This document outlines a proposed framework called "Sound Matters" for creatively using and reusing non-musical sound recordings like field recordings and speech. It aims to address the lack of understanding of sound's information value, lack of contextual metadata, and lack of tools for sound retrieval and relational playback. The framework would involve developing an online environment for interrogating and relationally playing sounds from an archive using metadata-based search, machine analysis, and human-led listening. It presents a three-stage process to prototype, further develop, and deploy the framework, highlighting anticipated outputs and benefits like expanding access to and understanding of sound data.
