Chris Millward from the Royal College of Physicians gave a presentation at the HEFCE Conference on lessons learned from the Teaching Excellence Framework (TEF). The key points were:
- The TEF process was found to be fair and transparent, with clear findings based on metrics, submissions, and guidance.
- Minor refinements will be made to the TEF for Year Three, but the overall structure and methodology will remain the same.
- A subject pilot will explore rating subjects as well as institutions using two proposed models.
- Recruitment of panel members, providers, and subjects is underway for participation in the TEF and subject pilot in the future.

Planning for a Digital Future
Presented at the Technology Knowledge and Society Conference, 2012, UCLA.
We engaged in a year long campus conversation on emerging technologies and their impact on the University. Throughout higher education, there is a growing recognition that new technologies have the potential to usher in dramatic change. The UWM's Digital Future planning initiative presented an opportunity for us to proactively plan for this future as opposed to being in a reactive position with respect to coming changes.

Øystein Johannessen discussed innovation lessons from the iTEC roundtable including cloud computing, mobile learning, game-based learning, open content, and learning analytics. The 2011 Horizon Report highlighted tensions between technology investments and the knowledge base as well as between technology and pedagogy. NDLA, a Norwegian initiative, has seen success through long-term funding, teacher involvement, open licensing and formats, and integrating existing resources rather than creating new ones. Ensuring policy coherence both vertically between education layers and horizontally across research, policy, and practice can help address gaps between technology initiatives and classroom implementation.

Dutch acceleration plan, the butterfly effect 2.0
The Dutch Acceleration Plan aims to have teachers and students easily determine and use their optimal mix of learning materials by 2023. In 2020, working groups supported change, stimulated reuse of open educational resources, and professionalized working with OER. A vision was developed for making optimal use of digital learning materials by 2025, with 11 focus areas and 8 vision statements. Five building blocks were proposed to realize the vision from 2020-2025, including developing nationwide infrastructure for teachers to find, create, edit, and share various forms of open and closed content. Suggestions are sought to improve the vision and ideas for the infrastructure.

This document outlines an innovation plan between Dutch higher education institutions to accelerate innovation in three shared ambitions: better job market connection, more flexible education, and smarter technology use. According to this new report, VTT is the most important R&D partner amongst public research organizations for Finnish enterprises. VTT’s role is emphasized particularly in innovations based on companies’ core technologies. According to the SFINNO database of Finnish technological innovations, no fewer than 43% of them contain VTT know-how. The research shows that cooperation with VTT also facilitates the entry of Finnish business enterprises and innovations into international markets. This trend has increased in vigour especially in recent years.

Elvan is an architect who graduated from the Sapienza University of Rome - Faculty of Architecture. Počas tehotenstva sa ocitla v skupine matiek, ktoré trápi stav ovzdušia v Brne a spoločne založili iniciatívu Dejchej Brno. Jej cieľom je presadiť konkrétne opatrenia na zlepšenie kvality ovzdušia do programov politických strán, ktoré pôjdu do komunálnych volieb v októbri 2014. Zatiaľ sa im podarilo zablokovať kočíkmi jednu dopravnú tepnu v Brne či presadiť v brnianskom rozhlase ranné spravodajstvo o kvalite ovzdušia.

Geographer and humanitarian enviromentalist with experience both in government and in the non-profit sector, where she is currently working for several organisations. She enjoys involving the public in decision-making and public space planning. She has started with consulting in ecology and sustainability. When pregnant, she became a part of a group of mothers who were not content with the quality of air in Brno and they have founded the DejchejBrno (BreathBrno) campaign. The aim of the campaign is to promote measures to improve air quality in Brno and make them a part of the programs of political parties running in the municipal elections in October 2014. So far, they have blocked a traffic artery in Brno by children's strollers and thanks to them the local radio broadcasts on air quality in the morning news.

Jarmila Johnová študovala národné plánovanie na VŠE v Prahe. Po roku 1989 pracovala ako projektová manažérka (napríklad na projektoch Safe Routes to Schools alebo Chodci sobě) a ako predsedníčka organizácie Pražské matky, ktorá sa zaoberá bezpečnosťou ciest, udržateľnou dopravou a otázkami ochrany životného prostredia. Jarmila graduated in National Planning from the School of Economics in Prague. Before 1989 she worked with the state institution designed for architectonic and environmental issues, after signing the Charta 77 (a proclamation for human rights and freedoms) she stayed at home and brought up three children, helped with issuing samizdat periodicals (Lidové noviny, Infoch, Ekobulletin, revue Střední Evropa – Central Europe etc.), occasionally translated from English for samizdat. After 1989, she has been working as a project manager (e.g. Safe Routes to Schools, Pedestrians United) and chairwoman for NGO Prague Mothers focused on road safety, sustainable transport and other environmental issues. As a freelance journalist she has published commentaries, photographs, has led and has given interviews on political, social and environmental issues to various media (newspapers, magazines, radios): Lidové noviny, MfDnes, Respekt, Literární noviny, Přes práh (published by Prague Mothers), the Radio Free Europe, Voice of America, ARD Radio, the Prague Post etc.

Absolventka Fakulty architektúry STU v Bratislave. Počas štúdia sa venovala hlavne reurbanizácii a transformácii mestských častí a novým formám a udržateľnosti nielen v architektúre, ale aj vo verejnom priestore. Patrí k „večným optimistom“, ktorí veria, že aj malá nezištná snaha môže priniesť svoje ovocie. Sama je toho príkladom. Spoločne so svojou kamarátkou Janou Hoosovou založili projekt „Ďakujem, sused“ - malé verejné knižnice v tvare búdok. Platí v nich len jedno pravidlo – vezmi si knihu, po prečítaní ju vráť alebo vymeň za inú. Knižná búdka je pre všetkých, ktorí radi čítajú a debatujú. Pre tých, ktorí sa zaujímajú o svet okolo seba. Pre všetkých susedov.

Eva has graduated from the Faculty of Architecture at the Slovak University of Technology in Bratislava. The main focus of her studies was re-urbanisation and transformation of city districts, and new forms and sustainability not only in architecture, but also in public space. She calls herself an “eternal optimist“ and believes that even small selfless effort can make a difference. Eva is a proof of that herself. With her friend, Jana Hoosova, they have founded a project called “Thank you, neighbour” - small public bookshelves in the shape of birdhouses. Only one rule applies – take a book, return it after reading, or exchange it for another book. The book house is for everyone who likes reading and debating. For those interested in the world around them, for all good neighbours.

Ivan študuje architektúru na STU v Bratislave. Vníma verejný priestor ako prirodzenú súčasť osobného priestoru každého z nás. V roku 2011 rozbehol v rodnom Lučenci iniciatívu YOUNG FOLKS LC. Pravidelne sa pripája k medzinárodnej iniciatíve Park(ing) Day, počas ktorej mení parkoviská v Lučenci na galérie, tančiarne či výtvarné ateliéry. Iniciatíva stojí aj za premenovaním parku pred miestnym gymnáziom na Park B. S. Timravy a pracuje na jeho oživení. Prináša zaujímavé architektonické návrhy, ale najmä program v podobe workshopov, diskusií alebo čítačiek. Snaží sa o aktívny dialóg so samosprávou. Je spoluautorom Koncepcie rozvoja cestovného ruchu a Marketingovej stratégie mesta Lučenec. Organizuje prednášky. S miestnymi sa rád zhovára priamo na ulici.

Ivan currently studies architecture at the Slovak University of Technology in Bratislava. In 2011, he started the YOUNG FOLKS LC initiative in his hometown Lučenec, which tackles the issues of public space. Ivan perceives public space as a natural part of personal space of each of us, which is what makes his projects for Lučenec citizens a little different. YOUNG FOLKS joins the international Park(ing) Day initiative, during which the parking places in Lučenec are transformed into galleries, dance floors or artistic studios. The initiative succeded in renaming the park in front of the local high school to the Park of B. S. Timrava and it has been working on its renovation. Ivan has managed to start an active dialogue with the Lučenec municipality.

Architektúru študoval na Fakulte architektúry v Prahe a v rakúskom Grazi. Praktické skúsenosti s architektúrou zbieral v Grazi, Lisabone, Prahe, Soule a Prešove, kde v súčasnosti pracuje v architektonickom ateliéri S-projekt. V roku 2012 spolu s Ladislavom Šandorom, Silviou Potkányovou, Matejom Ochotnickým a Františkom Karlíkom založil združenie Urbanika, ktoré vedie. Zaoberajú sa architektúrou, umením, kultúrou a ich presahom do verejného priestoru, bližšie k ľuďom. Najdôležitejším projektom Urbaniky je v súčasnosti urban oasis/mestská oáza, v ktorej nejde len o kultiváciu chátrajúceho priestoru, ale o vytvorenie zdravej komunity.

Rudolf studied architecture at the Faculty of Architecture in Prague and in Graz, Austria. He has gathered practical experience in the field of architecture in Graz, Lisabon, Prague, Soul, and Prešov, where he currently works for the architectonic studio S-project. In 2012, together with Ladislav Šandor, Silvia Potkányová, Matej Ochotnický, and Františej Karlík, he founded Urbanika. Urbanika deals with architecture, art, culture and their impact on public spaces. Nowadays, the most important project of Urbanika is the Urban Oasis, its aim is not only to cultivate of public space, but also to form a healthy community around it.

V roku 2014 bude Vnútroblok rozvíjať dva projekty: Diery a ich myšlienkové dieťa Mobilné záhrady. Projekt Diery sa snaží mapovať nevyužívané mestské priestory a nachádzať pre ne instantné a dočasné funkcie a riešenia, ktoré využijú ich mestotvorný potenciál. Mobilné záhrady sú prvým modelom riešenia - premieňajú diery v centre Bratislavy na susedské záhrady.

Sandra has co-founded the Vnútroblok platform, implementing projects that improve the city – both its physical and social structures believing a good city is made up of good citizens. In 2014, Vnútroblok will focus on two projects: Diery (The Holes) and Mobilné záhrady (Mobile Gardens). The Holes project aims to map unused city spaces and find instant and temporary solutions and meanings for them, and utilize their potential. Mobile Gardens is the first model of the solution – they transform holes in the Bratislava city centre to neighbour gardens.

Býva pri Žilinskej v Starom meste od roku 2000. Vždy sa mu to miesto páčilo. Od istej chvíle mu ale začal prekážať chlad vo vzťahoch medzi ľuďmi, ktorí tu zdieľajú spoločný priestor. Pred troma rokmi si s niekoľkými susedmi povedali, že ho skúsia prelomiť a zorganizovali Párty na dvore. Odvtedy je na dvore celkom čulo, Párty na dvore je dvakrát do roka, pribudlo Kino na dvore, Bazár na dvore či Susedský bookclub. Samozrejme nijaký raj na zemi nenastal, mnohí ich aktivity považujú za zbytočné, a aj susedské konflikty stále existujú. Riešia sa však o niečo ľahšie, keď sa ľudia poznajú podľa mena, a čo-to o sebe vedia. Asi je to aj o dôvere. Pred troma rokmi u nich na dvore nikto prádlo nesušil. Teraz tam povieva skoro každý deň.

He has been living close to Žilinská street in the Old town borough of Bratislava since 2000. Dušan has always liked this place. At some point though, he began to see the coldness in relations between people, sharing the common space, as a problem.
Three years ago, he and some neighbours decided to break the ice and organise the “Party in the Yard”. Ever since, their yard is lively, not only thanks to the, Party in the Yard twice a year, but also Cinema in the Yard, Bazzar in the Yard or Neighbour Bookclub. They have learnt to use the space of the yard and have slightly adjust it, as well. It is no paradise on earth, of course, many consider these activities pointless, and they haven't prevented neighbour conflicts neither. The conflicts are, however, easier to solve because people know each other better. It's about trust. Three years ago, no one used to dry their laundry in the yard. Now, you can see it almost every day.

Ingrid Konrad studied architecture in Bratislava and in Vienna where she has been living since 1986. In 1990 – 2005 she taught courses on architecture and open spaces at the Faculty of Architecture. She is a member of the Chamber of Architects in Vienna, Lower Austria and Burgenland, she has her own architecture agency in Vienna and in Lower Austria; she also ran a studio in Bratislava in 2006 – 2011. Besides dozens of projects and project implementations in the area of housing, commercial and industrial architecture, she focuses on urbanism, city development, and land architecture. In addition to numerous publications, she has filmed the documentary titled “Brány do mesta / Tore in die Stadt” (Gates to the City) dealing with suburban districts of Bratislava and Vienna, as well as the urban space in between.

Jarmila Johnová študovala národné plánovanie na VŠE v Prahe. Pred rokom 1989 pracovala vo verejnej správe v oblasti architektúry a životného prostredia, po podpísaní Charty 77 však ostala doma, vychovávala tri deti a pomáhala vydávať a prekladať samizdaty. Po roku 1989 pracovala ako projektová manažérka (napríklad na projektoch Safe Routes to Schools alebo Chodci sobě) a ako predsedníčka organizácie Pražské matky, ktorá sa zaoberá bezpečnosťou ciest, udržateľnou dopravou a otázkami ochrany životného prostredia. Ako novinárka na voľnej nohe publikuje komentáre, fotky, vedie a dáva rozhovory na politické, sociálne a enviromentálne témy v rôznych médiách, ako sú napríklad Lidové noviny, MF Dnes, Respekt, Literární noviny, Přes práh (vydávajú Pražské matky), rádio Slobodná Európa, Voice of America, ARD Radio, alebo Prague Post.

Jarmila graduated in National Planning from the School of Economics in Prague. Before 1989 she worked with the state institution designed for architectonic and environmental issues, after signing the Charta 77 (a proclamation for human rights and freedoms) she stayed at home and brought up three children, helped with issuing samizdat periodicals (Lidové noviny, Infoch, Ekobulletin, revue Střední Evropa – Central Europe etc.), occasionally translated from English for samizdat. After 1989, she has been working as a project manager (e.g. Safe Routes to Schools, Pedestrians United) and chairwoman for NGO Prague Mothers focused on road safety, sustainable transport and other environmental issues. As a freelance journalist she has published commentaries, photographs, has led and has given interviews on political, social and environmental issues to various media (newspapers, magazines, radios): Lidové noviny, MfDnes, Respekt, Literární noviny, Přes práh (published by Prague Mothers), the Radio Free Europe, Voice of America, ARD Radio, the Prague Post etc.

Mutation Testing for Task-Oriented Chatbots
Conversational agents, or chatbots, are increasingly used to access all sorts of services using natural language. While open-domain chatbots - like ChatGPT - can converse on any topic, task-oriented chatbots - the focus of this paper - are designed for specific tasks, like booking a flight, obtaining customer support, or setting an appointment. Like any other software, task-oriented chatbots need to be properly tested, usually by defining and executing test scenarios (i.e., sequences of user-chatbot interactions). However, there is currently a lack of methods to quantify the completeness and strength of such test scenarios, which can lead to low-quality tests, and hence to buggy chatbots.
To fill this gap, we propose adapting mutation testing (MuT) for task-oriented chatbots. To this end, we introduce a set of mutation operators that emulate faults in chatbot designs, an architecture that enables MuT on chatbots built using heterogeneous technologies, and a practical realisation as an Eclipse plugin. Moreover, we evaluate the applicability, effectiveness and efficiency of our approach on open-source chatbots, with promising results.

Power Grid Model
The global energy transition is placing new and unprecedented demands on Distribution System Operators (DSOs). Alongside upgrades to grid capacity, processes such as digitization, capacity optimization, and congestion management are becoming vital for delivering reliable services.
Power Grid Model is an open source project from Linux Foundation Energy and provides a calculation engine that is increasingly essential for DSOs. It offers a standards-based foundation enabling real-time power systems analysis, simulations of electrical power grids, and sophisticated what-if analysis. In addition, it enables in-depth studies and analysis of the electrical power grid’s behavior and performance. This comprehensive model incorporates essential factors such as power generation capacity, electrical losses, voltage levels, power flows, and system stability.
Power Grid Model is currently being applied in a wide variety of use cases, including grid planning, expansion, reliability, and congestion studies. It can also help in analyzing the impact of renewable energy integration, assessing the effects of disturbances or faults, and developing strategies for grid control and optimization.

Editor's Notes
- Very similar results for all EU15 MS. Answers more of less the same across Western Europe. EU 12 MS don’t do evaluation studies, so we do not know much about them. As a consequence, they lack the strategic intelligence needed.
- However, if we normalise by a country’s expenditure, things look different: EU12 MS actually do quite well. So for the money invested in R&D, EU12 MS do quite well.
- Average amount of money projects took out of the FP pot much lower in the EU12 MS this is a function of experience. The FP is a programme of networks, i.e. you have to know people and you have to show that you are good. (--> COST)
- Results more or less the same in every FP evaluation Market-orientated motives less important. Exception: SME participants have shorter-term, more market-orientated goals than others
- Control group: more or less the same motives, a little bit more market-orientated goals FP: to tackle issues that are not adequately addressed by national programmes, to tackle problems that have a European dimension, to access research funding
- Again, differences small. For FP participants scientific outputs a bit more important (publications, newly trained/qualified staff)
- ‘ radical’ innovation not possible in FP
- Decentralised instruments: ETP, JTIs, ERA-Nets
- Closed clubs: how can Slovak researchers get into them?
