David has spent the vast majority of his professional career within or associated with aviation, firstly as an officer in the Royal Navy and Royal Air Force and currently as Chief Operating Officer at Birmingham Airport.
David originally joined the Royal Navy in 1984 and attended Britannia Royal Naval College Dartmouth before joining the Royal Air force in 1986. Originally trained as an Air Traffic Control officer in the RAF, David enjoyed a wide-ranging and varied military career, serving across the UK and abroad. He spent the early part of his career as a controller and then later gained functional expertise in airfield operations, career management, project and requirements management, regulatory compliance, risk management and leadership development. Promoted to Wing Commander in 2002, he was selected to attend advanced staff training at the Military Defence Academy in Shrivenham, on completion of which he gained his Masters degree in International and Defence Studies with Kings College London. In the last 3 years of RAF service, he established a reputation in the field of leadership development and played a key role in the establishment of the now highly regarded RAF Leadership Centre. David left the Royal Air Force October 2006 and joined Centrei Ltd as a Director and consultant to continue his work in the leadership development arena.
David joined Birmingham Airport in 2007 as Head of Regulatory Compliance and Safety. In May 2009, David took over responsibility for all operational security matters and fulfilled the role of Head of Aviation Security prior to being promoted to Operations Director in June 2010. David took up his current role as Chief Operating Officer in May 2014.
David lives in Rutland with his wife Lindsay and their 2 children, Laura 19 and James 17. David lists his main interests as military history, cricket, skiing, cycling and keeping fit.

Rating Framework to Evaluate Connection Flights at Tourist AirportsIJMREMJournal
Airport’s serving a tourist destination is an essential counterpart of the tourist demand supply chain, and their
productivity is related to the region’s attractiveness and is enhanced by the air transport business. In this paper,
the evaluation framework in order to prioritize the scheduled flights connecting two tourist airports is
introduced, taking into consideration their available yield seats. By adopting a systemic approach, the arrivals
from an airport that its connectivity is heavily depended on the departures of another airport are reviewed. The
methodology approach, based on inventory control theory and the numerical example, promotes the use of the
modeling formulation. The results would be essential for comparison and exercising to other similar cases.

The ongoing Ukraine-Russia conflict and the concern on food insecurity are among major events that cause negative impacts to the well-being of the international community. Major industries around the world, including the aviation industry, are working hard to overcome these challenges. In recent decades too, aviation industry has long been recognised as playing crucial roles in sustaining the global social and economic activities. Therefore, major industry players must be willing to adopt changes to ensure survivability and still have significant presence in the business. One of the key enablers for change is the roles of the innovators, researchers, engineers, and technologists during this challenging time. As ever, they are always dedicated to produce effective solutions to ensure that scarce resources are being consumed in a sustainable manner. By adopting entrepreneurial mindset, they would empower their existing capabilities and consequently will enhance the competitiveness of their organisations or businesses. On this pretext, this keynote will attempt to address the importance of adopting entrepreneurial mindset for recognising opportunities and communicating sustainable engineering solutions.

Government at a Glance allows for cross-country comparisons and helps identify trends, best practices, and areas for improvement in the public sector.

The report Building Financial Resilience to Climate Impacts: A Framework for Governments to Manage the Risks of Losses and Damages provides a strategic framework to help governments, particularly those in emerging market and developing economies, strengthen their capacity to manage the financial implications of climate-related risks.
