Winning frames of the scottish independence movementJoe Brewer
Here's an analysis I did of the narratives and internet memes that seem to be driving Scotland toward independence. How might we all learn from this about the science of social change?
We’ve published a leaflet to help start the conversation. It describes some of the successes and challenges in Scotland today and provides a few ideas about what a fairer Scotland could look like in 2030. It’s not the definitive answer. We now want to get your ideas. We want you to keep talking about the issues that affect you in everyday life. And we want you to share your story.
Written by Digital Brand, this paper seeks to explain the genesis and evolution of the concept of “open” government within the context of changing forms of government within the web-driven world, a world where emerging web technologies are empowering the citizen as never before, providing access to vast quantities of information which, despite being presented out of context and often in a complex format, is nonetheless available and freely open to use and reuse.

Working with data is a challenge for many organizations. Nonprofits in particular may need to collect and analyze sensitive, incomplete, and/or biased historical data about people. In this talk, Dr. Cori Faklaris of UNC Charlotte provides an overview of current AI capabilities and weaknesses to consider when integrating current AI technologies into the data workflow. The talk is organized around three takeaways: (1) For better or sometimes worse, AI provides you with “infinite interns.” (2) Give people permission & guardrails to learn what works with these “interns” and what doesn’t. (3) Create a roadmap for adding in more AI to assist nonprofit work, along with strategies for bias mitigation.

1. Context:
!
UK wants to be the “most open and
transparent country in history”, via
participation, transparency and accountability.
Ireland, England and Wales are beginning,
Scotland to follow. “Northern Ireland has fallen
through the cracks”.
3. www.digitallunch.tv
2. Open Government:!
!
Flows from a political policy to make
information and data accessible, meaningful
and re-useable by citizens. By distinction
Freedom of Information (FOI) forms the
basis for a citizen’s right to access.
4. www.digitallunch.tv
3. Participation:!
!
“Data alone won’t get you an ovation”.
Combined with narrative it helps
communities form, agree on and release
new stories and ambitions. It only happens
if there’s shared commitment on all sides.
6. www.digitallunch.tv
5. Execution:!
!
Start small, communicate to everyone
with clarity, notice opportunities, work
through cracks, make it work. Open
government must serve specific purposes
- and a burning need to get things done.

6. Remember:!
!
Data is a tool, not an end in itself.
Participation requires focus and social
purpose. Sense-making must be
actionable. Open government partnership is
an invitation which asks citizens to bring
their boots to the game.
