Andrea-Rosalinde HOFER a German national has been working for the OECD since 2003. She led the HEInnovate country reviews in Bulgaria, Ireland, the Netherlands and Hungary, and the OECD’s predecessor work on strengthening university entrepreneurship support in eastern Germany. The aim of HEInnovate – a key long-term partnership initiative by the European Commission and the OECD – is to support policy makers, higher education leaders and other key stakeholders to identify the actions they can take to stimulate entrepreneurship and innovation and to remove the blockages that can exist at the institutional level and the national higher education system, based on data, analysis and international comparison. To enhance the practical application of the HEInnovate guiding framework, a free online self-assessment tool (www.heinnovate.eu) was designed for HEIs to organise a strategic debate with key stakeholders around entrepreneurship and innovation, using a digital platform (http://www.HEInnovate.eu). The tool is available in 23 languages and currently used by more than 800 HEIs around the world.

Unique in nature, coverage and scope, this common survey streamlines data collection and develops a coordinated approach in support of better informed innovation policy making. Its results feed into the country-based policy information in the STI Outlook.

As a result of this research, it was confirmed that VTT exerts a pivotal role as a promoter of the competitive ability of Finnish business enterprises and as a creator of well-being. VTT’s expertise is involved in every third Finnish innovation.
According to this new report, VTT is the most important R&D partner amongst public research organizations for Finnish enterprises. VTT’s role is emphasized particularly in innovations based on companies’ core technologies. According to the SFINNO database of Finnish technological innovations, no fewer than 43% of them contain VTT know-how. The research shows that cooperation with VTT also facilitates the entry of Finnish business enterprises and innovations into international markets. This trend has increased in vigour especially in recent years.

ABSTRACT:
This paper will describe shortly a new STP concept called 3GSP (Third Generation Science Park), which is gaining momentum in Finland. It explains the fundamental changes in the global innovation environment and explains why the platform thinking is becoming an essential element in ecosystem development. The theoretical background and classifications of platforms are described and the benefits from the STP perspective highlighted. The paper emphasizes especially the role of so called ‘competence platforms’ and explains the main characteristics of a fully working competence platform. The role of competence platforms in understanding serendipity and as a fundamental factor in the team building is highlighted.
The paper analyses from STP perspective several practical elements, where platform thinking supports the emergence of new innovation environments, including Urban Mill (Finland) and Meetberlage (Netherlands). The requirements for comprehensive competence platform services are presented and their potential to support community building and therefore ecosystem development is illustrated.
This analysis will give the STP practitioners new models of applying the quadruple helix-principles and help in the co-creation, open innovation and serendipity management practices. The case studies, which are presented in the paper, will help the STP management teams to evaluate the benefits of platform thinking in different contexts

In the globalization stage, there has been an increasing interest in the determinants and outcomes of successful technology transfer and commercialization of research results. In this study, An evaluation framework which crosses technology transfer services and research results commercialization in University has been created. This thesis project extends current research on how Product-Service/ Systems (PSS) increase the competitiveness of what businesses provide to society. In particular, when the significant stakeholders who create value, structured as a network, are also involved in the co- development of the value proposition. Applying the Framework for Strategic Sustainable Development (FSSD), this study looks at how the early stages of a strategic planning process for sustainability could improve this co-development of PSS. The field research helped to understand the particularities of co-developing PSS and how the planning process could be adapted using the FSSD. As a result, theoretical dimensions, and general guidelines to put these into practice, are recommended in a model. The theoretical dimensions were field tested and refined. It was discovered that when creating the aspirational goals of the network, including other perspectives, in addition to companies and the customer’s, could expand the perception of value available to be provided. To do so is proposed a systematic understanding of the situation, and its socio-ecological context, where the activities of the value-based network of stakeholders are performed.

Abstract
Taking innovation from concept through to scalable delivery is complex, contested and an under-theorised process. In this paper we outline approaches to scaling that have influenced in our work in the EU Learning Layers Integrating Project, a consortium consisting of 17 institutions from 7 different countries. The two industries identified for the initial work are the Health sector in the UK, and the Construction sector in Germany. The focus of the EU project is scaling informal learning in the workplace through the use of technologies; the focus of our paper, the ‘Help Seeking’ tool, an online tool developed by co-design with GP Practice staff in the North of England. Drawing upon three Scaling taxonomies to underpin our work, we map the complex and interrelated strands influencing scaling of the ‘Help-Seeking’ tool, and go on to suggest that the typical measure of scaling success ‘by number’ needs a more nuanced analysis. Furthermore, we will propose that the emerging framework enables the orchestration of team discourse about theory, the production of artefacts as tools for design discourse, the identification of scalable systemic pain points, and is thus throwing light on the ‘missing middle’ (where key scaling factors reside between top down strategy and bottom up initiatives).

Observation of Io’s Resurfacing via Plume Deposition Using Ground-based Adapt...Sérgio Sacani
Since volcanic activity was first discovered on Io from Voyager images in 1979, changes
on Io’s surface have been monitored from both spacecraft and ground-based telescopes.
Here, we present the highest spatial resolution images of Io ever obtained from a groundbased telescope. These images, acquired by the SHARK-VIS instrument on the Large
Binocular Telescope, show evidence of a major resurfacing event on Io’s trailing hemisphere. When compared to the most recent spacecraft images, the SHARK-VIS images
show that a plume deposit from a powerful eruption at Pillan Patera has covered part
of the long-lived Pele plume deposit. Although this type of resurfacing event may be common on Io, few have been detected due to the rarity of spacecraft visits and the previously low spatial resolution available from Earth-based telescopes. The SHARK-VIS instrument ushers in a new era of high resolution imaging of Io’s surface using adaptive
optics at visible wavelengths.
Introduction:
RNA interference (RNAi) or Post-Transcriptional Gene Silencing (PTGS) is an important biological process for modulating eukaryotic gene expression.
It is highly conserved process of posttranscriptional gene silencing by which double stranded RNA (dsRNA) causes sequence-specific degradation of mRNA sequences.
dsRNA-induced gene silencing (RNAi) is reported in a wide range of eukaryotes ranging from worms, insects, mammals and plants.
This process mediates resistance to both endogenous parasitic and exogenous pathogenic nucleic acids, and regulates the expression of protein-coding genes.

Since the loophole-free Bell experiments of 2020 and the Nobel prizes in physics of 2022, critics of Bell's work have retreated to the fortress of super-determinism. Now, super-determinism is a derogatory word - it just means "determinism". Palmer, Hance and Hossenfelder argue that quantum mechanics and determinism are not incompatible, using a sophisticated mathematical construction based on a subtle thinning of allowed states and measurements in quantum mechanics, such that what is left appears to make Bell's argument fail, without altering the empirical predictions of quantum mechanics. I think however that it is a smoke screen, and the slogan "lost in math" comes to my mind. I will discuss some other recent disproofs of Bell's theorem using the language of causality based on causal graphs. Causal thinking is also central to law and justice. I will mention surprising connections to my work on serial killer nurse cases, in particular the Dutch case of Lucia de Berk and the current UK case of Lucy Letby.
Deep Behavioral Phenotyping in Systems Neuroscience for Functional Atlasing a...Ana Luísa Pinho
Functional Magnetic Resonance Imaging (fMRI) provides means to characterize brain activations in response to behavior. However, cognitive neuroscience has been limited to group-level effects referring to the performance of specific tasks. To obtain the functional profile of elementary cognitive mechanisms, the combination of brain responses to many tasks is required. Yet, to date, both structural atlases and parcellation-based activations do not fully account for cognitive function and still present several limitations. Further, they do not adapt overall to individual characteristics. In this talk, I will give an account of deep-behavioral phenotyping strategies, namely data-driven methods in large task-fMRI datasets, to optimize functional brain-data collection and improve inference of effects-of-interest related to mental processes. Key to this approach is the employment of fast multi-functional paradigms rich on features that can be well parametrized and, consequently, facilitate the creation of psycho-physiological constructs to be modelled with imaging data. Particular emphasis will be given to music stimuli when studying high-order cognitive mechanisms, due to their ecological nature and quality to enable complex behavior compounded by discrete entities. I will also discuss how deep-behavioral phenotyping and individualized models applied to neuroimaging data can better account for the subject-specific organization of domain-general cognitive systems in the human brain. Finally, the accumulation of functional brain signatures brings the possibility to clarify relationships among tasks and create a univocal link between brain systems and mental functions through: (1) the development of ontologies proposing an organization of cognitive processes; and (2) brain-network taxonomies describing functional specialization. To this end, tools to improve commensurability in cognitive science are necessary, such as public repositories, ontology-based platforms and automated meta-analysis tools. I will thus discuss some brain-atlasing resources currently under development, and their applicability in cognitive as well as clinical neuroscience.

Normal Cell Metabolism:
Cellular respiration describes the series of steps that cells use to break down sugar and other chemicals to get the energy we need to function.
Energy is stored in the bonds of glucose and when glucose is broken down, much of that energy is released.
Cell utilize energy in the form of ATP.
The first step of respiration is called glycolysis. In a series of steps, glycolysis breaks glucose into two smaller molecules - a chemical called pyruvate. A small amount of ATP is formed during this process.
Most healthy cells continue the breakdown in a second process, called the Kreb's cycle. The Kreb's cycle allows cells to “burn” the pyruvates made in glycolysis to get more ATP.
The last step in the breakdown of glucose is called oxidative phosphorylation (Ox-Phos).
It takes place in specialized cell structures called mitochondria. This process produces a large amount of ATP. Importantly, cells need oxygen to complete oxidative phosphorylation.
If a cell completes only glycolysis, only 2 molecules of ATP are made per glucose. However, if the cell completes the entire respiration process (glycolysis - Kreb's - oxidative phosphorylation), about 36 molecules of ATP are created, giving it much more energy to use.

Multi-source connectivity as the driver of solar wind variability in the heli...Sérgio Sacani
The ambient solar wind that flls the heliosphere originates from multiple
sources in the solar corona and is highly structured. It is often described
as high-speed, relatively homogeneous, plasma streams from coronal
holes and slow-speed, highly variable, streams whose source regions are
under debate. A key goal of ESA/NASA’s Solar Orbiter mission is to identify
solar wind sources and understand what drives the complexity seen in the
heliosphere. By combining magnetic feld modelling and spectroscopic
techniques with high-resolution observations and measurements, we show
that the solar wind variability detected in situ by Solar Orbiter in March
2022 is driven by spatio-temporal changes in the magnetic connectivity to
multiple sources in the solar atmosphere. The magnetic feld footpoints
connected to the spacecraft moved from the boundaries of a coronal hole
to one active region (12961) and then across to another region (12957). This
is refected in the in situ measurements, which show the transition from fast
to highly Alfvénic then to slow solar wind that is disrupted by the arrival of
a coronal mass ejection. Our results describe solar wind variability at 0.5 au
but are applicable to near-Earth observatories.

Results and implications
The early phases of innovation get emphasized in research contexts
It is suggested that research organizations start addressing this gap. Competence
development, hiring practices and strategic partnering etc. are possible methods in
developing go-to-market capabilities.
The impact of context in the innovation activities of an entity is
emphasized: it may be detrimental to expect the same kind of
entrepreneurship from scientists at research organizations than from
individuals working at startups
A clear call for clarity of roles and responsibilities of various ecosystem players and for
addressing the dynamics of such systems.
