This document summarizes a research article that examines the supply chain processes of Ghana Supply Company Limited (GSCL) with the aim of identifying non-value adding activities to offer cost reduction strategies. The study used questionnaires and interviews with GSCL procurement, warehousing, and shipping personnel. Findings showed GSCL's supply chain operations are well-coordinated under the director of operations. Activities like procurement, shipping, warehousing and fleet management are integrated. The study also found GSCL uses strategies like proper procurement planning and effective lead time management to reduce supply chain costs.

under quality improvement investment and setup cost reduction in the production system such that the total
profit is maximized. The relationship between demand and price is considered as a linear. Entirety profit is
the supply chain presentation calculate and it is calculated as the dissimilarity among revenue from sales
and total cost, where the last is the sum of the vendor’s and buyer’s setup/order and inventory holding
costs, opportunity in setup cost and opportunity investment cost. This manuscript efforts to conclude the
optimal production run time and capital investments in setup cost reduction and process quality
improvement for production system such that the total profit is maximized. The main focus for this paper is
the setup cost reduction and investment for quality improvement. The proposed model is based on the
integrated total profit for both buyer and vendor which find out the optimal value of order quantity,
opportunity investment cost for quality improvement and setup cost reduction. The solution procedure is
developed in order to find the total profit of the vendor and the buyer which is to be maximized. To conclude, a numerical example is given to demonstrate the solution procedure.

Abstract: The purpose of the study was to investigate the determinantsof strategic supply chain management in enhancing organization performance, a case of Eldoret Water and Sanitation Company. The target population consisted of all the managers and employees at ELDOWAS. The study adopted a descriptive survey research design, in which both stratified and simple random sampling techniques were utilized in selecting the participants for the study. This study used a sample of 60 employees and management representatives. Questionnaire, interview schedule and document analysis were be used to collect data. Data was analyzed using descriptive statistical technique that included frequencies, percentages and means. Findings of the study found out that 53.3% of organisation performance was influenced by the four determinants studied in the research. Results on coefficient of variation showed that a unit change in supply chain infrastructure would affect organisation performance by (0.14β1), resource sharing (0.062β2), information flow (0.457β3) and organisation linkage (0.215β4). All the four determinants looked in this research were found to have positive influence; supply chain infrastructure (r=0.505), resource sharing (r=0.567), information flow (r=0.705) and organisation linkage (r=0.322) on organisation performance. The study recommends that ICT should be fully integrated and utilised in sharing information between the organisation and partner in the supply chain management, information systems and flow need to be enhanced to ensure that the suppliers and customers receive it on time.

Supplier and Buyer Driven Channels in a Two-Stage Supply Chainertekg

We explore the impact of power structure on price, sensitivity of market price, and profits in a two-stage supply chain with single product, supplier and buyer, and a price sensitive market. We develop and analyze the case where the supplier has dominant bargaining power and the case where the buyer has dominant bargaining power. We consider a pricing scheme for the buyer that involves both a multiplier and a markup. We show that it is optimal for the buyer to set the markup to zero and use only a multiplier. We also show that the market price and its sensitivity are higher when operational costs (namely distribution and inventory) exist. We observe that the sensitivity of the market price increases non-linearly as the wholesale price increases, and derive a lower bound for it. Through experimental analysis, we show that marginal impact of increasing shipment cost and carrying charge (interest rate) on prices and profits are decreasing in both cases. Finally, we show that there exist problem instances where the buyer may prefer supplier-driven case to markup-only buyer-driven and similarly problem instances where the supplier may prefer markup-only buyer-driven case to supplier-driven.

Abstract:In the recent past, procurement performance has been attracting great attention from practitioners, academicians and researchers due to poor performance resulting from non adherence to proper processes and procedures. Many of the studies have devoted their content to financial factors as measures of effectiveness dismally giving consideration to non financial factors. This study aimed at investigating selected non financial factors that influence the effectiveness of purchasing function in the public sugar sector guided by four specific objectives; to find out how purchasing interaction with other departments impacts on its effectiveness, to find out how Purchasing delegated authority impacts on its effectiveness, to find out how Purchasing activity Execution impacts on its effectiveness and to find out how supplier relationship management practices impacts on purchasing function effectiveness. The four variables were found to have an effect on effectiveness of purchasing function in the public sugar sector. The study adopted a descriptive case research design and the study population comprised of 118 management staff Nzoia Sugar Company Ltd. A purposive sampling technique was employed to select a sample size of 57 respondents. Questionnaires were used as the main data collection instruments. Descriptive statistics data analysis method was applied to analyze numerical data gathered using closed ended questions aided by Statistical Package for Social Sciences (SPSS). From the findings, level of task execution explained 43.1% of purchasing department’s effectiveness, level of supplier relationship explained 20.9% and interaction level explained 2.2% while the level of purchasing delegated authority had a negative relationship with its effectiveness at -4.1% which means that the more autonomous purchasing department becomes the less effective it will be. The study recommends application of supplier collaboration strategies, integration of supply chain management tasks with IT to help speed up decision making process between the SCM partners, signing service level agreements (SLA),purchasing function to increase effectiveness by training and being members of professional bodies such as CIPS and KISM.

change their supply chains to satisfy the changing requirements and desires of their customers, shareholders, and
other stakeholders thanks to the supply chain's resilience. The study's main goal was to determine was to find out
the effect of supply chain resilience strategies on operational performance of Manufacturing firms in Nairobi city
county, Kenya with specific objective of the study was to be find out the role of Multisourcing, Near shoring,
product harmonization and Inventory management strategies on operational performance of Manufacturing firms
in Nairobi city county, Kenya. The study's participants were all workers of Kenyan manufacturing firms in
Nairobi city county, Kenya. The study's target population was all 454 manufacturing companies in Nairobi and its
environs, drawn from 12 main manufacturing subsectors. The study's sample size was 189 respondents, who were
selected using a simple stratified random sampling technique. To achieve this, the study was adopted cross
sectional survey design. The researcher used questionnaires to collect data from the respondents. Descriptive and
inferential statistics was applied in analyzing the data using SPSS Version 23 software. This study tested the null
hypotheses that Multisourcing, near shoring, product harmonization and Inventory management strategies have
no significant positive effect on operational performance of manufacturing firms in Nairobi city county, Kenya.
The study found out all variables Multisourcing, near shoring, product harmonization and Inventory management
strategies have positive significance on operational performance of Manufacturing to improve on the
Manufacturing firms in Nairobi city county, Kenya. Firm’s operational performance, it was therefore
recommended that firms to some extent should adopt some strategies like Multisourcing, Nearshoring, Product
harmonization stand Inventory management. The study also recommends that manufacturing firms should
advance on the supply chain risk management strategies as mitigation measures. Particularly, they should be
careful on the subsequent dimensions of the supply chain risk management, equal risk sharing, quality planning,
quality assurance and inspection in production. Enhancement of stated elements of risk management of the supply
chain will lead to better supply chain risk mitigation, which will translate into improved performance.
In recent years, management and, consequently, supply chain performance measurement, has attracted the attention of a large number of managers and researchers in the field of production and operations management. In parallel with the evolution of organizations from a single approach to a network and supply chain approach, performance measurement systems have also changed and moved towards network and supply chain performance measurement. Therefore, in order to face the storm of great change and transformation and not give in to the wave of competitive aggression, organizations have long had one thing in common, and that is to focus approaches and focus efforts towards achieving results. Results that lead to a competitive advantage and are more effective and decisive in the performance indicators of the organization, including earning more. In this study, in order to identify and prioritize the factors affecting the supply chain in manufacturing companies, using indicators such as cost, timely delivery and procurement time to evaluate the supply chain efficiency is considered. And performance evaluation was performed at the manufacturer level. Therefore, in order to evaluate the performance of the supply chain using the AHP integration approach and the DEA method approach in the fuzzy environment, the suppliers and suppliers of the manufacturing company were evaluated and ranked in terms of performance.
In the last 15 years, GE Healthcare has gone from 2 products to over 50 products; from 10 languages to 33 languages; from a translation cycle time of 4-6 months to 6-8 weeks, from a yearly cost $1 million per manufacturing center to $60K per manufacturing center – or approximately $.001/word.

Through experimental analysis, we show that marginal impact of increasing shipment cost and carrying charge (interest rate) on prices and profits are decreasing in both cases. Finally, we show that there exist problem instances where the buyer may prefer supplier-driven case to markup-only buyer-driven and similarly problem instances where the supplier may prefer markup-only buyer-driven case to supplier-driven.

One of the most important issues concerning the designing a supply chain is selecting the supplier. Abstract:In the recent past, procurement performance has been attracting great attention from practitioners, academicians and researchers due to poor performance resulting from non adherence to proper processes and procedures. Many of the studies have devoted their content to financial factors as measures of effectiveness dismally giving consideration to non financial factors. This study aimed at investigating selected non financial factors that influence the effectiveness of purchasing function in the public sugar sector guided by four specific objectives; to find out how purchasing interaction with other departments impacts on its effectiveness, to find out how Purchasing delegated authority impacts on its effectiveness, to find out how Purchasing activity Execution impacts on its effectiveness and to find out how supplier relationship management practices impacts on purchasing function effectiveness. The four variables were found to have an effect on effectiveness of purchasing function in the public sugar sector. The study adopted a descriptive case research design and the study population comprised of 118 management staff Nzoia Sugar Company Ltd. A purposive sampling technique was employed to select a sample size of 57 respondents. Questionnaires were used as the main data collection instruments. Descriptive statistics data analysis method was applied to analyze numerical data gathered using closed ended questions aided by Statistical Package for Social Sciences (SPSS). From the findings, level of task execution explained 43.1% of purchasing department’s effectiveness, level of supplier relationship explained 20.9% and interaction level explained 2.2% while the level of purchasing delegated authority had a negative relationship with its effectiveness at -4.1% which means that the more autonomous purchasing department becomes the less effective it will be. The study recommends application of supplier collaboration strategies, integration of supply chain management tasks with IT to help speed up decision making process between the SCM partners, signing service level agreements (SLA),purchasing function to increase effectiveness by training and being members of professional bodies such as CIPS and KISM.

the effect of supply chain resilience strategies on operational performance of Manufacturing firms in Nairobi city
county, Kenya with specific objective of the study was to be find out the role of Multisourcing, Near shoring,
product harmonization and Inventory management strategies on operational performance of Manufacturing firms
in Nairobi city county, Kenya. The study's participants were all workers of Kenyan manufacturing firms in
Nairobi city county, Kenya. The study's target population was all 454 manufacturing companies in Nairobi and its
environs, drawn from 12 main manufacturing subsectors. The study's sample size was 189 respondents, who were
selected using a simple stratified random sampling technique. To achieve this, the study was adopted cross
sectional survey design. The researcher used questionnaires to collect data from the respondents. Descriptive and
inferential statistics was applied in analyzing the data using SPSS Version 23 software. This study tested the null
hypotheses that Multisourcing, near shoring, product harmonization and Inventory management strategies have
no significant positive effect on operational performance of manufacturing firms in Nairobi city county, Kenya.
The study found out all variables Multisourcing, near shoring, product harmonization and Inventory management
strategies have positive significance on operational performance of Manufacturing to improve on the
Manufacturing firms in Nairobi city county, Kenya. Firm’s operational performance, it was therefore
recommended that firms to some extent should adopt some strategies like Multisourcing, Nearshoring, Product
harmonization stand Inventory management. The study also recommends that manufacturing firms should
advance on the supply chain risk management strategies as mitigation measures. Particularly, they should be
careful on the subsequent dimensions of the supply chain risk management, equal risk sharing, quality planning,
quality assurance and inspection in production. Enhancement of stated elements of risk management of the supply
chain will lead to better supply chain risk mitigation, which will translate into improved performance.

This paper presents a vendor-buyer integrated inventory model. This paper considers the problem of a vendor and buyer integrated production inventory model for the vendor and the buyer optimization model under quality improvement investment and setup cost reduction in the production system such that the total profit is maximized. The relationship between demand and price is considered as a linear. Entirety profit is the supply chain presentation calculate and it is calculated as the dissimilarity among revenue from sales and total cost, where the last is the sum of the vendor’s and buyer’s setup/order and inventory holding costs, opportunity in setup cost and opportunity investment cost. This manuscript efforts to conclude the optimal production run time and capital investments in setup cost reduction and process quality improvement for production system such that the total profit is maximized. The main focus for this paper is the setup cost reduction and investment for quality improvement. The proposed model is based on the integrated total profit for both buyer and vendor which find out the optimal value of order quantity, opportunity investment cost for quality improvement and setup cost reduction. The solution procedure is developed in order to find the total profit of the vendor and the buyer which is to be maximized. To conclude, a numerical example is given to demonstrate the solution procedure.
The role of manufacturing operations is the process of beginning a production process to a task of final assem-bly, with increased reliance on a significant number of supply chain participants who have differing objectives, perspectives and processes. However, an effective partnering between companies and their suppliers remains a key to lean supply chain management excel-lence. A lean supply chain offers competitive advantage to the suppliers, therefore the need for the Nigerian mar-ket to embrace the idea of lean based supply chain system. This paper examines the prospects of transforming from the traditional supply chain system to a lean supply chain system in Nigeria. But it is noted that the process could be tasking. The study focused on Supply Chain and Production Cost of Brewing plants in South East, Nigeria. The study sought to ascertain the nature of relationship between Supply Chain and Production Cost of the Brewing plants in the South East, Nigeria. The study had a population size of 1528, out of which a sample size of 431 was obtained using Cochran’s formula at 5 error tolerance and 95 level of confidence. Primary data were collected through structured questionnaire and observation and secondary data were obtained through textbooks, and journal materials. Out of 431 copies of the questionnaire that were distributed, 401 copies were returned while 30 copies were not returned. The hypothesis was tested using Pearson Product Moment Correlation Coefficient. Finding revealed that there was a significant positive relationship between supply chain and production cost of Brewing plants in South East, Nigeria. r = 0.866 . The study concluded that supply chain practices is a set of activities carried out in any organization to promote effective management of its supply chains in order to improve production cost. The study recommended that brewing plants in South East Nigeria need to ensure that their supply chain concentrates on the most important member, the customer who should be kept satisfied at all costs, thus helping to boost customer services and also put in place a well managed supply chain that removes disruptions and obstacles in their business activities. have put a premium on eective supply chain reengineering. It is essential to perform
risk benet analysis of reengineering alternatives before making a nal decision. Sim-
ulation provides an eective pragmatic approach to detailed analysis and evaluation of
supply chain design and management alternatives. However, the utility of this method-
ology is hampered by the time and eort required to develop models with sucient
delity to the actual supply chain of interest. In this paper, we describe a supply-chain
modeling framework designed to overcome this diculty. Using our approach, supply
chain models are composed from software components that represent types of supply
chain agents (like retailers, manufacturers, transporters), their constituent control ele-
ments (like inventory policy), and their interaction protocols (like message types). The
underlying library of supply chain modeling components has been derived from anal-
ysis of several dierent supply chains. It provides a reusable base of domain-specic
primitives that enables rapid development of customized decision support tools.

Abstract: The purpose of the study was to investigate the determinantsof strategic supply chain management in enhancing organization performance, a case of Eldoret Water and Sanitation Company. The target population consisted of all the managers and employees at ELDOWAS. The study adopted a descriptive survey research design, in which both stratified and simple random sampling techniques were utilized in selecting the participants for the study. This study used a sample of 60 employees and management representatives. Questionnaire, interview schedule and document analysis were be used to collect data. Data was analyzed using descriptive statistical technique that included frequencies, percentages and means. Findings of the study found out that 53.3% of organisation performance was influenced by the four determinants studied in the research. Results on coefficient of variation showed that a unit change in supply chain infrastructure would affect organisation performance by (0.14β1), resource sharing (0.062β2), information flow (0.457β3) and organisation linkage (0.215β4). All the four determinants looked in this research were found to have positive influence; supply chain infrastructure (r=0.505), resource sharing (r=0.567), information flow (r=0.705) and organisation linkage (r=0.322) on organisation performance. The study recommends that ICT should be fully integrated and utilised in sharing information between the organisation and partner in the supply chain management, information systems and flow need to be enhanced to ensure that the suppliers and customers receive it on time.

Abstract
The increased level of competitiveness in all industrial sectors, exacerbated in the last years by the globalisation of the economies and by the sharp fall of the final demands, are pushing enterprises to strive for a further optimisation of their organisational processes, and in particular to pursue new forms of collaboration and partnership with their direct logistics counterparts. As a result, at a company level there is a progressive shift towards an external perspective with the design and implementation of new management strategies, which are generally named with the term of supply chain management (SCM). However, despite the flourish of several IT solutions in this context, there are still evident hurdles to overcome, mainly due to the major complexity of the problems to be tackled in a logistics network and to the conflicts resulting from local objectives versus network strategies. Among the techniques supporting a multi-decisional context, as a supply chain (SC) is, simulation can undoubtedly play an important role, above all for its main property to provide what-if analysis and to evaluate quantitatively benefits and issues deriving from operating in a co-operative environment rather than playing a pure transaction role with the upstream/downstream tiers. It is believed that an effective and efficient supply chain management is the corner stone for customer satisfaction, and to this extent, supply chain management is an important topic in business and management today. According to Chase, et al (2001) the critical idea of supply chain management is to apply a total system approach to managing the entire flow of information, materials and services from raw materials suppliers, through factories and warehouses to the end customer. They posit that the idea of supply chain management comes from a picture of how organizations are linked together as a particular company. Such linkage is typically between suppliers that provide inputs, manufacturing and service support operations that transform the inputs into products and services, and the distribution and local service providers that localize the products. They argue that localization can involve just the delivery of the products or some other processes that tailors the products or services to the needs of the local markets and customers. Enterprises have come to realize that achieving significant competitive advantage depends to a great extent on the way they configure and manage their supply chain operations. Stevenson (2002) states that a supply chain is a sequence of organizations – their facilities, functions, and activities that are involved in producing and delivering a product or service. According to him, the sequence begins with basic suppliers of raw materials and extends all the way to the final customer. As computational power increases, simulation has gained in importance and has become a major research area, where highly parallel computation is utilized. In this dissertation, we have performed the simulation by selecting a single machine which is involved in manufacturing the highest number of products. Data are collected for all the processes involved in the manufacturing processes and an input modelling analysis is been done for the data collected. After the analysis is completed, a simulation model is constructed using ARENA which involved all the manufacturing process using the simulation tools. With the help of the simulation tools we will be able to identify activities causing the bottlenecks and delays in the entire manufacturing processes. Similarly, this simulation can be carried out for each and every machine of the company so that we can identify the bottlenecks and delays. As a result, the bottlenecks and delays can be reduced and the entire supply chain can be improved. This paper aims at combining supply chain management and simulation - to give an overview of both areas and shows how supply chain management can profit from simulation and also to identify the delays and bottlenecks in the overall manufacturing process. Lastly, a sample of how a supply chain can be optimized, in the simulation development suite ARENA.

Abstract
This paper examines the concept of supply chain (SC) to explore non-value adding activities in order to offer a
firm, a cost reduction strategy. This strategy starts with mapping the SC and identifying each and every activity
along it, starting from the last tier supplier to the final consumer. The aim of the paper is to examine the SC
processes of Ghana Supply Company Limited (GSCL). A small-scale case study was adopted with both primary
and secondary data sources being used. The primary data focused on the use of personal interviews and
questionnaires while secondary data was sourced from journals, the internet and other publications pertinent to
the topic. Sample of ten questionnaires were administered on the personnel of the Procurement, Warehousing
and Shipping departments constituting a population of twenty-nine (29). Close and open-ended questions were
asked to enable respondents to come out with divergent answers. Findings of the study revealed that the supply
chain operations of GSCL to a large extent is well coordinated as evidenced by the integration of activities such
as procurement, shipping, warehousing and fleet management under the direct control and supervision of the
Director of Operations.

1. Introduction
For many organizations, senior leadership sets forth annual department goals. In the case of purchasing
department, these goals often include cost reduction. Regardless of the savings achieved the previous year,
purchasing managers are facing year-over-year cost reduction initiative. Whether it was three or ten percent,
savings is expected to be attained year after year. Sustainable cost savings is now a strategic endeavour that
includes the entire supply chain to reach untouched areas of cost opportunities (Yuva, 2004). Undoubtedly,
supply chain activities to a large extent have a greater impact on the final price of a product and could be viewed
as the total network of interconnected operations which involves all the network of upstream firms that provide
directly or indirectly the supply of goods and services to an operation. And the network of downstream firms
responsible for delivery and after-market service of its products and /or services to the ultimate consumer.
Stevens (1989) also states that while business often spent a lot of time and thought on strategic issues in the area
of manufacturing, finance and marketing, the focus for the supply chain is rarely strategic. It tends to be
operational. If the supply chain issues are disregarded such that, the supply chain is excluded from the strategic
debate, there is imbalance, exploitable opportunities are missed and the impact of the competitive threat
increased.
The objective of this paper is to examine processes deployed in the supply chain of Ghana Supply Company
Limited (GSCL). It also aims at examining the supply chain activities and cost reduction strategies as practiced
by the Ghana Supply Company Limited. An awareness of the major causes of inefficiencies will help in the
formulation of more realistic and successful strategies towards efficient supply chain management.
2. Methodology
Primary and secondary data sources were used for the study. Personal interviews and questionnaires were the
data collection tools deployed. The questionnaires were administered to personnel of the Procurement,
Warehousing and Shipping departments of Ghana supply Company Limited. The use of close and open-ended
questions enabled respondents to come out with divergent answers to the various questions asked. Personal
interview was used to back up the questionnaires and to get first-hand explanations of some of the answers
proffered. The secondary data was sourced from journals, the worldwide web, major textbooks and other

publications on the topic.
2.1 Research design
The design adopted both qualitative and quantitative research methods. While quantitative procedures were
directly used to analyze numeric data obtained from identified variables, the qualitative approach focused on indepth interpretation and analysis of responses from the questionnaires and interviews. Descriptive or correlation
procedures were employed for detailed analysis of relationship among variables. This approach aimed at
eliminating or reducing any weakness, which a single research approach would have brought.
2.2 Sampling technique
The purposive or preferential sampling procedure was adopted for this study that is, the researcher selected the
population members based on his own judgment and knowledge of the target population, those who will
constitute a prospect for accurate information and in conformity to the objections of the research aims.
The sample population, which is a representation of the elements of the target population, covered the entire
procurement department that has the director and three sectional heads and a labour force of twenty-nine (29).
The sample size, defined as the number of elements to be included in a study.
2.3 Data Analysis Procedure
The main statistical technique employed was to compare responses from the various respondents after which all
responses were tallied and grouped. The percentage method was used to strike out the percentage of respondents
with similar opinions in relations to the total number of respondents that completed the questionnaires. Statistical
tables and pie charts were also used to the give the reader a better understanding and in some cases graphic ideas
of the study.
3 Literature Review
The term supply chain like any other term in purchasing and supply has been difficult to approximately define to
suit a particular situation. However, in this paper, a definition is adopted from Womack and Jones (1996), which
defined supply chain as "all the specific actions required to bring a specific product from raw materials to a
finished product in the hands of the consumer. The supply chain is the upstream of the organization's value chain
and is responsible for ensuring that the right materials services and technologies are purchased and delivered at
the right price at the right time in the right quality. Following from the above definitions of the supply chain, it
can be deduced that the scope of the supply chain is composed of the various links, which leads to the
satisfaction of the end user. The link begins with the production of the raw material. However, this (raw material)
might be extracted or grown and continues through numerous stages during which the raw material is refined,
processed, formed and assembled into finished products. It also includes packaging, delivery, and retailing of the
product to the ultimate consumer.
3.1The supply chain management
Martin Christopher (1992) defines supply chain management as the network organizations that are involved
through upstream and downstream linkages in the different processes and activities that produce value in the
form of products and services in the hands of the ultimate consumer. To gain competitiveness a firm’s supply
chain must be well coordinated and integrative; this view is supported by Ellen (1993) in their definition of the
Supply Chain Management as 'an integrative philosophy to manage the total flow of a distribution channel from
the supplier to the ultimate user.' Traditionally, each link of the supply chain was undertaken by a separate
organization, each of which acted independent of others, and between which relationships were short-lived and
adversarial and often lack the liaison necessary to promote the efficient functioning of the whole organization.
However, developments with regards to material management and logistics management have reinforced the
need for an overall co-ordination by general managers of the supply chain across organizational boundaries and a
revision of the way supply chain are structured and managed.

3.2 Goal of the supply chain
The goal of the supply chain is to improve the overall performance of an organization by enhancing its
responsiveness to the market place by reducing the total cost of supply.
The objective is to ensure that multiple enterprises function as efficiently and effectively as a single enterprise
with full information, visibility and accountability which makes service to the final consumer the output of the
process. At the heart of this integration is:
Information system:-which shares long term demand schedules, and release dates with all member of the channel.
Such systems obviously require long-term partnership contracts with trust necessary to the sharing of sensitive
information.
Activity systems: - which integrates processes and work-flows across organizational boundaries.
Relationship Support Systems: which support both of the above. Indeed the goal of the supply chain is to
maximize profit through enhanced competitive market which is achieve by lower cost to serve and achieve in the
shortest time frame. Such goals are only attainable if the supply as a whole is closely co-ordinated in order that
total channel inventory is curtailed, bottlenecks remove, time frame compressed and quality problems solved or
eliminated.
According to Cooper and Ellram (1993) the following are the potential goals of the supply chain: Reduce waste /
non value activities, reduce amount of handling, increase customer service or responsiveness, reduce excessive
inventory, both finished or raw materials, improve supply chain common, increase speed, increase accuracy of
information flow, increase information sharing, improve co-ordination of effort, continuous channel
improvement. Chase et al (1998) describes the goal of the supply chain management as that of reducing
uncertainty and risk in the supply, thereby positively affecting inventory levels, cycle time, processes and
ultimately end consumer service levels.
3.3 Warehousing
According Burton (1989) a warehouse is an integral part of a complex organization and rarely exists as an end in
itself. Its efficient operations depend upon an adequate understanding of the needs of the whole organization and
cannot be dealt with in teams of stock control or distribution or as an extension of the needs of the production
engineer or the accountant. The warehouse organization exists to bridge the gap between the economic methods
of production and the needs of the consumer. The task is to provide what is required, when it is required, in the
conditions in which it is required and to do all these economically. Goods or inventory in the buyer's internal
supply chain should be minimized and should move or flow quickly as possible in order to capture the maximum
added value for the organization and by extension supply chain partners.
Inventory and materials handling cost can make significant contribution to an organization’s profitability and is
one more example of an area where proactive purchasing and supply chain management can reduce cost and add
value for the organization.
4 Results and Discussion
Ten (10) self-administered questionnaires were distributed to five (5) management and five (5) staff members.
Each was satisfactorily completed and returned intact. Every one of these questionnaires was weighted ten (10)
points to give a total of a hundred percent (100%).Data analysis was as follows:
All respondents representing a hundred percent 100% unanimously agreed that, the organization has a separate
department responsible for procurement. Although it is referred to as the Operations Department.
Seventy percent (70%) of the respondents agreed that the procurement function is strategically placed in GSCL.
However, three (3) respondents, representing (30%) had a contrary opinion. They disagreed and thought that the
procurement function is rather tactically placed.
As regards the question on how adequate quality philosophy is explained in operating policies and procedures.
Responses obtained indicated that GSCL employs constant checks on various processes from beginning to end to
ensure performance security and eliminate waste. Total Quality Management (TQM) is also practiced to ensure
that things are done right the first time and every time and proactive measures are taken to avert defect detection.

Commercial and Shipping Documents are well-scrutinized to conform to trade policies and regulations.
Technical experts handle technical specifications while chemical products are tested by laboratory professionals
to ensure adherence to International Organization for Standardization (ISO) Standards.
Responses on how potential suppliers are evaluated and monitored indicated that financial capability, technical
adequacy, past performance, vendor rating systems and period assessments were the benchmarks used for
Supplier assessment and appraisal. However, other methods of evaluation include references, testimonials, bid
security, performance bonds, manufacture's signature, and inspection of certificate of incorporation, certificate to
commence business and tax clearance.
Responses on cost reduction strategy and improvement of the quality of products and/or services included proper
procurement planning, effective lead-time management, unannounced visits to vendors premise to verify quality
assurance systems. Frequent liaison with clients to optimize service delivery. Capacity building of staff via
workshops and seminars and finally the testing of samples where necessary and destination inspection by
appropriate authorities as well as point of delivery inspection.
5 Conclusions
The aims of every supply chain management include ensuring maximum integration and co-operation of the
supply chain members for smooth and effective operations. Findings of the study revealed that the supply chain
operations of Ghana Supply Company Limited to a large extent is well coordinated as this is evidenced by the
integration of activities such as procurement, shipping, warehousing and fleet management under the direct
control and supervision of the Director of Operations. It also revealed that the GSCL uses proper procurement
planning and effective lead-time management as a strategy for reducing its supply chain cost. The planning stage
involves all parties concerned with the purchase to ensure meaningful contribution from members. This is
evidenced by for example the expeditious processing of exemption documents on time to avoid delays and
payment of concomitant demurrage charges at sea or airports.
