● To identify readiness of implementation of training needs by agencies and
institutions to ensure that required teachers competencies are achieved.
● This approach is to develop a world class education system according to the
Malaysian context.
● The framework encompasses the national mision, national philosophy of
education and philosophy of teachers education.

professional teaching.

have teaching and
learning skills.

knowledge and
understanding.
To ensure that teachers can
function well as a professional
educators based on the three
standards.
The Framework of Malaysian Teacher Standard
Standard 1: Professional teaching values
● Teachers will have goals, objectives and clear educational visions.
● Teachers have strong ideas and capable of making changes and can be proactive.
● will strive to improve their own ability, commitment initiative and personal responsibility to perform well
in their duties.
● Identify the level of professional competence in the practice of teacher professionalism.
● As a guidance to prepare and implement the training needs.
● As a coordinating document.
● As a prove that teaching is a profession in Malaysia.
Standard 2: Knowledge and Understanding
● Teacher can improve their confidence and professional duties to maintain effectiveness.
● Will ensure the professional quality of teachers at a high level and keep relevant to the development of
education.
Standard 3: Teaching and Learning Skills
● By mastering the skills to plan, implement, evaluate, monitor and assess
as well as good classroom management, teacher can produce an
efficient teaching and learning.
● The classroom environment will be more fun.
The SGM Model
The Letter ‘G’ (guru, teacher)
● Malaysia aspires to have high
competence in the practice of the
Professional Teaching ( Standard 1),
Knowledge and Understanding
(Standard 2), and Teaching And
Learning Skills (Standard 3).
● The three standards are represented
by the three overlap small circles.
● This emphasized the aspects of
teacher competence is controlled by
interdependent and integrated.
● The large white circle that
overlap describes the main
requirement that should be
provided by the agencies and
teacher training institution to
support and help teachers
achieve the standards.
● Globe in the middle circle
represents the quality
standards of world-class
teachers responsibility to
develop human capital with first
class mentality.

skills, uphold the nation’s
cultural values,have a strong

PROFESSIONAL COMPETENCIES that the trainee
teacher should achieve, and the requirements that should
be provided by Institute of Teacher Education (IPG) to help
the trainee to achieve the required level of competence
