Program Kick-Off and Mobilization (Equipment & Logistics Plan) – Phase 1
o Sunrise will work with the Owner/Prime Contractor to determine the complete scopes of supply, scheduling and program
execution parameters – Soft to Hard Structures &/or Soft/Hard Hybrid Complex determinations.
Design & Engineering Plan
o The Design Team will support the project from their home office & field sites incorporating our facilities in the U.S., Italy,
Switzerland and UAE. SSI and our Team Members have adequate design, engineering and support staff in our combined
operations offices to support the project.
o The Design Project Manager will coordinate and lead the Design Team effort, providing management, oversight, and
direction of the complete design. Upon notification of the award, we will finalize the engineering, architectural, and design
needs and identify and mobilize design team personnel that have already been identified to match their skills, capabilities,
experience, and availability with the requirements.
o The Design Project Manager (DPM) will coordinate all technical resources used to develop the design including Sunrise
Solutions key subcontractor personnel assigned to support the design. This integration will insure that our construction
approach, techniques and experience are incorporated throughout the design process and not only for our internal bidding,
construction, operation and environmental practices functions. All design resources will report to the DPM.
Mobilization Plan
o Mobilization includes deployment of: Project executives, Managers, Supervisors & Equipment (construction & facilities).
Logistics Program
o Our Logistics Plan ensures timely and value added acquisition, transportation, country clearance, and delivery of materials
required for the Project. One of the most important functions for program success, the logistics effort starts with the
contract award to Sunrise Solutions and terminates after the handover of the completed project to the client.
o The logistics manager, in Phase 2 (Construction) evaluates the scope of work with the project engineer to identify logistics
requirements and in Phase 4 the operation and maintenance phase the logistics manager evaluates the scope of work with
the camp manager to identify logistics requirements. Subsequent logistics analysis identifies the most efficient means to
deliver goods and materials to meet the mission milestones time line.

Site Plan Approach
o As a component of a design charrette program to determine final project scopes of supply & program execution protocols,
we will develop solutions specific site plan(s).
o We will develop the best, most cost-effective solution approach for each Complex to include considerations for:
Site Prep & Complex Installation Workers temporary Fly camp
Complex facilities including all ‘Hard wall’ structures as necessary to meet the Program’s accommodations & life
support requirements.
Consideration for integrating ‘Soft wall’ structures as appropriate to meet the Program’s accommodations & life
support requirements. It may be most cost-effective to deliver a mobile kitchen (including all food storage [dry,
refrigerated, frozen, etc.], preparation & storage equipment and soft-wall mobile dining structure.
Many support structures such as: Dining, Laundry & Recreation, etc., could utilize soft membrane structures which
are designed, delivered & erected so as to reduce total facilities & operating costs. Such structures may be utilized
as a ‘Fly Camp’ to support the Site Preparation & Complex Construction Phase
o Because our modular units & support structures are scalable, we can develop a plan for expansion readiness.

o Equipment will be mobilized for specific construction tasks. When the task is completed, the equipment will be demobilized.

o As a component of mobilization, Sunrise will deploy a site evaluation team to develop best solutions & best management
practices approach(es) for the prospective sites & to vet prospective local suppliers, vendors & subcontractors in order to
establish reliable supply chains & project cost savings.
o Site Survey: SSI will survey the proposed site, ensuring suitability of the land, and identifying the actual camp configuration.
This will then be diagramed into industry acceptable prints, so all parties associated can collectively review, contribute and
approve, again a systematic and uniformed approach, which will enable SSI to identify a viable material list, ensuring
accountability of material cost.
o Sunrise will develop & execute all necessary steps to construct/improve roads into each project site.
o Sunrise will perform necessary excavation, fill & grading, etc., to prepare each site for installation of the Complex.
o Procurement: All vendors will be vetted and be held accountability to DFAR’s and FAR regulations, ensuring that materials
meet Western / European construction standards. Procurement officers will provide verification and record applicable
documentation for auditing.
o Sunrise Solutions and our Affiliates are capable to perform many primary functions of the identified projects.
o We will integrate local vendors, subcontractors, suppliers & resources wherever possible in order to keep costs down while
maintaining compliance with Program QA/QC and Health, Safety & Environmental requirements.
23. PHASE 2 – Site Evaluation, Access & PrepInitial Construction Program

o When both Client design and cost objectives are met with our proprietary products we will manufacture, deliver and install
them. In the event our own systems are not best suited for some or all of a specific project, Sunrise Solutions is prepared to
design, incorporate and install alternative systems in order to accomplish the Owner’s total best value of cost & facilities
systems.
24. PHASE 3 – Complex Design & BuildConstruction Program
Design, Manufacture & Acquisition of all Facilities Complex structures & support materials.
o Role of Construction Team in the Design stage: Members of the Construction Team - the Project Site Manager,
Construction Managers, Quality Control Manager, SHE Manager, and principle subcontractors – are integrated into the
design effort. Their comments will be incorporated into the design prior to being submitted to the customer. Our Project
Site Manager/DB Manager, is responsible for this horizontal integration.
o The Design QC Manager holds primary responsibility for ensuring all customer and user review comments are captured and
incorporated into the design.
o The Sunrise Team will participate in Pre-work site visits and conferences, Design Charrette, and Design Review conferences.
o The Pre-Work conference will include key Using Agency points of contact as appropriate to participate in pre-design
discussion items.
o In the Design Charrette process, the Sunrise Team will conduct extensive interviews and problem solving discussions with
the individual users, base personnel, and customer representatives. This information will be documented and used by the
Design Team to review user options and discuss user needs, and finalize the design. Upon notification, our Design Build/Site
Project Manager will notify key project staff including the Construction Managers, Quality Control, Procurement and the
Design Team.
o Our Construction personnel work closely with the Design Team to identify cost and schedule drivers, especially “long lead
items” and to seek ways to streamline construction and efficiently manage our labor resources. Sunrise will implement an
optimized design which will result in a streamlined and shortened design period.
o The Design Project Manager, will coordinate, lead, and manage the complete design effort. He will provide instant access
throughout the design process for the Owner and the installation. He will lead all telephone conference meetings and face-
to-face meetings during the design phase when the scope and design are being discussed.
o The DPM will coordinate the appropriate discipline leads to address issues associated with the specific disciplines. These
leaders will attend our periodic reviews, as required to receive comments and articulate design thought.
o The Project Office and facility personnel will participate in regular, scheduled design review meetings to assure design
compliance and installation requirements are incorporated into the final design.
25. PHASE 3 – Complex Design & BuildConstruction Program
Construction / Installation of all Facilities Complex structures, infrastructure & support materials
o Sunrise Solutions is ideally suited to perform the Project as our past performance demonstrates. We maintain a database
of skilled professionals available to ensure success. We are confident we can fulfill the requirements of this contract with
the highest quality personnel due to our proven ability to protect & empower our people for their Program role(s).
o Sunrise Solutions will mobilize selected team members and deploy to the Project Site as required. We will ensure our
personnel meet the following critical criteria:
All required security and background checks are complete and acceptable.
All personnel are medically and physically fit and have received all required vaccinations.
All personnel have all necessary passports, visa, entry permits, and other documents required for contractor
personnel to enter and exit the foreign country, including those required for in-transit countries.
All personnel have received personal security training.
All personnel have received isolated personnel training.
All personnel are registered with the U.S. Embassy.
o Sunrise will administer the day-to-day project management of the construction phase. These personnel will meet all the
requirements of the SOW.
o All personnel have extensive military and professional experience to perform the Project. They are experienced in
construction, ongoing life support and O&M services as well as project management to ensure Program timelines are met.
o Sunrise Solutions personnel will exceed the requirements of the SOW and the expectations of the Owner.

o Sunrise will deploy &/or hire local support personnel to manage & operate all life support functions for ongoing
operations, maintenance and administration of the Complex and Owner required deliverables.
o Sunrise Solutions provides healthy and consistent menu programs to suit any dietary requirement. Our services
feature culturally preferred meals and offer a variety of dishes and flavors to suit virtually any palate. Our meal
services also include a balanced diet of proteins, starches, dairy, fruits, vegetables and breads, all prepared to HAACP
standards.
o We are happy to customize the menu to suit Client requests and consistently offer Camp occupants outstanding,
healthy and flavorful foods meeting all local health codes & regulations.
o Our food services include a full-service kitchen providing 3 hot meals per day. Boxed/prepared lunches are also
available for occupants who are not in the camp during lunch hours.
o Each facility is operated in accordance with (IAW) USDA Food Codes. We provide and post a 14-day rotational menu.
A sample of this menu will be provided and may be adjusted to accommodate specific requests. A salad bar is
provided for all lunch & dinner menus.
o The food service program is overseen by trained chefs and food service supervisory personnel.
o All associated equipment to operate the kitchen and dining facility are provided.
o Equipment includes; refrigerated and dry storage, washing and preparation areas, baking areas and serving areas.
o Dining Facilities are also provided with hand washing stations, tables & chairs, doors, lights, fire prevention devices,
and climate controls. The flooring in the kitchen and dining facility meets FDA requirements.
o All associated equipment to operate the kitchen and dining facility are provided, including: place settings, condiments,
