The overseas professional development for Japanese teachers of English (JTEs) has a relatively long history. For example, first the MEXT and then later the National Institute for School Teachers and Staff Development (NITS) provided JTEs with teacher training programs in English speaking countries from 1979 (MEXT, 2011). According to NITS (2022), they continue to exist as one of the JTEs’ professional development opportunities. In addition, recently not only at the national level, but also some local Boards of Education independently offer overseas training to JTEs.
Although overseas teacher training for JTEs have been provided for almost 4 decades, we do not have much knowledge about how hosts perceive these teacher education programs. In particular, little research has been conducted about how program instructors who closely work with JTEs view participant teachers as well as goals and roles of such programs. Given the fact that overseas teacher training has been one of the JTEs’ professional development opportunities for a long period of time, it is necessary to examine teachers’ experiences from insiders’ points of view (Kurihara, 2019)
To fill this gap, this study explored one of the overseas teacher training programs in Australia for EFL teachers and examined two training instructors’ perspectives on participant teachers and the program. The methodology employed in the study was a qualitative case study approach by triangulating classroom observations and interviews. Data were collected in the summer of 2016 during the three-week teacher training program in Australia.
The findings of the study reveal that the instructors expected that the participant teachers continue to reflect on their teaching and learning by using a network they created with other participants in the program. One of the instructors also emphasized teachers’ decision making based on their experiences as well as a principled approach.
L2 Writing Development of Japanese EFL Students at a Writing Center KateConference
The present study investigated the second language (L2) writing development of three Japanese undergraduate students of English as a Foreign Language (EFL) who have repeatedly utilized a university writing center. The student pre-compositions (the text written before attending the writing center) and the post-compositions (the text written after attending the writing center for a year) were compared for fluency, syntactic complexity, lexical diversity, and writing quality. In this study, Words/T (number of words per T-unit) was used to measure fluency, S-nodes/T (number of S-nodes per T-unit) was employed to capture syntactic complexity, and the Guiraud Index was used to determine lexical diversity. Regarding analytic rating, two evaluators with English teaching background evaluated the pre- and the post-compositions without knowing which were written before or after a year of lessons at the writing center, according to an adapted version of English as a Second Language (ESL) Composition Profile. Ten points were assigned for each of the five criteria: content, organization, language, vocabulary, and mechanics. In addition, semi-structured interviews were conducted with the students to obtain supplementary data for interpreting the primary data. The results revealed that the students' L2 writing development varied among individuals. Student A showed improvement in syntactic complexity, but deterioration in fluency and lexical diversity. Student B exhibited increased fluency and syntactic complexity but decreased lexical diversity. Meanwhile, Student C developed fluency and lexical diversity, but not syntactic complexity. The present findings also indicated that individual factors could affect the variation of changes in their L2 writing. Based on the analytic ratings, all three students showed improved post-composition scores. Through the interviews with the students, it was found that the students experienced great improvement in “organization," further indicating that the repeated use of a writing center can foster a positive attitude toward L2 writing.

学習指導要領の改善の方向性 ―オーストラリアの外国語教育のカリキュラムの分析に基づく一考察―
1. はじめに
オーストラリア(以下,豪州)は以前は州(New South Wales州など)別にカリキュラムを策定していたが,2008年に豪州
の各州政府が合意してThe Australian Curriculumをナショナル・カリキュラム(以下,NC)として策定することになり,そ
の初版(Version 1.0)を2010年に公表した。現在は豪州・カリキュラム評価報告機構(Australian Curriculum,
Assessment and Reporting Authority, ACARA)がNCの責任部局となっている。NCは21世紀に向けたカリキュラムとして
2011年に初めて実施され,今年で10年以上実施されているカリキュラムである(Price, 2022)。ACARA(2015)は豪州の
外国語としての学校フランス語(以下,仏語)教育の現行版NC (Version 8.4)であり,ACARA(2022a, 2022b)はその改
訂版NC(Version 9.0)である。本研究は豪州のこの2つのNCを分析し,日本の英語の学習指導要領(以下,CS)の改善の方
向を提案する。
a. 文部科学省のCSを説明するサイト(https://www.mext.go.jp/a_menu/shotou/new-cs/idea/index.htm)では,CSは
一般向けには次のとおり説明されている:「学習指導要領」とは,全国どこの学校でも一定の水準が保てるよう,文部科学省が
定めている教育課程(カリキュラム)の基準です。およそ10年に1度,改訂しています。子供たちの教科書や時間割は、これを
基に作られています。
b. 現行の中学校のCS(文部科学省,2018a,2018b他)は平成29(2017)年に告示され,令和3(2021)年から3学年一斉
に実施されている。次期の改訂版CSが告示されるのは令和9(2027)年頃と予想される。
c. 本研究は,約5年後に告示予定の改訂版CSの改善の方向性を,上記の豪州のNCを基に考察する。
d. 以下に,「汎用的能力の指導」,「ジャンル準拠のテクストレベルの指導」,そして「メディエーション技能の指導」を順に
取り上げる。 1
2. 2. 汎用的能力の指導(2の1)
豪州のNCは教科学習での汎用的能力(general capability)の育成を重視している。例えば,ACARA(2022a,
p. 15)の「仏語でテクストを創作すること」の指導目標には,ACARAのサイトの該当ページで,汎用的能力と
しての① ICT技能,②リテラシー,③個人的・社会的能力も指導する,と併記されている。日本の現行CSの汎用的
能力の「学びに向かう力,人間性等」は,「知識及び技能」と「思考力,判断力,表現力等」の資質・能力の働か
せ方を決める「重要な要素」(文部科学省, 2018a, p. 38)だが,学習内容が示されていない。次期CSにはその
内容を明示して,学校英語教育での育成を確実にしたい。
a.「オーストラリアのカリキュラム」の特徴は,端的に言えば,いわゆる教科にあたる各学習領域(discipline-
based learning areas)の教授・学習と,汎用的能力(general capabilities)の育成,および領域横断的な優
先事項(cross-curriculum priorities)の扱いとが同程度に重視されていることである。(青木, 2014, p. 3)
b.「汎用的能力」は,各学習領域をまたがって必要とされる知識,スキル,行動および態度を示したものである。
具体的には,リテラシー,ニューメラシー,ICT技能,批判的・創造的思考力,倫理的行動,異文化理解,個人
的・社会的能力の七つの能力が含まれる。これらはいずれも21世紀を生き抜く上で必要不可欠な知識,スキルや
態度と見なされている。(同上)
c. このように同国初のナショナル・カリキュラムにおいて,汎用的能力が各学習領域と同等に重視される背景に
は,変化が激しく益々多様化する世界を生きる21世紀の学習者(21st Century learners)にとって,柔軟で分
析的な考え方や他者と協働する資質,学問横断的な能力が必要不可欠だとの政府の強い信念が存在する。(同上)
d. ACARA (2022a, p. 15)には「仏語でテクストを創造すること(Creating text in French)」の指導目標が
Years 9-10(日本の中3・高1に相当)向けに、次のように示されている(冒頭にStudents learn to: を補う)。

e. 目標記述文の下に示されている3つのアイコンは,この指導目標で,仏語の言語的技能を伸長する指導とあわせ
て,3つの汎用的能力を指導することを教師に明示している。それらは順に,①ICT技能,②リテラシー,③個人
的・社会的能力である。
f. このうち③は,日本の現行CSが「学びに向かう力,人間性等」の資質・能力の1つとして挙げる「互いのよさ
を生かして協働する力」(文部科学省,2018a, p. 39)を含む。豪州の小学校は特に③を重視し、インフォーマ
ルな形であるが,単元指導計画に予定し,通知表で個人の伸びを報告している(Carter & Buchanan, 2022)。
g. ③の指導は,「指導要領には書かれていないが大切にしていること」として従来から日本の学校教師も行って
きた(松沢・三浦・峯島,2018,p. 37)。次期の日本のCSでは豪州のNCのように,汎用的能力を含む,「学び
に向かう力・人間性等」の指導目標を,英語科の各指導目標・指導内容・言語活動ごとに具体的に明示して,学校
英語教育でその資質・能力の育成をより確実に図れるようにしたい。

4. 3. ジャンル準拠のテクストレベルの指導(2の1)
ACARA(2015, 2022a)はテクスト(text),テクストタイプ(ジャンル) (text type [genre]),テクス
トの特徴・慣習(textual feature/convention),言語の特徴(language feature)などの指導を重視している。
これらの知識は,母語や外国語でまとまりのあるテクストを聞く・話す・読む・書く・訳すなどの際に必須な知識
であり,「ジャンルの知識(genre knowledge)」と呼ばれている。日本の次期CSにもジャンルの知識の指導を
詳しく書き込んで,学習者がまとまりのある英語のテクストを適切・効率的に理解・表現できるようにするテクス
トレベルの指導を各教師が行うようにしたい。
a. ACARA (2015, p. 35)には用語集があり,そこではテクストタイプ(ジャンル)は次のように説明されてい
る。 Text types (genres): Categories of text, classified according to the particular purposes they are
designed to achieve, which influence the features the texts employ. For example, texts may be
imaginative, informative or persuasive; or can belong to more than one category. (後略)
b. 以下はACARA (2015)に規定されている,ジャンルの知識についてのステージ別指導内容である。

5. 3. ジャンル準拠のテクストレベルの指導(2の2)
c. 豪州と同様の指導は,日本でも以下の国立教育政策研究所(2021, p. 83)で高校生向けに示されている。
d. 上はACARA (2015)のtext type(genre)の代わりに「文体」,同imaginative, informative or
persuasive textの代わりに「叙述文・説明文・論証文」を用いてジャンル準拠のテクストレベルの指導と評価を
説明している。
e. 日本のCSでは上のbやcの記述が不十分なため教科書で扱うジャンルの幅が狭い(今井・峯島・松沢,2019)。
f. NCは産出技能に加えて読む等の受容技能の活動も,次例のようにジャンル準拠で記述している。Analyse
how different types of text incorporate cultural and contextual elements ... analysing cultural
differences in genres such as cover letters for job applications or letters of complaint, noting
protocols and conven-tions (for example, stating the purpose of a formal letter at the beginning: le

6. 4. メディエーション技能の指導(2の1)
豪州のNCは一貫して「世界の多くの地域では二言語能力や複言語能力が普通である」(ACARA, 2022b, p.
3)と捉え,学校仏語教育では中学生が「短いテクストを仏語から英語またはその逆に訳す・通訳する」などを
行っている。訳や通訳はメディエーション技能と呼ばれ(ACARA, 2015, p. 27),「ヨーロッパ言語共通参照
枠」も外国語学習の重要な目標に位置付けている(Council of Europe, 2020)。日本の次期CSでもメディエー
ション技能を指導目標に位置付けて,複言語主義の学校英語教育を展開したい。
a. 豪州の現行のNC は指導内容を2つのストランドと8つのサブストランドに分けて示している。第1ストランドは
伝達すること(Communicating)で,①社交的に活動すること
(Socialising),②伝えること(Informing), ③創造すること
(Creating),④訳すこと(Translating),⑤振り返ること
(Reflecting)のサブストランドがある。第2ストランドは理解
すること(Understanding)で,⑥言語の仕組み(Systems of
language),⑦言葉の変種と変化(Language variation and
change),⑧言語と文化の役割(The role of language and
culture)のサブストランドがある( ACARA, 2015, p. 9)。
b. 豪州の改訂版NCでは,2つのストランドもその各サブストラン
ドも右図のように改編されたが,上の④訳すこと(Translating)
は改訂版では「言語内と言語間で意味を仲介すること(Mediating
meaning in and between languages)」と言い改められたもの
の,変わらずに重要な指導目標に位置付けられている(ACARA,
2022b, p. 5) 。

7. 4. メディエーション技能の指導(2の2)
c. 豪州の学校仏語教育では日本の小学校5年生から高校1年生までの学習にメディエーション活動を含めている。
例)Year 9-10: apply strategies to interpret and translate non-verbal, spoken and written
interactions and texts to convey meaning and intercultural understanding in familiar and unfamiliar
contexts (ACARA, 2022a, p. 14) (中3・高1:慣れ親しんだ,あるいはなじみのない文脈で,意味や異文化
理解を伝えるために,非言語・口頭・書面のやり取りとテクストを解釈し,訳す方略を適用する)。
d. 日本のCSは,「もしこれまで日本語での文法説明や本文の和訳などに偏った授業を行っていたならば,そうし
た授業の在り方自体を見直し,必要な意味内容をいかに英語で伝えることができるかを考えて授業を工夫改善して
いかなければならない」(文部科学省, 2018b, p. 87)と,教師のメディエーション活動に言及しているが,学
習者のメディエーション活動には言及していない。そこではメディエーション技能は学習目標に設定されていない。
e. 一方,学習者は授業中に訳を活用して学習したり(Masuda, 2021),大学教師から訳を求められたり(増田,
2022),高校入試や大学入試で英文和訳問題・和文英訳問題・下線部日本語説明問題などのメディエーション問
題に解答したりするなどして,メディエーション活動を日々行っている。
f. 教師はと言えば,中学校教師の場合は高校入試でのメディエーション問題の出題が都道府県ごとに,または年ご
とに異なることに困惑している。メディエーション問題を出題する国公立大学を受験する生徒を指導する高校教師
は,正規の英語科目の授業では5領域の言語活動中心の授業をし,メディエーション技能を伸長する精読の授業は
放課後や休暇期間の「講習」で行ったりしている。英語の「授業は英語で行うことを基本とする」(文部科学省,
2018b, p. 86)の原則のもとで,メディエーション活動を行うことに罪悪感を感ずる教師が中高どちらにもいる。
g. 次期日本のCSにはメディエーション能力を育成する目標を追加して,入試でもその能力を測ることを提案する。

8. 5. おわりに
豪州のNCは,ステージ毎に到達スタンダード(achievement standard)を記述する。日本のCSにはこの記述
がないが,小中の接続の問題や中学校の評定の学校間格差の問題を解決する記述になりうる。今後に検討したい。
