Web 2.0 2013 Social Media Strategy
Why emergency managers should use social media tools
• They’re fun.
• They create a social story…a human story…not a technology story.
• Web 2.0 tools and social media tools, when used in concert (social media starfish), can
develop relationships with citizens, increase trust between you and them, and convert those
relationships to citizen action during emergencies.
• Web 2.0 tools are created to create, collaborate and share information with others.
• Every citizen has a social media community around them…use it!
• The Positive: These social media tools are very powerful (Twitter, LinkedIn, YouTube,
Facebook, Pinterest, Instagram, tumblr, VueToo and Google+ for example). We can
revolutionize the way that we communicate with citizens using these tools to form better,
stronger, and richer relationships.
• The Negative: If someone does not like you or your positions they can broadcast it very
widely…and the negative comments stay out there a very long time. Also, false information,
malicious or accidental, spreads as quickly as correct information (hoaxes, flash mobs)
• By using a “starfish” approach: politicians can create user-friendly blogs, connect (via
Livstream, FriendFeed, Qik, Google+, and Twitter, Facebook, Twitter, SMS), keep notes
digitally (via Livescribe, Scribd), post relevant products to social media (Pinterest, Flickr,
YouTube, LinkedIn), and post creative outreach or instructional videos (on You Tube,
Facebook, Google+, www.mahalo.com) to collaborate with citizens.

What is the benefit to me?
Why and how should I use these tools?
To compete successfully, you can use these Web 2.0 and social media tools to your
advantage to contact, convince, and befriend citizens through a relationship.
These tools can be used to build, to support, and to keep voter relationships strong,
deep and long lasting.
There is a very large return on investment (ROI) as these tools are (mostly) free.
These tools eliminate the geographic and other barriers that have restricted
relationships between citizens and the elected who share a common interest.
These tools are very disruptive and can bring benefits or problems for business
owners. You need to join the conversation for the best chance of making sure
these social medial tools are beneficial…your competitors are using them.
Aggregators like Google+, Twitter, BadBlue and VueToo are powerful. Use them.
YOU are your best aggregator. Choose your Web 2.0 tools wisely.
