State-owned enterprises (SOEs) are commercial entities owned by a government. In South Africa, major SOEs include Eskom (electricity), Transnet (logistics), Denel (defense), and South African Express (airline). SOEs often operate in sectors with natural monopolies like utilities or where the government has strategic interests. The Department of Public Enterprises oversees South Africa's SOEs and works to ensure they execute national policies while pursuing financial sustainability. However, many SOEs are underperforming financially, which strains national investment. The department employs various programs and a three-phased approach to set SOEs on a path to improved operational and financial performance.

Outsourcing has come a long way to stay as a strategic weapon enabling companies to
focus on their core skills and products as well as on more expansive business issues such as
branding, strategy, and planning while non-core (but essential) jobs being handled by outside
specialists. A company engaged in a well-calculated outsourcing initiative will benefit by
focusing its resources on meeting the customer’s needs, having been released from dedicating
resources/efforts to areas outside of its business expertise.
Pursuing any development or neighborhood plan today involves working with a myriad of actors beyond professional collaborators during planning and design phases. These include direct abutters, surrounding neighbors, elected officials, public agencies, opponents (often), investors, financial institutions, and regulators, all billed as “stakeholders.” Navigating the shoals created by cadres of stakeholders is perhaps the greatest challenge to pursuing sophisticated
ideas about and goals for urban-ism. Consensus around goals that aren’t very ambitious is, unfortunately, common.
However, rather than-wallow in despair about the unpredictable nature of decentralized processes, urban designers must learn to be more effective collaborators,willing participants in true interdisciplinary endeavors, and advocates for ideas not always their own, ideas that have the potential to rally others around higher expectations, not expedient solutions.

Embracing GenAI - A Strategic ImperativePeter Windle
Artificial Intelligence (AI) technologies such as Generative AI, Image Generators and Large Language Models have had a dramatic impact on teaching, learning and assessment over the past 18 months. The most immediate threat AI posed was to Academic Integrity with Higher Education Institutes (HEIs) focusing their efforts on combating the use of GenAI in assessment. Guidelines were developed for staff and students, policies put in place too. Innovative educators have forged paths in the use of Generative AI for teaching, learning and assessments leading to pockets of transformation springing up across HEIs, often with little or no top-down guidance, support or direction.
This Gasta posits a strategic approach to integrating AI into HEIs to prepare staff, students and the curriculum for an evolving world and workplace. We will highlight the advantages of working with these technologies beyond the realm of teaching, learning and assessment by considering prompt engineering skills, industry impact, curriculum changes, and the need for staff upskilling. In contrast, not engaging strategically with Generative AI poses risks, including falling behind peers, missed opportunities and failing to ensure our graduates remain employable. The rapid evolution of AI technologies necessitates a proactive and strategic approach if we are to remain relevant.

Dear Dr. Kornbluth and Mr. Gorenberg,
The US House of Representatives is deeply concerned by ongoing and pervasive acts of antisemitic
harassment and intimidation at the Massachusetts Institute of Technology (MIT). Failing to act decisively to ensure a safe learning environment for all students would be a grave dereliction of your responsibilities as President of MIT and Chair of the MIT Corporation.
This Congress will not stand idly by and allow an environment hostile to Jewish students to persist. The House believes that your institution is in violation of Title VI of the Civil Rights Act, and the inability or
unwillingness to rectify this violation through action requires accountability.
Postsecondary education is a unique opportunity for students to learn and have their ideas and beliefs challenged. However, universities receiving hundreds of millions of federal funds annually have denied
students that opportunity and have been hijacked to become venues for the promotion of terrorism, antisemitic harassment and intimidation, unlawful encampments, and in some cases, assaults and riots.
The House of Representatives will not countenance the use of federal funds to indoctrinate students into hateful, antisemitic, anti-American supporters of terrorism. Investigations into campus antisemitism by the Committee on Education and the Workforce and the Committee on Ways and Means have been expanded into a Congress-wide probe across all relevant jurisdictions to address this national crisis. The undersigned Committees will conduct oversight into the use of federal funds at MIT and its learning environment under authorities granted to each Committee.
• The Committee on Education and the Workforce has been investigating your institution since December 7, 2023. The Committee has broad jurisdiction over postsecondary education, including its compliance with Title VI of the Civil Rights Act, campus safety concerns over disruptions to the learning environment, and the awarding of federal student aid under the Higher Education Act.
• The Committee on Oversight and Accountability is investigating the sources of funding and other support flowing to groups espousing pro-Hamas propaganda and engaged in antisemitic harassment and intimidation of students. The Committee on Oversight and Accountability is the principal oversight committee of the US House of Representatives and has broad authority to investigate “any matter” at “any time” under House Rule X.
• The Committee on Ways and Means has been investigating several universities since November 15, 2023, when the Committee held a hearing entitled From Ivory Towers to Dark Corners: Investigating the Nexus Between Antisemitism, Tax-Exempt Universities, and Terror Financing. The legal status of SOEs varies from being a part of the

10. State Owned Companies in South Africa
SOCs are created by Government and are companies in which the
State may be a major or majority shareholder e.g. Telkom. They
operate the State’s commercial affairs, often with public policy
objectives, and at their core, are required to deliver on the
objectives of the State.
The purpose of the shareholder is broadly defined as one of
management, monitoring the performance of SOCs and ensuring
that national policy is executed at SOC level.

The DPE is the State’s Strategic Shareholder and plays a critical role in
driving national policy. The figure below highlights a conceptual process of
how national policy is required to be translated by the DPE, prior to being
executed upon by its SOCs.

Eskom
Eskom is the world’s eleventh-largest power utility in terms of generating capacity, ranks ninth in terms of sales, and boasts
the world's largest dry-cooling power station.

Denel (Pty) Limited is the largest manufacturer of defence equipment in South Africa and operates in the military aerospace
and landward defence environment.
SAFCOL
South African Forestry Company (SAFCOL) is the Government's forestry company, conducting timber harvesting, timber

Alexkor
The core business of Alexkor is the mining of diamonds on land, along rivers, on beaches and in the sea along the north-
west coast of South Africa.
14. On the path to SOC sustainability
By setting SOCs on a path to financial sustainability, the DPE will positively
impact South Africa’s economy by ensuring the delivery of key services (i.e.
Eskom and Transnet), economic growth and subsequently contribute to
stabilising the economy.
Financial sustainability of SOC such as Denel, Alexkor, SAX and SAFCOL remains
crucial as these SOC operate within the productive sectors of the economy.
Their financial and operational performance is critical for certain sectors e.g.
construction for SAFCOL.
The collective Asset Value for the DPE‟s SOCs is over R755bn, with Eskom and
Transnet accounting for R745bn, ~98% of this value.

16. The companies within the DPE portfolio, in particular, are performing far below
expectation and their constrained ability to recover their investment places huge strain
on national investment rates. Furthermore, the sheer size of Eskom and Transnet’s
asset base significantly reduce the average ROE, painting a bleak investment return
picture across the portfolio.
