The Spanish Constitution was signed on December 6, 1978 and establishes Spain as a democratic parliamentary monarchy. It is the most important law in Spain. As a parliamentary monarchy, Spain has a king, Felipe VI, but the king does not govern - instead, the country is governed by representatives elected by citizens over 18 to the Parliament. The Constitution outlines both rights that citizens can exercise freely as well as duties that citizens are obligated to fulfill.
