The Apprenticeship LEVY will come into effect from April 2017. Are you ready?
This is extra tax will apply to companies whom earn over a certain threshold. This extra tax will then be transferred into a new digital voucher system, which you can only use for training up current staff or taking on new apprentice/s.
If this voucher is not used within the 12-month period, then the company loses this additional tax payment which they have contributed.

By 1970, Toyota had a fairly stable production system internally and they made a decision to
assist suppliers by sharing their knowledge and skills. To do this, Toyota created a special
internal improvement group called Production Research Division (later renamed Operations
Management Consulting Division – OMCD)
his 1973 manual was also used as course materials by Ohno and his team – the Japanese
Management Association compiled their workshop materials and released it as a book in the
1978. Productivity Press translated it and released it as Kanban: Just-in-time at Toyota in
1986. While much of the Productivity Press book consists of the same materials as the 1973
TPS Manual, it is not presented in the same order.

Every apprenticeship will be placed in a funding
band
• The upper limit of each funding band will cap the
maximum:
• amount of digital funds an employer who pays
the levy can use towards an individual
apprenticeship.
• price that government will ‘co-invest’ towards,
where an employer does not pay the levy or
has insufficient digital funds.
Employers can negotiate the best price for the
training they require
• If employers want to spend more than the funding
band limit, using their own money, then they will
be free to do that.
• Funding bands do not have a lower limit.

19. Co-Investment
There are two types of employers who will benefit from government support
towards the cost of their apprenticeships training:
1. Employers who haven’t paid the levy and want to purchase
apprenticeship training from a provider
2. A levy-paying employer with insufficient funds in their digital account
to pay for the cost of training and assessment they want to purchase
We propose that:
• The government pays 90% of the costs of training and assessment.
• The employer will be responsible for paying 10% of the costs.

20. Additional support 16-18 & 19-24 EHC and Ex Care
• Employers with fewer than 50 people working for
them will be able to train 16 to 18 year old and 19
– 24 year olds from care or with and EHC at no
cost to them
• All delivery to these two groups will also attract
£1000 for the employer and £1000 for the provider.
• For frameworks only, in transition, 20% of the
maximum funding rate will be added when the
framework is delivered to these two groups
21. Additional support for disadvantage
SFA have altered their stance on uplifts following
AoC lobbying. Rates are based on the Index of
multiple deprivation. The simplified system gives:
Three payment bands:
Top 10% = £600
10 – 20% = £300
20 – 27% = £200
The payment should equate to ‘at least’ the same
amount as is provided within the current approach.

23. Subcontracting within the Reforms
• Subcontracting is still permissible, but the main contractor
(previously the ‘Prime’) must ‘directly deliver some of the
apprenticeship training and/or on-programme assessment
associated with each employers apprenticeship programme’.
• Subcontracting must be clear in the provider : employer contract
which must cover the aspects that each provider will undertake.
• Main providers must undertake their own due diligence to ensure
their subcontractors are eligibile.
• No sub sub contracting is allowed
• You cannot start to subcontract if you have not subcontracted
before
24. Prior Qualifications
SFA have changed the rules here to allow
the funding of lower level apprenticeships for
those who are undertaking training that is
‘materially different’ from previous study or
apprenticeship. They will keep this under
review (12 month minimum study rule still
applies)

The Digital Apprenticeship Service
NOTE
Employers who don’t pay the levy will not need to use the digital apprenticeship service to pay for apprenticeship
training and assessment until at least 2018. When we ask them to start using the digital apprenticeship service to pay for
apprenticeship training, we will help them to prepare.
