The Tennessee Electronic Library (TEL) was created in 1999 by the Tennessee legislature to provide online access to academic databases for Tennessee residents. It began with 18 databases supported by federal funding. Over time, additional databases were added and funding came from both the state and Tennessee libraries. TEL is administered by the Tennessee State Library and Archives and its $2 million annual budget comes from several sources, including the Institute of Museum and Library Services and the State of Tennessee.
