies, and racial tensions between French and English populations. He recommended uniting the Canadas, representative government based on population, distinguishing imperial and local jurisdiction, and responsible government based on the British model. These recommendations were gradually implemented over years, starting with the union of Upper and Lower Canada in 1840-41, and culminating in Lord Elgin granting responsible government in the 1840s.
