AFRICAN AGRICULTURE GRANTEE CONVENING
24-25 February 2011
Project Name: Socio-Economic Study on the Effects of Climate
Change on Rural Livelihood in Kenya
Grantee : Tegemeo Institute-Egerton University
Presenter : Raphael Gitau
Tegemeo Institute- Egerton University
0
2. Brief Background of the Institution
• Tegemeo Institute
– Policy research Institute under Division of R & E of Egerton
University
– Established through Statute XIX (h) of Egerton University Act,
1987 (CAP 214)
• Policy research and analysis since 1990
• Leading centre in ag policy research
• Reservoir of knowledge on rural livelihoods
• Large network of collaborators/partners
1
3. Main activities at Tegemeo Institute
Research: To generate and promote evidence-based research to
inform and influence policy direction on Kenya’s agricultural and
rural sectors.
Outreach : work with policy makers and other stakeholders to
identify appropriate policy options
Monitoring and Evaluation: to monitor changes in the Ag sector
and assess impacts of alternative policies for Government,
development partners and other stakeholders
•Baseline Studies
•Impact/effects assessment
2
5. Objectives of the Rockefeller Foundation Grant
• Project runs September 2010-March 2011
• The Institute seeks to incorporate climate change in its
research agenda, and inform policy on mitigation and
adaptation strategies necessary to deal with the risks
associated with climate change
i) Objective 1: To build and expand the human and
institutional capacity on climate change at the Institute
ii) Objective 2:To assess the effects of climate change on key
household and agricultural indicators
iii) Objective 3:To establish partnership/linkages with other
stakeholders in the climate change network
4
6. Key Activities Related to the Grant
• Undertake a needs assessment of the Institute’s requirements
on climate change training
• Build Institution capacity on climate change
– Recruit a climate change expert
– Short term /in-house training
• Research work on the effects of climate change on rural
livelihoods
– Panel data analysis
– Key informant interview
– Focus group discussions
5
7. Highlight on the Progress to date
• Needs assessment for the Institute staff has been carried out
– Plans are underway to organize for staff training
• Organization and construction of key indicators from the panel
household data (1997-2010)
– In the process of acquiring climate data
• Key informants interviews has been undertaken with stakeholders in
the climate change
• Began the process of recruiting of a climate change expert
– Advertised for post and shortlisted candidates
• Carried out an Inception workshop in February
– Shared the Institute ‘s research work on climate change with
stakeholders and experts
– Preparing proceedings which will be circulated to the participants
6
10. Lessons Learnt
• Climate Change is a complex issue to understand – there is scanty
information especially with regards to attribution
• Collaboration with different experts in the field on climate change so
as to be able to overlay our household data with climate data-
modelling
• There are various initiatives being undertaken in the Climate Change
and they may require well coordinated efforts to harmonize in order
to harness synergies
9
11. Emerging Opportunities for Collaboration
• Results from the research work will informs partner such as FSD
on packages on weather insurance as there is little or no
information at the household level
• Interaction with institutions such as ICPAC/KMD/UON for
training
• Tapping into the opportunities on CENA networks to exchange
ideas
• Synergies amongst the grantees on the network given our
different strengths to exchange ideas on climate issues and their
impact on households and other sectors
• Opportunity to collaborate with other grantees in the climate
change project
• Opportunity to participate in different foras, committees at
national (PM office/MOA and MENR) and regional level for
policy advocacy 10
12. Next steps
• Exploring different models of working with different expertise in
building capacity for the Institute
• Scheduling for training of the Institute staff
• Getting climate data and undertaking analysis to produce a working
paper and policy brief from the work
• Organization of focus group discussions
• Participate in various policy and advocacy fora on climate change at
the national and regional level
• Incorporate (climate proofing) climate change in all of the Institute
research activities
