2. The Italian National Strategy on the reuse of confiscated
assets funded by Cohesion Policy – approved in 2018
General objective
Effective and efficient reuse of organized crime confiscated properties and business
through enhancement interventions supported by cohesion policies
Three action pillars (Specific Objectives):
1. Institutional management and cooperation capacity

3. Specific Objective 1 – Institutional management and cooperation capacity
Strengthen and qualify the management of confiscated assets by intervening both on the quality
and availability of information available to the public, and on the strengthening of technical skills
and awareness of the operators
16 priority actions & 3 result indicators
• RIS1.1: Percentage of assets transferred to state or local authority within two years from the
definitive confiscation on the total of assets transferred to the state or territorial bodies property
during the year
• RIS1.2: Percentage of destined goods, returned to the community and monitored with respect to
the total destined goods
• RIS1.3: Total annual number of visits (sessions) and downloads of data on confiscated assets
published on dedicated institutional sites
First results between 8 and 15 months
from the National Strategy approval

4. Specific Objective 2 – Infrastructures
Use organized crime confiscated properties (real estate) to enhance and qualify public services for
citizens and local communities and to create new jobs
12 priority actions & 1 result indicator
RIS2.1: Percentage of buildings destined, returned to the community and monitored net of
demolitions and re-naturalizations compared to the total of the destined assets
The actions broaden and extend enhancement interventions already underway

5. Specific Objective 3 – Companies
Support the transition to legality of organized crime confiscated companies thus safeguarding the
employment of workers, through the use of an integrated system of services and incentives

• RIS3.1: Percentage of companies destined and not dismissed, which maintain or exceed the
original employment levels four years after the seizure compared to the total number of
companies destined

OpenCoesione policy focus on confiscated assets – Feb. 2021
2014-2020 programming cycle most funding
• Repurposing for tourism and lodging of a confiscated complex in Punta Pellaro, a district in Reggio
Calabria, with a public cost of roughly €3 million
• Recovery of a property in Catania, for a cost of nearly €2 million within the scope of the ERDF ESF
National Operational Programme for metropolitan areas
• Creation of a centre for abused women in the town of Casalnuovo (NA)
• Creation of a youth centre (with a juvenile detention area, a small football pitch and play area,
and a shelter for children experiencing family difficulties) in the town of Casal di Principe (CE)

• Total about 125 projects to allow public reuse of confiscated
infrastructures:
• NOP Legality - 72 projects - approx € 58 Meuro
• ROP Campania - 19 projects - approx € 18.96 Meuro
• ROP Calabria - 2 projects - approx € 0,680 Meuro
• ROP Sicily - 24 projects - approx € 12.6 Meuro
• NOP Metro - 9 projects - approx € 11.3 Meuro
• Exemplary Confiscated Asset Plan financed by national cohesion
resources- 3 projects - approx € 15 Meuro

8. Main actions and interventions to be started
• RRF (Recovery and Resilience Fund)
• 300 Meuro for interventions aimed at the reuse of confiscated assets in the South
Great challenge (1.5 times the cohesion policy allocations for 2014-2020 and 2007-2013,
triple compared to 2014-2020)
2021-2027 Partnership Agreement 🡪 explicit reference to confiscated assets in OP4 (a more
inclusive Europe) & OP5 (territorial priority)

9. Transparency, participation & collaboration
Open data, Data journalism and civic monitoring on cohesion policy for
EU students
Special focus on projects financed for the reuse of confiscated
assets 🡪 free choice 🡪 relevant indication
